के थियो आज घोषणा हुने भनिएको संसद सर्वाधिकारसम्पन्न हुने घोषणापत्रमा ? किन नेताबीच विवाद भयो भन्ने बारेमा तपाईँलाई जान्न मन लागेको छ होला। त्यसैले प्रस्तावित प्रतिनिधि सभाको घोषणा पत्र यहाँ प्रस्तुत गरेको छु।

प्रतिनिधिसभाको घोषणा-पत्र, २०६३
१. व्यवस्थापिकाका सम्बन्धमाः
१.१. नेपालको व्यवस्थापिकाका सम्बन्धी सम्पूर्ण अधिकार प्रतिनिधिसभाद्वारा प्रयोग गरिनेछ । कानुन निर्माण गर्ने प्रक्रिया प्रतिनिधिसभाले निर्धारण गरेबमोजिम हुनेछ ।
१.२. संविधानसभाको मार्गमा अघि बढ्ने प्रक्रिया प्रतिनिधिसभाले आवश्यकताअनुसार निर्धारण गर्नेछ ।
१.३. प्रतिनिधिसभाको अधिवेशनको आहृवान र अन्त्य देहाय बमोजिम हुनेछ ।
-क) प्रधानमन्त्रीबाट अधिवेशनको आहृवान हुनेछ र प्रधानमन्त्रीको सिफारिसमा सभामुखबाट अधिवेशनको समापन गरिनेछ ।
-ख) प्रतिनिधिसभाको अधिवेशन चालु नरहेको वा बैठक स्थगित भएको अवस्थामा अधिवेशन वा बैठक बोलाउन वाञ्छनीय छ भनी प्रतिनिधिसभाको सम्पूर्ण संख्याको एक चौथाई सदस्यहरूले सभामुखसमक्ष समावेदन गरेमा सभामुखले त्यस्तो अधिवेशन वा बैठक पन्ध्र दिनभित्र बस्ने गरी मिति र समय तोक्नुपर्नेछ ।
१.४ नेपाल राज्यको मन्त्रिपरिषद्, प्रशासन, प्रहरीलगायतका सम्पूर्ण कार्यकारी अंगहरू प्रतिनिधिसभाको मातहतमा हुनेछन् ।
१.५. प्रतिनिधिसभाले प्रतिनिधिसभा नियमावली स्वयम् बनाई लागू गर्नेछ ।
२. कार्यकारिणीका सम्बन्धमा
२.१. नेपाल राज्यको सम्पूर्ण कार्यकारिणी अधिकार मन्त्रिपरिषद्मा निहित रहने छ ।
२.२. मन्त्रिपरिषद्ले प्रतिनिधिसभाको विश्वासको मत लिनुपर्नेछ ।
२.३. प्रमको सिफारिसमा प्रतिनिधिसभा सदस्य नरहेको व्यक्ति पनि मन्त्रिपरिषदमा मनोनित हुनसक्नेछन् ।
२.४. मन्त्रिपरिषद् र मन्त्रीहरू सामूहिक रुपमा र आफ्नो मन्त्रालयको कामका लागि व्यक्तिगत रुपमा समेत प्रतिनिधिसभाप्रति उत्तरदायी हुनेछन् ।
२.५. सरकारको कार्यविभाजन र कार्य सम्पादन नियमावली मन्त्रिपरिषद्बाट पारित भई प्रतिनिधिसभामा प्रस्तुत गरिनेछ ।
३. सेनाका सम्बन्धमा
३.१ ‘शाही नेपाली सेना’ को नाम परिवर्तन गरी ‘नेपाली सेना’ गरिनेछ ।
३.२. सेना परिचालनसम्बन्धी सुरक्षा परिषद्को विद्यमान व्यवस्था खारेज गरिएको छ । नेपाली सेनाको गठन नियन्त्रण, प्रयोग र परिचालन मन्त्रिपरिषद्ले गर्नेछ ।
३.३. नेपालीसेनाको प्रधानसेनापतिको नियुक्ति मन्त्रिपरिषद्ले गर्नेछ । सोको अनुमोदन प्रतिनिधिसभाले व्यवस्था गरेबमोजिम हुनेछ ।
३.४. सेनाको परमाधिपतिसम्बन्धी विद्यमान व्यवस्था खारेज गरिएको छ।
३.५. सेना परिचालन सम्बन्धी मन्त्रिपरिषद्को निर्णय ३ दिनभित्र प्रतिनिधिसभाले तोकेको समितिमा प्रस्तुत भई अनुमोदन हुनुपर्नेछ ।
४. राजपरिषद्का सम्बन्धमा
राजपरिषद्को विद्यमान व्यवस्था खारेज गरिएको छ । त्यसले गर्दै आएका आवश्यक काम प्रतिनिधिसभाले व्यवस्था गरेबमोजिम हुनेछ ।
५. राजदरबार सम्बन्धमा
५.१. राजगद्दी उत्तराधिकार सम्बन्धी कानुन बनाउने, संशोधन गर्ने र खारेज गर्ने अधिकार प्रतिनिधिसभामा रहनेछ ।
५.२. श्री ५ को खर्च र सुविधा प्रतिनिधिसभाको निर्णय बमोजिम हुनेछ ।
५.३. श्री ५ को निजी सम्पत्ति र आयमाथि कानुन बमोजिम कर लाग्नेछ ।
५.४. श्री ५ बाट संविधान र कानुन विपरित गरे भएका कामहरूका बारेमा प्रतिनिधिसभा र अदालतमा प्रश्न उठाउन सकिनेछ ।
५.५ ‘श्री ५ को सरकार’लाई अब उप्रान्त ‘नेपाल सरकार’ भनिनेछ ।
५.६. विद्यमान राजप्रसाद सेवाको व्यवस्था खारेज गरी राजदरबारमा निजामति सेवाबाट आवश्यक कर्मचारीहरू खटाइनेछ ।
५.७. राजदरबारको सुरक्षा प्रबन्ध मन्त्रिपरिषद्ले व्यवस्था गरेबमोजिम हुनेछ ।
६. विविध-
क) प्रतिनिधिसभाको नियमावलीमा तोकिएका र्सार्वजनिक पदधारण गर्ने पदाधिकारीहरूले यो घोषणापत्रप्रति आस्था प्रकट गरी प्रतिनिधिसभाबाट तोकिएको समय र ढाँचामा शपथ लिनेछन् । शपथ लिन इन्कार गर्ने पदाधिकारी पदमुक्त हुनेछन् ।
-ख) यस घोषणासँग बाझिएका नेपाल अधिराज्यको संविधान २०४७ र अन्य कानूनका व्यवस्थाहरू बाझिएको हदसम्म अमान्य हुनेछन् ।
-ग) यो घोषणाको कार्यान्वयनमा आइपर्ने कुनै पनि बाधा व्यवधान प्रतिनिधिसभा स्वयम्ले निर्णय गरी अनुकूल गर्न सक्ने छ ।

I agree that KING should come to under the constitution and his income must be tested. However, now main focus is being diverted to the KING.Until Gyanedra become a King main issue was Maoist and Maoist are still committing attricities. King killed 13-14 people . Maoist killed 13-14,000. Now it looks all political leaders turn to the KING to get the power. Why so called leaders did not do any thing during 12 years and Maoist were reached in their peak during Girija and Deuba’s Primership. I would thank them if they would change their charactor and solved Maoist issue.

I respect all of your views as a true democrat. The first comment written in Nepali is mine and I beg your permission to clarify something.
1. I never disagree with many of your views that the nation belongs to people and it is theirs to make decision who will rule and what state polity is to be set. In this 21st century ,there can not be a specially priviliged person or family who will assume a demi god status and ordain his subjects as he wishes.
2. But the crux of Nepali potics lies in the so called Royal Nepalese Army ( known till now ). If they decide to change according to the wishes of the people and commit themselves to work for the nation and its rightful owner,the people, things will change for the good and most of the autocratic fears at the behest of the king and the the king bouncing back with vengeance will remain there no more. Otherwise, this manifesto will bring the two powers at loggerhead. Despite this,I believe the parliamentarians have taken up a bold move to substantiate people’s agenda . However, it remains to be seen how its repercussions will unfold in the coming days.
3. Yes , I know in most of the countries and even in republic states ,the state head has the ceremonial privileges of the sorts I have stated above. However, in many of these nations the state head does not appear in the military uniform .Take example , of Spain, Thailand ,The UK and Japan. But Nepal can decide to do away with these privileges if this is the wish of the nation.
4.In case of all these changes pass through a peaceful transition ,it is good for the conflict ravaged nation .But if another military militia comes to fill up this vaccuum ,it will be another disaster for the nation.
Believe ,I am a democrat but I have apprehensions in other political forces remaining committed to democracy in practice as has been shown by the SPA alliance.

Dear All:
Please exposed all the people who go aganist the recently proposed changes to be endorssed in the house. The proposal are really marvalous/great. This helps to elimnate 90% of the problem generated in the past due to the existance of the mighty kingship. This ammendment definately has taken out all DARA (teeth) and Nagra of king, he can do anything any more against the interest of the Nepali people. This in deed should be the maximum facility to be given even after the new constitutional assembly proposal. If possible, the door should be open to all to be the presendent of the country not just by birth only.
Till the dates, the progressed are on the right track. Congratulation, and keep it up. Thanks to all Nepali involved in creating a NEW Nepal.

We will not accept and even tolerate any form of royalist either that is Deuba or Kamal Thapa. Let’s not digress at small and pity points. We need not talk about Paramsenadhipati……..or whatever……..
Our fight is for republican. We will not accept less than that. We just want to see the so called king to be prosecuted in our court. Leaders could play dirty tricks to digress our concentration from republicanism, but lets not loose our focus. Deuba is nothing, we should prevail many Deubas to reach our goal. This looks nice but as suggested by Krishna Paudel ji, the parliament and our representatives should be accountable and answerable to the public. There should be some clause so that the representatives will never try misuse the authority we have given to them (they have done earlier). Rest is fine, let’s hope it will pass from the parliament soon.

We must learn from the outside world at least at this stage before the new constitution.
1-Queen of the UK pays the property tax to the nation.
2-She takes no salary and no any renumeration of the position as a queen of the kingdom.
3-Every body knows that she makes no mistakes as she is ceremonial queen.
why not in Nepal? Public position is not for making money, where majority people are suffering from extreme poverty. This principle would be applicable not only to royal family but also to all public position holders. it will be a crime to let the rich people/king/political leaders/high level beaurocarates become richer, where majority rural people are struggling with foods scarcity,since they have no income generating jobs, have no access to national/international resources, they have no sufficient health and social support from the public sector. Every body needs to be very serious at this moment before it becomes too late.

It is a good sign that the SPA leaders are agreeing to make a massive changes to the existing constitution. I am wondering what stopped them to do it like this in the past as they were all in the parliament earlier also. It indicates that they were all occupied by their vested interests in the past to act for the country. They were all busy in negotiating for their stakes in the name of democracy rather than uniting together for the prosperity of the nation. Shame on these SPA leaders for their past misdeeds and the country where it is now is due to their short sightedness and vested party interests. Is it not the time for the SPA leaders to take the responsibility for what they did in the past in a responsible manner rather than “saying” by words only. Why do they still have Govinda Raj Joshi, Chiranjibi Wagle, Khum Bahadur Khadka, Bijay Gachchhedar, and many more within their party portfolios? It is very difficult for the people of Nepal to digest this reality. So, it is very very important that they first “purify” themselves from all such sins and come up with the proposed modifications. Otherwise, these SPA leaders will try to misuse the power and authority they will get from this modifications and there will be no authority to control them. It may create a situation of anarchy in the future. Let us all be cautious at this critical juncture.

I strongly support the above statements ans wish all those statements turns into actions, which may lead the country into peace and development.
We all imagine about new Nepal, but in my view, it is impossible to bring any kind of dastric development in the country, unless and until there is a proper monitoring of the government staffs. In general, the mentality of government staff is ,” Sarkari Kaam Kahila jala Gham”. This sort of mentality is even more worsened by the corrupted mentality. Not to blame just the government staff, even we general people , have the mentality to bribe them and do our work without any hassels.
Why and where does this hassels come from, when there is any work related with goverment offices and its staff.fog eg, The hassels is such that, even if u have all the documents ready,you cannot forward your documents with the systematic procedure , unless you have some friends in that office or some moeny in your pocket. Just to take a note, a person might have to wait for weeks, when they have to make their license, citizenship or any other work.
Accoring to my view, these sort of hassles are the loop hole creatd by the government system. Why not the present Government also look into this matter.
To solve this sort of problems, the government staffs should complete their job,within the specified time, after the file (TIPPANI) has been registerd once. If the staff is not able to complete his work within that specified time, the staff should be able to give the reason or else he should be punished for it. If this sort of lae are practised in the country, surely the corruption at the lower level will be minimised, and leads toward the smooth operation of daily activities at the government offices.
Hope government offices finally turns into Nepal office.

It would be the strong decision over the king since they come upon in the nation after hundereds of year king ruled.
It could be surprised for the king but you have to had complied the law maker by the House of Representatives what ever they made it.
You have a fortune even you did not have got a power, eventually at least you became a king instead of King Birendra family.
In my point of view I would like to suggest every body to bring the king in our Nation from the family of late shruti daughter (Grand daughter of Late King Birendra)
Deba always favour to Royal Palace not to civil society. Do you know the past parliamentry of Deba terms, all kinds of bad environment and dirty games were played or imported on his priminister term. He send many MPs to Bangkok, Pajero kanda and MP’s Pension scheme etc were according to present King Gyanendra interest that had been done.
Must carefull from Beba, Krishna P Bhattarai, Chiranjebi Wagle, Bijaya K Gachedar ( NC-Democratic)
Similarly be scared from Madav K Nepal and Sahana Pradhan from UML.
We can notice that those above people are very closed to royal.

नेपाली राजनीतिमा आफूलाई दरवारपरस्त बनाउन कोहीभन्दा कोही कम छैनन् भन्ने कुरा दलका कुनै न कुनै गतिविधि र कि्रयाकलापले देखिइसकेका छन् । अहिलेको नेपालको नं। १ कम्युनिष्ट पार्टीको रुपमा आफूलाई उभ्याएको एमालेले अमेरिकी राजदूत हो वा कुन प्रतिनिधि आउँदा हो आफ्नो पार्टी कार्यालयमा झुण्ड्याएको माक्स्रको फोटो फालेकै हो । रमेशनाथ पाण्डे पशुपति समशेर सूर्यबहादर थापा लोकेन्द्रबहादुर चन्दहरुलाई त राजावादीको रुपमा सबैले चिन्छन् । तर नचिनिने देउवाले आज आफ्नो सक्कली अनुहार देखाएकै हुन् ।
जनआन्दोलनमा आँधीबेहरी ल्याउने कुनै पनि योद्धाले राजा राख्नुपर्छ भनेर लडेका होइनन् । आन्दोलनमा खाएको टियर ग्याँसले फोक्सोमा पारेको असर अझै पनि निको भएको छैन हरेक पल ख्वाङ ख्वाङ खोक्दै अफिस आउनुपरेको छ । आन्दोलनका घाइतेलाई सोध्नुहोस् ः राजा राख्नुपर्छ कि पर्दैन । सडकमा राजाको विपक्षमा नारा घन्कियो त्यसैको बलले ज्ञानेन्द्र एक कदम पछाडि हटेका हुन् ।
देउवाले आज भिलेन खेलेकै हुन् । उनी एक नम्बर दरबारिया हुन् भन्ने कुरा सबैलाई थाहा छ । आफैलाई असक्षम भनी हुर् याएको राजाले प्रधानमन्त्री बनाए भन्दैमा मख्ख परेर प्रधानमन्त्री बने । शाही आयोगले देउवालाई पकि्रनु र आयोग नै खारेज हुनु पनि राजनीतिक रुपमा आफैमा रहस्यको विषय बनेको छ । यसअघि पनि राजालाई बलियो बनाउन उनी पटक पटक लागेकै हुन् । पहिलो कुरा त उनी राजाकै नातेदार हुन् त्यसमाथि पनि उनको सोचाइ चिन्तन वर्गीय र वैचारिक धरातल नै निरंकुशता र एकतन्त्रीय रेखाबाट माथि उठेको छैन ।
आज पारित हुने भनेको संसदको घोषणापत्र पारित भएको भए दरबारको अस्तित्व समाप्त हुन्थ्यो । जहिलेसम्म राजा सेनाको परमाधिपति हुने व्यवस्था हुन्छ त्यस बेलासम्म नेपाली जनताको अधिकार खोसिइरहन्छ । अन्य देशमा के भयो वा के भइरहेको छ भन्ने कुरा हेर्नुभन्दा पनि हाम्रो आवश्यकता के हो भन्ने कुरा हेर्नुपर्छ । हाम्रो देशमा यो जनअधिकारलाई बलात्कार गर्ने राजतन्त्र चाहिएकै छैन । देउवालाई त आज सम्पूर्ण नेपालीले मूर्दावाद भन्नुपर्छ । भोलि अरु कसैले राजालाई बलियो बनाउन खोज्छ भने त्यसविरुद्ध बन्दुक उठाउन सम्पूर्ण नेपाली जनता तयार छन् । अहिले बन्दुक माओवादीसँगमात्र छैन सम्पूर्ण नेपाली जनताले त्यसलाई आफ्नो बन्दुक ठानिरहेका छन् ।
देउवा आज त जे गल्ती भयो भयो भोलिदेखि यो गल्ती नगर्नु । अन्यथा देउवाको राजनीतिलाई खरानी पार्न नेपाली जनता तयार छन् ।

Be aware of ‘desive’ agent of king, ‘mr. Deuba’. I think ‘Deuba’ is always against Nepalese people, peoples democracy and Nepal nation. He is blind supporter of ‘King’ ‘autocrat’ in desive form. Following point elaborate more about it.
1. Who dissolve the parliament? Who helped Gyane to take action of Ashoj 18 by dissolving parliament?
2. Who split Nepali congress? For what purpose the Nepali Congress was splitted?
3. Who bring weapons in country? Who is playing as the agent of USA?
4. Who was against seven party alliance, when the alliance was initiating to huge agiation? Who show disagreement to 12 point agreement between Maoist and SPA despite his own party was agreed and he himself was agreed when he was in Jail?
5. Who was priminister before Magh 19? Who provide the circumstances to royal take over?

Dear caders of Nepali congress Democratic, please recognize this ‘desive agen’ of palace and sack him from the party. If you still keep him with your party, the day is not so far that your party will have the days like RPP (kamal thapa). Would you like this? What is the mandate of your general convention? Is it to make ‘king’ as the supreme commander in chief of Army?
Dear leaders of SPA alliances, give warning to DEUBA to correct his purposal with in 12 hours. If he does not do so, then send letter to NC Democratic for it, if not then sack this party from your alliance. It does not need to take such ‘decisive agent of king’, which is most dangerous than ‘peter giri and Kamale Thapa’ since they show their real face. But Deuba is not showing the real face.

If party leadership is really committed for the betterment of the NATION, than the drafted proclamation is really good. Since it is a big change and sensitive issue, should be carefull to take support from all sides including Security Forces. Situation should be in control of the Government. Yes it is true that People are in support of the proposed proclamation, which is a very big strength.

If Deupa has sidelined with King and done stupid thing as mentioned in your blog, then I guess Deupa should be punished. The remaining SPA leaders should also make public the meeting outcomes and what were reservation of Deupa in this respect. Actually, Deupa needs to explain to Nepali people why he dissolved parliament 3 years ago, and what was the consperecy behind that (What was his talk with King in the night of 18th of Ashoj 2058). No body has yet said any thing on Deupas’ role in dissolvement of Parliament in the past, which was the reason for king’s involvement in the politics to this level. Deupa’s role and his action need to be cheked by other parties and also by civil societies. His character and political stands seem to be dubious, and the SPA teams needs to be cautious beforehand, before he does a large extent of damage to the Jan Andolan acheivements again, as he did in the past.

Regarding comments by Krishna Paudel, it is ok to follow international ‘parampara’ by making king supreme commander but the king also has to follow the right ‘parampara’, and we all have seen what he had done in the past and what he is capable to do; so we need a unique law (our country being unique with unique king), so let’s not give him any military power/title however ceremonial that be. Lets’s remember old Nepalese words of wisdom “Sarpa lai dud khuwayo bhane …” we all know what happens.

I do not think parties will be still parties after few more weeks when people feel to sweep them out from political platform including royal dynasty in PART-3_JANAANDOLON.
It worths remembering that people gave 3 yrs less for royal dynasty and now at the end of dismiss.
In case of paries, people not gonna wait more than even 3 weeks to get rid of them.
