नेपाली काँग्रेसका सांसद शिवप्रसाद हुमागाईँ संसदबाट साँझ घरफर्कने क्रममा कोटेश्वरको जडिबुटीमा ट्याक्सी चढ्न लाग्दा एक युवकले पेस्तोल तेर्स्याएछन्। सांसद हुमागाईँले हिजो संसदमा समय माग्दै आफूले भोगेको कुरा बताएका हुन्। मैले तुरुन्तै नजिकैको प्रहरी चौकीमा गई गृहसचिवलाई फोन सम्पर्क गरी जानकारी गराएँ, उहाँले लोकतन्त्रलाई असफल गर्न जस्केलाबाट षड्यन्त्र हुन लागेकोले देशको शान्ति सुरक्षाको अवस्थाबारेमा गृहमन्त्रीले जवाफ दिनुपर्छ भन्नुभयो। बिचरा गृहमन्त्रीलाई किन र्याखर्याख्ति पारेका होलान् कुन्नि ! उहाँलाई त सेना परिचालन पनि कसले गर्यो थाहा छैन, प्रहरीले पनि सहयोग गरेन भनेर पूर्वप्रहरीको कार्यक्रममा गएर गुनासो गर्नुहुन्छ।
काठमाडौंमा अपराध सुरक्षाकर्मीको संरक्षणमा हुने गरेको उहाँलाई थाहा छ, तर कारबाही गर्न सक्नुहुन्न…! पूर्व प्रहरीहरुको कार्यक्रममा उहाँले सुरक्षाकर्मीको संरक्षणमा अपराध हुने गरेको बताउनुभएको हो। यस्तो कुरा थाहा भएर पनि उहाँले कारबाही भने गर्न सक्नुभएको रहेनछ।
बरु गृह मन्त्रालयले आज एउटा सार्वजनिक सूचना जारी गरेको रहेछ। सरकारी समाचार एजेन्सी राससले त्यो सूचनाको बारेमा समाचार यसरी दिएको छ-
नेपाल सरकारले मुलुकमा अशान्ति फैलाउने विविध क्रियाकलापमा संलग्न हुनेहरूलाई कडाइका साथ नियन्त्रण र कारबाही गर्न स्थानीय प्रशासनलाई निर्देशन दिइसकिएकाले शान्ति व्यवस्था कायम गर्ने कार्यमा आ-आफ्नो क्षेत्रबाट सहयोग गर्न, गराउन जिम्मेबार सङ्घसंस्था तथा जनसमुदायसमेतलाई हार्दिक अनुरोध गरेको छ ।
अशान्ति फैलाउने कार्यमा संलग्न व्यक्ति वा समूहबारे गृह मन्त्रालय कन्ट्रोल रुमको टेलिफोन नम्बर ४-२११२१४ वा ४-२११२०८ वा सम्बन्धित जिल्ला प्रशासन कार्यालयलाई सूचित गरी सहयोग गर्न सम्पूर्ण नागरिकसँग आग्रह गरिएको छ ।
विगत केही दिनदेखि संयुक्त जनआन्दोलनले आफूलाई पराजित गरेको सम्झने, सङ्क्रमणकालको फाइदा उठाउन खोज्ने र केवल लुटपाट, गुण्डागर्दी, तोडफोड, आगजनी गर्ने, धार्मिक सहिष्णुता खलबल्याउनेजस्ता कामबाट अराजकता फैलाएर जनसमुदायलाई आतङ्कित बनाइराख्न खोज्ने तत्वले सामान्य घटनालाई आधार बनाई अशान्ति मच्चाउने दुश्प्रयास गर्ने गरेको गृह मन्त्रालयले जनाएको छ ।
देशमा भरखरै सफलतापूर्वक सम्पन्न संयुक्त जनआन्दोलनको परिणामस्वरूप प्रतिनिधिसभा पुनःस्थापना, सरकार गठन र प्रतिनिधिसभाको घोषणा-२०६३ जस्ता कार्यहरू सम्पन्न भई ऐतिहासिक जनआन्दोलनमा अभिव्यक्त जनभावनालाई संस्थागत गर्दै जाने कार्य सुरु भइसकेको मन्त्रालयले स्पष्ट गरेको छ।
मन्त्रालयका अनुसार आम नेपाली जनता र लोकतन्त्रप्रति प्रतिबद्ध सम्पूर्ण राजनीतिक शक्ति जनआन्दोलनको भावनालाई मूर्तरूप दिन क्रियाशील रहेका र मूल उद्देश्यका रूपमा रहेको संविधानसभाको निर्वाचनलाई शान्त वातावरणमा सम्पन्न गर्न र देशभित्र दिगो शान्ति कायम गर्न सरकार र नेकपा (माओवादी) बीच शान्तिवार्तासमेत आरम्भ भइसकेको छ।

This is transitional period for the country and in this period some try to take benefit. Also people who want this governement to fail will try to invoke such situations. Just blaming on home minister is not right. All the police force must help this government right now. All the police personnel who don’t help the government or don’t obey the orders of the government should be punished.

This is not the time to critisize our people’s government. Several times I have mentioned in other issues that it’s a transitional period in Nepal. Don’t blame Maoists behind the recent crimes. Two culprits who are arrested are not the representatives of Naoists and armed police. Please don’t comment so lightly on the serious matters of the country which is in the transitional phase. BE POSITIVE and CONSTRUCTIVE. If you can’t analyse the situation critically keep quite / don’t open your mouth which can be dangerous for our beloved country.

Home minister alone cannot do revolutionary efforts .Of course he is responsible for home administration.And this is really tansitional period in nepal,Crime happens every where,But question is maintain Law and order,implementation of governmental policies.And how much he commited to empliment that?How much his attecment and honestness toward that policies.No daubt Home minister and the whole Ministry council should have the Hot sentiment of JANAAANDOLAN-2,But the perception of security personal is still history of last several decades.During the historical peoples revolution 2 majority security personals were support the `JUNGALI RAAJ`.dafinately let those security personals,perticularly siniors, most change your mind towards peoples soverienty ,Peoples are MASTER now not yours Siniors at all.And the Home minister most have to punish to those who dis-obey the policies,

What ever the problems goes on regarding the security reason, the government will be fully responsible. Instead of westing time blaming others why don’t he think and try to solve the problem. These crooks are busy just making plan to make more money and stay in power for long. They don’t care about the people and the country after all they all are same old dirty crooks. Now all people have to come to street demanding their regignation. If they don’t have capacity to control, they don’t have right to stay in power.

The Looting spree in Kathmandu can spril out of proportion in a way one seen in Iraq aftermath of the end of Saddam’s regime. It is obvious that the crime is being perpertrated by the armed gangs having well connection with security or rebel sources. Reading your yesterday’s post I was skepticle about the Nepal Army. Contarary to the wider speculations, so far there is not hard evidence to support this; at least the two nabbed today were not military men. However, the hands of those wanting to create anarchy and make the government meet failure and peace process derailed are behind these acts.
At least this time, the Nepal police deserves special thanks for foiling the today’s looting attempts. We must praise their bravery and condon the act of looting by whoever and from wherever have they been operated. It is sad that the Bank Guard could not be saved. Tributes to him.

Every lawyer cant be a perfect administrator, that is going to be proved on the case of Mr. Sitaula. What is transperent here that home minister is not capable with foresightness for future. He is not able to control the security part of country. We can assume that here in side the kathmandu its out of control then if it will be started out of valley then what will be the situation?
Better to stop to blaim others. The batter way to escape from any problem is that to solve it. Otherwise nobody has right to occupy the chair.
How long we can console to us with blaiming others? this same like the story of zindia and Pakistan( anything happened in India and authority will say there is hand of ISI and if any thing will happen in Pakistan they will say that this is the act of RAW)
Better to work to improve situation, otherwise its so far better to admit that Mr. sitaula that You are not capable to sit on this chair.

राजा ज्ञानेन्द्रको निरंक’स सासनको पर्’ण्ा अन्त्य भई नसकेको बेला तथा लोकतन्त्रको पर्’ण्ा स्थापना भै नसकेको बेला देसका बिभिन्न स्थानमा ह’लदंगा फैलाउन खोजिरहेको अवस्था छ । कहिले धर्म निरपेक्षताको घोषणाको बिरोधको नाममा होस त कहिले स’क’म्बासीहरुलाई अनावस्यक रुपमा भड्काएर होस कृ’नैन क’नै तरिकाले बातावरण धमिल्याएर माछामार्ने दिवा स्वप्ना देख्ने मन्डलेहरु सकृय ह’न चाहेका छन् । उनिहरु सोझा जनतामा आक्रोस ल्याउन बिभिन्न तानाबाना ब’न्न थालेका छन् । मन्डलेहरु सकृय ह’न’ भनेको मन्डलेहरुको नायक राजा जानेन्द्र सकृय ह’न’ हो ।
इटहरीमा दिनह’ँ जस्तो मन्डलेहरुको ग’न्डा गर्दि ह’न थालेका छ । केही दिन अगाडी स’क’म्बासीका नाममा मन्डलेहरुले अर्काको नाममा रहेको जग्गामा घर टहरा ठड्याउन उक्साइ वातावरण धमिल्याउन असफल भए पछि उनिहरुले सैनिकमा भर्ति ह’न नपाएका य’वाहरुको प्रयोग गरेर अर्को आतंक फैलाएका छन् । आज मन्डलेहरुले नेतृत्व गरेको साठि सत्तरी जनाको ह’द्दाले सडकको किनारमा पसल गर्ने फ’टपाते ब्यापारीहरुको सामन ल’ट्ने, फलफ’ल ल’छेर खाने र फ्याक्ने, ढ′ङ्गा प्रहार गरी घाइते बनाउने बस, माइक्रो ताडफोड गर्ने आदि क’कृत्य आधा घन्टासम्म मच्चाए पछि स्थनिय ब्यापारी, र जनताको घ′लाई खाएका छन् । ति मध्ये २० भन्दा बढिलाई य’वा बिद्यार्थी र सम’दायको पहलमा इलाका प्रहरी कार्यलयमा ब’झाइएको छ । घटना बिहान करिव साढे आठमा स’रु भएको थियो । उनिहरु लोकतन्त्र मर्’दाबाद, राजा आउ देस बचाउ भने जस्ता आतंकपर्’ण्ा नारा लगाउदै ल’ट मच्चाएक थिए भने पब्लिकले उनिहरुलाई समाइ सकेको पछि मात्र प्रहरी प्रसासन घटनास्थलमा प’गेको थियो । पक्राउ पर्ने मध्येका एकजना भागेको भनिए पनि य’वा बिद्यार्थीहरुको दावि भने भगाईएको भन्ने रहेको छ ।
कति क्षति भयो भन्ने तथ्य आई सकेको छैन तर क्षति ग्रस्त साधनहरु भने प्रहरी कार्यलय अगाडी राखिएको छ । घटना लगतै सात राजनैतिक पार्टि, नागरीक समाज, पत्रकार, र माओबादीका कार्यकताहरु प्रहरी कार्यलय प’गेका थिए भने घटना घटाउनेहरुमा सेनाको भित्री तलव खानेहरु, लोकतान्त्रिक आन्दोलनका भिजिलान्तेहरु र छन भन्ने भनाइहरु आएका छन् । तर बाहिरबाट आएको निर्दोस य’वाहरु पनि उनिहरुको भड्काउमा लागेको आसंका गरिको छ । यसै बिच ख’क’री लगायतका हतियार पनि आतंक मच्चाउने गिरोहसंग फेला परेको थियो । ब्याग भित्र सेनाको प्रमाण पत्र समेत रहेको र केही सेनका पदस्त ब्यक्तिहरु सिविल ड्रेसमा प्रहरी कार्यलयमा प्रवेस गरी अपराधीलाई जोगाउने कसरत गरेको आरोपमा जनताले कठालो समातेर गेटबाहिर प’र्याएका थिए । उनिहरु जनताले पक्रिएर पहरीलाई ब’झाएकाहरुको स’चना लिँदैथिए जव कि पत्रकारहरुलाई भने फोटो खिच्न समेत दिईएको थिएन ।
सात राजनैतिक पार्टिका कार्यकर्ताका सामान्य प्रतिकृया र आसंका राजालाई प’न सकृय बनाउने तत्वको परिचालन हो भन्ने आएको छ । स’रुमा प्रहरीले घटनामा संलग्न गिरोहको फोटो खिच्न, प्रमाण पत्र तथा ब्याग हर्ेन दिएको थिएन तर सेनाको भिजिलन्तेको हातबाट पक्राउ पर्नेको नामबली खोस्दै प्रहरी कार्यलयको गेटबाट बाहिर निकाली सकेपछि सबैलाई बाहिर ल्याएर लाइनमा राखी फोटो खिचिएको थियो । पक्राउ परेको गिरोहका सबै जसो पब्लिकको क’र्टाईबाट घाइते भएका देसखिन्थे । उपस्थित जनताले र्सार्वजानीक रुपमा बयानको क’रा उठाइरहेका छन् । इटहरी घटनाको संकेत राजाबादीको सकृयता ह’नसक्ने देखिन्छ । यस्ता आतंक फैलाएर फाइदा उठाउन खोज्नेहरु जहाँकाँही पनि ह’न सक्छन् । त्यसैले इटहरी का जनताले देखाएको सकृयतालाई आत्मसात गदै लोकतन्त्रको रक्षार्थ सिपाही ह’न’ हाम्रो दायित्व हो ।

It looks that home minister is not capable to provide people basic security.Actually, this ministry should be handovered to Baburam Bhattarai.I think only Maoist can change the most corrupted security system of Nepal, the whole machanism is corrupted, there should should be a revolution to change this.I am sure no parties have agenda for this except Maoist.
I think in such situation, Maoists are capable to do this,seven parties is good for opposition.
