[अपडेट (923) बुटवलमा शाही घोषणाको विरोधमा मसाल जुलुस निस्किएपछि स्थिति तनावग्रस्त बनेको छ। उनीहरु नाराबाजी गरिरहेका छन्। त्यसैगरी भैरहवा, कपिलवस्तु, पाल्पा, गुल्मी, अर्घाखाँची, नवलपरासीमा पनि मसाल जुलुस निस्किएर शाही घोषणाको विरोध भएको छ। ]
के-के न होला भनेर सुनेको राजाको घोषणा सुन्दा सुरुमा ठूलो जोस आए पनि गहिरिएर सोच्दा भने त्यसमा धोका बाहेक केही छैन रहेछ। न त्यसमा आन्दोलनलाई सम्बोधन गरिएको छ न जनताको आवाजलाई। अझ मैले गाउँ-गाउँमा गएर जनताको आँसु पुछेको हुँ, जनताको ढाडस बढाएकै हुँ भनी मै हुँ पारा निकालिएको छ। खै त संविधान सभा ? खै त संसद पुनर्स्थापना ?
प्रधानमन्त्रीको नाम सिफारिसका लागि चारो फ्याँक्दा नेताहरु जुध्लान् र फेरि मोज गरुँला भनेर ठानेको होला। यस्तो चारा त पहिले पनि फ्याँकिसकेकै थियो नि।
तपाईँहरुलाई याद छ कि छैन- सूर्यबहादुर थापा प्रधानमन्त्री बनाइँदा पनि धारा ३५ अनुसारको कार्यकारी अधिकार दिने भनेकै हो, शेरबहादुर देउवालाई प्रधानमन्त्री बनाउँदा त्यस्तै भनिएको थियो।
जाबो राजालाई मन्त्रिपरिषदको अध्यक्ष पदबाट हटाउन मात्र यत्रा शहीदको रगत बगेको हो त ? हैन, खबरदार ! नेताहरु र जनता, खबरदार ! अझै झुक्याउँछु भन्ने ठान्दो हो उसले। हामी २१ अौं शताब्दीका नागरिक हौं, १६ सालका रैति हैनौं। दुनियाँ धेरै अगाडि बढिसकेको छ। नेपालीहरुको चेतनाको स्तर धेरै बढिसकेको छ।
अहिंसावादी कृष्ण पहाडी, नागरिक आन्दोलनका अगुवा देवेन्द्रराज पाण्डे, श्याम श्रेष्ठलाई थुनामा राखेकै थियो, आजै वामदेव गौतम र झलनाथ खनाललाई गिरफ्तार गर्ने गौतमको भाषामा मण्डले सरकारले नागरिकको आँखामा छारो हाल्न खोजेको मात्रै हो। जनताको नासो जनतालाई फिर्ता दिएँ भन्दैमा फिर्ता हुने र फेरि लिन्छु है भनेर लिँदैमा लिने चिज हैन। जनताको नासो कसैको बपौती हैन। कसैको बाउबाजेले राख्न दिएको सम्पत्ति हैन।
त्यसैले खबरदार ! आन्दोलन जारी राख्नुपर्छ। जो राजाको भुलभुलैयामा फँस्छन्, उनीहरुलाई नागरिकहरुले ठीक पार्नेछन्।
तपाईँ यस कुरामा सहमत हुनुहुन्छ ? हुनुहुन्छ भने कम्प्युटर अगाडि नै उभिनुस्, हात दर्हो पारेर मुठी कस्नुस् र जोडसँग भन्नुस्-

I think king have returened all the power and the revolutionary leaders must understnad the opportunity and grave it then make constitution according to peoples mandate. Make all party government then decide to reformation of parliament. It is an opportunity to utilize peoples right if revolutionary party does not take/ utilize this opportunity means still they are considering king as a power. Thus if you does not want to consider him , this the best time to utilize peoples power. Right must take by yourself no body will give his/ her hand to use as a spoon. So it is time to utilze peoples sovernity and making republic Nepal by the revolution mandate. If revolutinary party activitst and learder miss this oppotunity then it will not come again . Or there will be violance and innocent people will get more trouble rather than this.

The protest should continue till the nepalese people get the absolute power to choose their representative and for that the ultimate and supreme power should rest on peoples verdict, not even on leaders of seven parties or maoists leave aside the king who wouldn’t even exist anymore. i have always held that the king had right intention but time proved that the implementation was not right.anyways, now that parties should form the govt. as soon as possible and return to the normal course of governance. the king has excpeted being the constitutional monarch that he should be so streching this agitation wont be the right thing to do.
now if this move of the king doesnot satisfy the demands then i wonder what would….trying to abolish the monarchy will be the biggest mistake in the history of nepal and if the parties are divided with this move or offer than one should know that the parties were never fighting for the people as they proclaim.

I wish that nothing can happen by bloodshed from anyside. It is time to think about the “LOKTANTRA” once again by all the nepali people. The king’s address to nation might be betraying to all the nepali people. But there is one possibility that the new choosen prime minister from SPA can be new vision ,who, upon handling the power can understand the demand of nepali people greacefully dethrone the king. ANDOLAN should never be ended for the benefit of the countrymen and country. I wish that King should dethrone himself in this situation and go along with the wish of countrymen so he would have raised very high in the eyes of nepalese people gracefully.

It does not address any thing for which people have revolt in Nepal.
The minimum demand should be:
Revival of house of representative from the court single most demand of the parties. This house has the mandate to pass any ammendment in the constitution through 2/3 majority. This house would elect a priminister who would accept holding election for constitutional assembly, conduicting voting in the house immediately to keep all security power on the house of representative, and then go for election of unconditional constitutional assembly. Now the king’s fate should lie on people not with political leaders. This would address all the anamolies of the country.

The king’s address had the writing of Tulsi Giri, Kirtinidhi Bistha, Shrish Rana, Sacchit Rana, Bharat Keshari, Dilip Poudel, Niranjant Thapa, Laxmi Nirola, Rewati Raman, and many other chamchas, panches and mandales. The address is only to disrupt the momentum for the republic.
Gyane does not have any right to be there anymore after what he had done to the country. Instead of releasing the protestors he has detained before his announcement, his regime has further imprisoned the leaders. You are right, THERE IS NO SINCERITY IN HIS ANNOUNCEMENT. It is a game he is playing. It remains to be seen whether or not the Seven Party Alliance will come to pick up the crumbs thrown at them by the king. If his desire was to ask the SPA, then whey did he do the drama of asking KP Bhattarain to become the PM?
Gyane is his own downfall. Take his annocument as further incompetency of his regime.
Is this what Karan Singh negotiated with the king? Karan Singh and government in Delhi need to explain it to the Nepali people? Otherwise, the Nepali people will loose their trust further on India.

I agree with your spirit Umesh jee. Now time has come to encourage our leaders for decisive role to perform. If we only denounce them and make “jalil” all the time they may confused and discourage.
Let suggest them this way–
1. Continue on going struggle
2. Public manifesto on behalf of SPA which must underline process (based on their previously declare road-map)such as reinstatment of parliament– form all party govt (say national govt)— invite Maoist for dialogue— form interim govt with maoist– hold election of Constituent assembly to establish loktantra!
3. Ask king Gynendra’s comitment in this issue
4. If he does… there will be no harm to nominate 1 leader as the PM, if he denies or delays… push forward the movement further
5. this should be done immediately and process should complete within a day or two

The king has not given the real democracy. The 1990 constitution has too many flaws that always makes him the most powerful in the country. So many people have already died on this movement and it must the the last one for the democracy. Therefore, contitution assembly is the only alternative which brings maoist into the political process.
This decision taken by king is fully influenced by India. India has done this for their own benifits.

Actually, I don’t understand what is our mission? What are we looking for bloodshed or peace? We need peace now when we achieved this after election parliament can do what is good for nation. we should not be so aggressive how many more innocent nepali u want to see die. Nothing gonna happen as long as the political leaders don’t change their attitude, behaviour and greed nature for power democracy can do a lot if it has been used by the people sitting within its norms and values.

What I believe acceptable to many would have been is Gyane should have dismissed his bloody government and asked the seven political alliance to discuss among themselves about the means to go about the constituent assembly(CA) and come forward with the ways. Meanwhile, the country would have been run by the bureaucracy as had happened in the past as well.
Without addressing the core issue of the movement of this magnitude, the so-called address is incomplete and,in a way, deceit!!

what the heck do nepali wants? They have seen the ruling of the king from last 100s of years. Then after world war all the world was developing to the 20th century but unfortunately nepal was taken over by those f…..g ranas (shree tin sarkar). Then we have seen the country ruled by king mahendra then birendra and also we have seen the Democracy with multiparty but what happened? Maoist…then corruption..every party were busy corrupting and worsening the country. Rest all of the world is developing the modern technology but our Leaders are in the same old place with those ill sickening attitude and not doing the job honestly. In my openion there is no solution, unless the older generation Leaders taken over by the new leaders who has that guts and have seen the world.

Very well said. There is no mention about the new government in Gyanes bhasan. Only there is call for the new PM. It’s not about changing the PM of the country. It’s about political stability and peace in the county. Had Gyane mentioned about the people’s government capable of holding talks with maoist and holding election in the country, then we could have said that we have won.

Beloved Countrymen,
You are all aware that, given the situation prevailing in the country then, we were compelled to take the decision of 1 February 2005 to set in motion a meaningful exercise in multiparty democracy by activating all elected bodies, ensuring peace and security and a corruption-free good governance through the collective wisdom, understanding and the united efforts of all the Nepalese. By supporting our decision, the Nepalese people made amply clear their desire for peace and democracy and the civil servants demonstrated sincerity towards their duties. We are appreciative of this. We also have high regard for the dutifulness, valour and discipline displayed by the security personnel, upholding their glorious traditions.
By visiting different parts of the country, we made honest endeavours to acquaint ourselves with the hopes and aspirations of our people, mitigate their hardships and boost their morale. We also called on the political parties to enter into a dialogue in the interest of the nation and people afflicted by violence and terrorism. However, this did not materialise. The ideals of democracy can be realised only through the active participation of political parties. In keeping with the traditions of the Shah Dynasty to reign in accordance with the popular will in the greater interest of the nation and people and our unflinching commitment towards Constitutional Monarchy and multiparty democracy, we, through this Proclamation, affirm that the Executive Power of the Kingdom of Nepal, which was in our safekeeping, shall, from this day, be returned to the people and be exercised in accordance with Article 35 of the Constitution of the Kingdom of Nepal – 1990. As the source of Sovereign Authority is inherent in the people, harmony and understanding must be preserved in the interest of the nation and people in an environment of peace and security. While safeguarding multiparty democracy, the nation must be taken ahead along the road of peace and prosperity by bringing into the democratic mainstream those who have deviated from the constitutional path. Similarly, a meaningful exercise in democracy must be ensured with the activation of representative bodies through elections as soon as possible. We, therefore, call upon the Seven Party Alliance to recommend a name, for the post of Prime Minister, at the earliest for the constitution of the Council of Ministers which will bear the responsibility of governing the country in accordance with the Constitution of the Kingdom of Nepal – 1990. The present Council of Ministers will continue to function until the appointment of the Prime Minister.

Article 35 Executive Power
(1) The executive power of the Kingdom of Nepal shall, pursuant to this Constitution and other laws, be vested in His Majesty and the Council of Ministers.
(2) Except as otherwise expressly provided as to be exercised exclusively by His Majesty or at His discretion or on the recommendation of any institution or official, the powers of His Majesty under this Constitution shall be exercised upon the recommendation and advice and with the consent of the Council of Ministers. Such recommendation, advice and consent shall be submitted through the Prime Minister.
(3) The responsibility of issuing general directives, controlling and regulating the administration of the Kingdom of Nepal shall, subject to this Constitution and other laws, lie in the Council of Ministers.
(4) Except in so far as any action is to be taken in the name of His Majesty pursuant to this Constitution and other laws, all other executive actions shall be expressed to be taken in the name of His Majesty’s Government.
(5) Any decision, order or implementation warrant to be issued in the name of His Majesty pursuant to this Constitution and other laws shall be authenticated in such manner as may be set forth in rules made by His Majesty at His discretion. All other decisions, orders and implementation warrants to be issued in the name of the Council of Ministers pursuant to clause (4) above shall be authenticated in such manner as may be set forth in rules approved by His Majesty.
(6) No question shall be raised in any court as to whether or not any recommendation or advice has been given to His Majesty pursuant to this Constitution by the Council of Ministers or any other institution or official, nor shall any question be raised in any court about what recommendation or advice has been given.
