शाही घोषणापछि आज चाहिँ के होला त ? शाही घोषणा धोका हो भन्ने अधिकांशको मनमा परिसकेको छ। मैले कुरा गरेका धेरैले पनि यस्तो तालले कहाँ हुन्छ ? छाड्नु हुन्न आन्दोलन भन्ने गरेको सुनियो। कति त अब नारायणहिटी नै हान्नु पर्छ भन्ने कडा विचार राख्नेहरु पनि छन्। कतिपय नेताहरुले धोका देलान् कि जस्तो नलागेको हैन, तर उनीहरुले कल्पना गरे भन्दा बढी मास सडकमा उत्रेका छन्। त्यसैले उनीहरु पनि अलि डराउनु पर्ने स्थिति आएको छ। काँग्रेस उपसभापति सुशील कोइराला र माअोवादीले त शाही घोषणाले संकट समाधान नहुने भनिसकेका छन्। एमालेको भने मलाई अलि शंका लागेको छ। एक पटक प्रतिगमन आधा सच्चियो भन्दै सरकारमा जाने एमाले अनि एक पटक प्रधानमन्त्री बन्ने माधव नेपालको धोकोले कतै एमाले जाने त हैन जस्तो लागिरहेको छ। तर एमाले निकट एक साथीले भने- जाँदैन एमाले। गयो भने पार्टीमा कोही पनि बस्दैन। काँग्रेस र एमाले अनि माअोवादी पनि शाही घोषणाको ललिपपमा नफँस्ने भएपछि अब के होला त ? बाँकी भित्र
मेरो विचारमा आजको दिन झन तनावग्रस्त हुनेछ। तपाईँलाई याद छ ? ०४६ सालमा जनआन्दोलन उत्कर्षमा पुगेको बेला तत्कालीन राजा वीरेन्द्रले मरिचमान सरकार भङ्ग गरी लोकेन्द्रबहादुर चन्दलाई प्रधानमन्त्री बनाएको ? अनि त्यो घोषणापछि झन क्रुध्द बनेर लाखौको जनसागर नारायणहिटीतर्फ हानिएको ?
आज ठीक त्यस्तै तनावपूर्ण स्थिति हुनसक्नेछ। किनभने जनताले नयाँ प्रधानमन्त्री चाहेका छैनन्। सात दलका जोसुकै होस्- प्रधानमन्त्री समस्याको समाधान हैन। जनतालाई लोकतन्त्र चाहिएको छ, लोकतान्त्रिक गणतन्त्र चाहिएको छ, शान्ति चाहिएको छ।
अनि आज एउटा अर्को कुरा के पनि हुनेछ भने सडकमा आउने आन्दोलनकारीहरुमा एक किसिमको विजय भाव हुनेछ। उनीहरुमा ‘राजालाई झुकायौँ’ भन्ने गर्व हुनेछ। तर त्यतिले पुग्दैन भन्ने भाव पनि उनीहरुमा हुनेछ। त्यसैले आजको दिन निकै तनावपूर्ण हुने अनुमान मैले लगाएको छु। यसका अलावा अब केही मण्डलेहरु, केही अवसरवादीहरु पनि भोलिबाट सडकमा उत्रन थाल्नेछन्। किनभने अब राजाको दिन छैन भनेर लगभग प्रष्ट भइसकेको छ। त्यसैले उनीहरु पनि सडकमा आउने छन्।
आजको महत्त्वपूर्ण निर्णय भनेको सात दलको बैठक पनि हुनेछ। सात दलले शाही घोषणाका बारेमा आधिकारिक रुपमा निर्णय सार्वजनिक गर्नेछ र माअोवादीको वक्तव्य पनि शायद आज नै आउनेछ। तर सडकमा भने के हुनेछ, त्यसको अनुमान म गर्न सक्दिनँ। स्थिति अप्रिय बन्यो भने आज पनि गोली चल्न सक्छ, कर्फ्यु लाग्न सक्छ।
राजाको घोषणामा जनताको नासो जनतामा फर्काएको भन्ने कुरा भए पनि मैले तलको पोस्टमा भने जस्तो नासो भन्दै कहिले लिने कहिले फर्काउने अधिकार राजालाई छैन। राजाको घोषणामा अर्को सकारात्मक कुरा भनेको सार्वभौमसत्ता जनतामा निहीत छ भनी भनिएको छ। अनि ‘मैले सकिनँ’ भनी पनि अप्रत्यक्ष रुपमा भनिएको छ।
तर यो घोषणामा प्रधानमन्त्रीको लागि टेण्डर खुला गरेर ठूलो गल्ती गरिएको छ। यस्तो चारा पहिले पनि फ्याँकिएको हो। राजाले साँच्चै समाधान चाहेका भए यसो भन्नुपर्थ्यो- देशमा अहिले भइरहेको अशान्तिबाट देशवासीमा नराम्रो असर परेको छ। यस क्रममा भएको जनधनको क्षतिप्रति दुःख लागेको छ। अब आउँ, माअोवादी, सात दल सबै मिलेर समस्याको समाधान गर्न वार्तामा आउँ। म युध्दविरामको घोषणा गर्छु। शान्ति कायम गरौं। मिलेर देशलाई अगाडि बढाउँ। तर हैन, राजामा अझै घमण्ड छ।
राजाको अनुहार हेर्नुभयो टिभीमा ? पटक्कै गलेका देखिन्नन्। गमक्क परेका छन् पहिले जस्तै। भारतको प्रायोजनमा राजालाई घोषणा गर्न लगाइएको हो। त्यसैले आन्दोलन जारी नै राख्नु पर्छ। अब फेरि खोस्न नमिल्ने गरी जनताको अधिकार स्थापित गराउनु पर्छ। सात सालदेखि जनतालाई धोका दिइएको छ। अब धोका खानुहुन्न्।

Here is the solution that i see as a political interpreter.
n 2046 BS, Birendra tried the same tactic by appointing Lokendra Bahadur Chand right before the revolution reached its peak. He is just repeating the histroy.
Time is not to bow for the king, but to make him bow in front of the Nepalease people to go for constitution assembly through referendum or without referendum.
Two points that needs to be in the referendum is that
1) Whether the present constitution is fine.(That means there will be king with his article 127 and powerless political parties in power with hattiko dara)
2) OR Two go for unconditional constitution assembly where people would make new constitution which might or might not keep the king (as ceremonial, constitutional or tyrant).
This might be the solution. But appointing another man to be a neo-puppet of Gyane babu is not the solution.
In the mean time (all the records of the human rights violation must be investigated and punished>>. to punish we need law right… so we can jsut investigate and put them in jail.. we can punish them after making the law…:)
Those of you who thinks present proclamation is good: Go and read article 35, you will figure out why Paras ko babu needs to be kicked out

A super power America even needed some decades to rebuild all phases of system.But you know, where you are,its location geographically and resources. I read a lot your writing to-day, keep mum now….now I doubt that if the peace prevails in Nepal, you won’t have khuraki…..so let the parties firm a government, reinstalled parliament, declear a constitutional election…why you are encouraging to fight fight and fight only…..I hate reading all those stuffs…neither I care of king nor the political parties forming a government…I JUST WISH PEACE IN NEPAL

KATHMANDU (AFP) – Nepal’s King Gyanendra, who has pledged to “return sovereignty to the people” after massive and violent street protests, has seen his god-like status badly shaken.
Now, with demonstrators’ cries of “Hang the king” and “Leave the palace, we will run the country” still ringing in the air, the question remains whether the wily king can remain on the throne or even whether the monarchy as an institution will survive in the desperately poor nation.
Gyanendra was vaulted to the throne in June 2001 in bizarre circumstances when his brother, King Birendra, and other royals were murdered at the palace by a drunken crown prince who later shot himself.
But the unsmiling monarch never attained the popularity of his more genial, well-loved brother, who was seen as a symbol of unity in Nepal.
The monarch, traditionally revered as the incarnation of the Hindu god of protection, Lord Vishnu, sacked the government and seized power in February 2005, saying the move was necessary to crush a deadly decade-old Maoist revolt.
Gyanendra gave himself three years to restore elected rule and end the insurgency. But instead he was forced to announce he was cutting short his absolute rule after just 14 months.
During that time, he became even more unpopular and the political parties formed a loose pro-democracy alliance with the Maoists.
Gyanendra was best known before he became king for the nightclub antics of his errant son Paras who is now crown prince.
Gyanendra had missed the 2001 massacre because he was away in the west of Nepal. Paras was present but escaped unscathed.
Maoists rebels accused Gyanendra of stage-managing the killings and at his coronation large crowds shouted slogans against him. An official probe found that Crown Prince Dipendra was responsible for the massacre.
Some observers have compared Gyanendra’s style to that of his autocratic father King Mahendra who staged a coup in 1960 against the then-elected government. Mahendra imposed a party-less system that remained in place until 1990.
Gyanendra has a reputation as politically shrewd, but is believed to have opposed Birendra’s decision in 1990 to reduce the monarchy to a constitutional figurehead.
He was educated at a Jesuit school in Darjeeling, India, and graduated from Tribhuvan University in Kathmandu in 1969.
Gyanendra, the middle son of Mahendra, is said to be one of the world’s wealthiest royals, with substantial properties and investments abroad. He is known for his keen interest in poetry and the environment.
During political upheavals in 1950, he was declared monarch at the age of five after being left behind as insurance when then-king Tribhuvan — his grandfather — fled to India.
The crown reverted back to his grandfather when the family returned a year later and Birendra took over the throne in 1972.
Kapil Shrestha, an academic and one of hundreds of people detained during the protests, told AFP earlier this month that while the majority of Nepalese want some form of monarchy they do not want King Gyanendra.
“Whether he likes it or not the country is heading towards a republic. People don’t want to abolish the monarchy but he himself is hastening the process,” said Shrestha, a professor of politics at Tribhuvan University.
One disillusioned royal subject was Kathmandu shopkeeper Shiva Hari.
Despite rubber bullet wounds on his face and arm received in an earlier protest, Hari returned to the streets this week, screaming anti-royal slogans, getting tear-gassed and stoning the police.
“The king is not thinking about the people. He is dominating people with power, with teargas and bullets,” Hari said.

KATHMANDU: Instances of brutality unleashed by police in Nepal to suppress the popular uprising against King Gyanendra have been caught on camera by an unidentified person.
The tape is a powerful documentation of the indomitable courage by the people in the face of ruthless suppression by police on Thursday when a teenager was reportedly kicked and beaten to death during the course of the protest here.
King Gyanendra government’s enforced an unprecedented 24-hour curfew in the Kathmandu valley on Thursday in a bid to suppress anti-king stir and private media organisations were refused curfew passes to cover the demonstrations.
However, someone armed with a video camera on Thursday recorded scenes, shot from a rooftop, of riot police baton lashing and kicking unarmed protesters even after they were arrested.
The tape showed policemen in riot gear charging a protester in a yellow shirt even when he was being hauled into a police van, kicking him.
In some instances, policemen, however, tried to shield the detainees from the fury of their colleagues.
An image showed a policeman guarding a youth while another policeman tried to wave away with his baton a third cop who intended to kick him.
The tape was handed over to Nepal’s popular private television channel Kantipur that has been recording instances of brutality against unarmed civilians, including women and children.
Besides the tape, human rights organisations as well as opposition parties are compiling a list of security personnel who ordered and encouraged their subordinates to use excessive force on demonstrators.
The parties have vowed the guilty would be punished when democracy is restored.
Opposition leader Girija Prasad Koirala has said a commission would be formed to try the ministers ordering the brutal suppression.
While condemning the complicity of the entire royalist cabinet, demonstrators are especially demanding stern action against Home Minister Kamal Thapa and Information and Communications Minister Shrish Shumsher Rana.
The opposition parties say the king, who heads the cabinet directly as its chairman, is also accountable.

Doctors wore black bands in protest at Katmandu’s Model Hospital, where many wounded demonstrators were taken Thursday — including two boys aged 5 and 10.
As the tension grew, so did the international pressure on Gyanendra.
“His time is running out,” U.S. Ambassador James Moriarty told reporters hours before the king’s speech. “Ultimately the king will have to leave if he doesn’t compromise. And by ‘ultimately’ I mean sooner rather than later.”
Despite the talk of compromise, the crackdown persisted. Two senior opposition leaders were arrested Friday as they tried to return to Katmandu, said Amrit Bohara of the Communist Party of Nepal.
The two men, Jhala Nath Khanal and Bamdev Gautam, both leaders of the party, have been important conduits in negotiations between the opposition and the insurgents.
The Maoists remain a major unknown. Although they have recently allied themselves with the political parties, their violent history — they only recently were killing politicians — worries even their allies.
Shortly before his arrest, Khanal said he only hesitantly trusted the guerrillas.
“They talk about democracy now, but violence is a part of their philosophy,” he said in New Delhi.
When Gyanendra claimed direct control over the government 14 months ago, he argued that he had to bring order to a corrupt political scene and end the communist insurgency.
While many initially welcomed the king’s move, hoping he would bring stability, his popularity waned badly as the insurgency worsened and the economy faltered.
“It’s not enough for us. We are demanding a new constitution with a presidential system — a republic,” Prakash Thapa, a teacher, said Friday after the king’s speech. “This country does not need Gyanendra, the thief.”

I totally disagree what Sujan says. Many feel that he look like eating “Durbar ko bhatta”, otherwise why he would like to go opposite to the peoples wish. Why he favours to the leder (Gyane) of the feudal society. Gyane, Parase, Army generals, and police high rank officers should leave the country immediately. This is time of LOKTANTRA, it means any dictetor like Gyane should have been remained in the library or in the musium as a histry like his ansestors.
There is no other option left except the Jana andolan and establishment of democratic Nepal.

All Nepalese civilian are looking for restoration full democracy, restoration of parliament and restoration of human right in Nepal. How could we believe that King Gyanendra is going to giving his power to all political parties and civilian and Maoist? He is really a very claver, atocrate and cruel grand designer. This offer is not more than the way Surya Bahadur became the priminister before.
Hence, even I would not say it is a positive offer. This is another poly.
Revival of house of representative would solve the problem if they unitedly pass the constitutional assembly ellection, and security force control under house of representative by 2/3 majority. I think 1990′s constitution do have right to change anything written in constitution by 2/3 majority of the house of representatives, other than mentioned in the promeble as unchangable (Written as APARIBARTANIYA IN PRASTABANA of 1990′s constitution). Then for the election of constitutional assembly form the all party government including Maoist. This approach would give the permamnent and long lasting outlet to the current political crisis facing Nepal.

no matter what, the king has stepped down a little. the need of the hour is to drive the point home and keep up the pressure on the king. but at the same time, and perhaps more important now, we have to apply pressure on the parties as well. not so much so that the maobaadi come to the forefront – that we must prevent at any cost – but we have to criticize the political parties for their gutless and visionless reaction. the situation now is like don’t know what they want. that will not do. they have to take a stand and let us know that they are there to serve us – and be aware that we are not serving them. once we can do that, then we can take over the state machinery, take control of the army (if not fire the entire top brass – we may need to hold the king hostage to do that) and then immediately announce an election to the constituent assembly within a month. then in three months after elections, we’re elect our government. so the “interim” government has four months to sort things out. that’s it. no more compromise, and no more treachery. seven parties, you serve the people and don’t forget that. king and maobaadi, RESPECT THE PEOPLE.
