प्रतिनिधिसभा नभएको अवस्थामा स्वास्थ्य उपचारका नाममा सरकारले लाखौं रुपैयाँ वितरण गरेको रहस्य खुलेको छ।
स्वास्थ्य तथा जनसंख्या मन्त्रालयले २०५९ साउन २८ देखि ०६३ बैशाख ५ गतेसम्म यसरी रकम लिनेहरुको नामावली तयार पारेको थाहा भएको छ । तत्कालीन प्रधानमन्त्री शेरबहादुर देउवाले २०५९ जेठ ८ गते प्रतिनिधिसभा विघटन गरेपछि स्वास्थ्य उपचारका नाममा अनियमित ढंगले रकम वितरण गरिएको थियो। हामीलाई प्राप्त जानकारीअनुसार पूर्व प्रधानमन्त्री एवं नेपाली कांग्रेसका संस्थापक नेता कृष्णप्रसाद भट्टर्राईदेखि लिएर हाल जनआन्दोलन दमन छानबिन आयोगका सदस्य पत्रकार हरिहर विरहीसम्मले लाखौं रुपैयाँ स्वास्थ्य उपचारका नाममा लिएका छन्।
पर्ूव प्रधानमन्त्री भट्टर्राईले पटकपटक गरी ५ लाख ६७ हजारभन्दा बढी, राप्रपाका नेता पद्मसुन्दर लावतीले ५ लाख, अर्थ मन्त्रालयका सहसचिव नारायणप्रसाद शर्माले ७ लाख ५० हजार रुपैयाँभन्दा बढी रकम लिएका छन् ।
आर्थिक वर्ष०५९/०६० मा स्वास्थ्य उपचारका नाममा रकम लिनेहरुमा राष्ट्रियसभाका पर्ूव अध्यक्ष वेनीबहादुर कार्की -१ लाख), उपाध्यक्ष चिरञ्जीवीप्रसाद रिजाल -२ लाख), राष्ट्रिय जनशक्ति पार्टी बुद्धिमान तामाङ -१ लाख ५० हजार) रहेका छन् ।
त्यसैगरी आ.व. ०६०/०६१ मा रकम लिनेहरुमा पर्ूव सांसद विष्णु मादेन -१ लाख), पर्ूवमन्त्री धर्मबहादुर गुरुङ -५० हजार), नेकपा एमालेका नेता मोहनचन्द्र अधिकारी -१ लाख), एमालेका पर्ूव सांसद नरबहादुर हमाल -६० हजार), कांग्रेसका पर्ूव सांसद शिलुप्यारी कर्माचार्य -५० हजार), जनमोर्चाका नेता गोविन्दसिंह थापा -४० हजार), राष्ट्रिय जनशक्ति पार्टर्ीी हरिबहादुर थापा -५० हजार), विघटित राजपरिषद् स्थायी समितिका सभापति परशुनारायण चौधरी -५० हजार), पत्रकार पवन थापा कुन्तल -५० हजार), धावक वैकुण्ठ मानन्धर -२ लाख), पूर्व मन्त्री धर्मराज थापा -४० हजार), एमालेका पर्ूव सांसद विनोदकुमार शाह -४ लाख ५० हजार), कांग्रेसकी पर्ूव सांसद अम्बिका पन्त चापागाइँ -१ लाख) र नेपाल सद्भावना पार्टी सांसद यज्ञजीत शाह -१ लाख) रहेका छन् ।
आ.व. ०६१/०६२ मा एमाले मोरङका नेता लव प्रधान -१ लाख), प्रजातान्त्रिक कांग्रेसका अमरराज कैनी -३ लाख ७५ हजार), पर्ूव राज्यमन्त्री महेश चौधरी -३० हजार), एमालेका पर्ूव सांसद नरबहादुर हमाल -५० हजार), झापाका कांग्रेस नेता -२५ हजार), पत्रकार मुरारीप्रसाद गौतम -५० हजार), पर्ूव अर्थमन्त्री मधुकर शमशेर जबरा -५० हजार) र पत्रकार हरिहर विरही -१ लाख) ले स्वास्थ्य उपचारका नाममा रकम लिएका छन् ।
यसैगरी आ.व. ०६२/०६३ मा लोकसेवा आयोगका अध्यक्ष तर्ीथमान शाक्यले २ लाख, काठमाडौंका प्रमुख जिल्ला अधिकारी थानेश्वर देवकोटाले १ लाख र राष्ट्रियसभाका पर्ूव उपाध्यक्ष चिरञ्जीवीप्रसाद रिजालले १ लाख रुपैयाँ लिएका छन् ।
स्वास्थ्य मन्त्रालयले उपलब्ध गराएको प्रतिवेदनअनुसार आ.ब. ०५९/०६० मा औषधि उपचार आर्थिक सहायता वापत २६ लाख ६५ हजार, आ.ब. ०६०/०६१ मा ७५ लाख ४९ हजार, आ.ब. ०६१/०६२ मा ७५ लाख ३५ हजार ५ सय ९१ र आ.ब. ०६२/०६३ मा ९ लाख ५५ हजार रुपैयाँ प्रदान गरिएको उल्लेख छ ।
स्वास्थय उपचारका नाममा आर्थिक वर्ष०५९/०६० मा २५, ०६०/०६१ मा २ सय ३२, ०६१/०६२ मा १ सय ५० र ०६२/०६३ मा ४९ जनाले रकम लिएको प्रतिवेदनमा जनाइएको छ । पर्ूव प्रधानमन्त्री भट्टर्राई, अर्थ मन्त्रालयका सहसचिव नारायणप्रसाद भट्टर्राईलगायत केही पर्ूव सांसदहरुले २ पटकभन्दा बढी फरक-फरक मितिमा रकम लिएका छन् । -स्वससे

Do you know the reality of that so called Dr. ( Gopal Poudyal),even you can say him a fake degree holder who nither can write one full sentence in correct English nor in nepali. Another bitter fact, he was a obedient deciple of Dharma Thapa (Nepali Natwar Lal) who turned himself into a royalist after the february 1st takeover.Later on Mr.Thapa became the advisior of notorious royal regime.
After first expulsion of Sher Bahadur Deuba When king imposed a royal cabinet headed by Lokendra Bahadur Chand this bogus Dr. Gopal came forward to support that royal step and he used to say that he had a offer from Puppet PM for ministerial post. But the reality was not so.Because, when king himself was gambling for his own thron how could he offer the key role for those who nither have political background nor intellectual professionalism. of course king was seeking support from every one then.But he was intended to give that job to able person who can tackle the mainstream political parties and revolutionary Maoist as well. But Poor (Dr.) Gopal does not have that sort of ability.
Now I am wondering he still have that ambition.And do you know why he is writing in this blog with his real name added by Dr. before his name.Because, he want to show others that he is a Ph.D degree holder.I also know that YATI (A monarchist organisation active in England from the very begining and to whom he was affiliated with) had pass a strong objection proposal on using Dr. before his name.
Still you guys follow him and any expectation form him I can’t give my shoulder to you rather than say bye bye because you people are falling down the hillstep.

I’d rather be interested if the money spent was justifiable. A country has to run whether there is a government or not, and as long as it’s spending within legal and justifiable framework there’s nothing wrong with it. Just because money was spent during absence of a government doesn’t mean the country was being robbed. But having said that, I’m quite sure a huge part of the total amount was indeed misused. Lets wait for a more clear and descriptive report.
Suman (from हाँगच्रौ/Hangzhou who can’t even spell it correctly and writes हान्चो!) should look at how much money’s being corrupted by his beloved mao-comerades in China before he comments on anything close to corruption by others.

Did not some great Nepali poet said, ‘Mother and Motherland are greater then heaven.’ If this statement is true then how come we tolerate our motherland being mass raped? We tend to go after the small fish but what about the big bloody sharks? Is there any body who can take a banner protesting this rapture caused by these raptors? Let’s do something about it brothers. I don’t think it is major issue until it has used for the same purpose. Bakuntha Manandar and probably others may also deserve such help from government. We should think how all citizen can achieve good and cheap health facilites within the country rather than making wasting our time and energy on non issuies.We should be broaded minded and should not immediately jumped in to negative thinking.

It is true that general people are ignorant in many details of functional boundries of Executive, Legislative and Judiciary. So, it is the role of Journalists and other to makes these things clear.
But, why the journalists dont understand that before this new change in Nepal. There was separation of power and those 3 organs were equally powerful. The situation of check and balance, but within that also there are many areas provisioned by laws that one organ of the state could not question the functioning of other.
It is different matter than the MPs have forcefully made the parliament supreme now, but the case was different previously. That distribution of fund for medical treatment is not a big thing, that is just the distribution of money through Home Ministry for ‘arrangement of security and gathering of information’. Those Ministries are authorised by the parliament itself through ‘finance appropriate bill’ every year. So, it is a normal practice of a branch of Executive and it has been practiced ever since the establishment of state-sysmetm in Nepal. It can be an issue of internal investigation, if those money were distributed with necessary paperwork or not. Otherwise, it is not possible to make a system that every rupee spent should be executed by Parliament, If they argue that then there is no need of Executive in Nepal. House of speaker can carry out the dutites of Prime-minister and other all the MPs assigned to different ministries.

The newly formed Civil Society leaders should also include the demand of making each aspect of the government expenditure transparent on yearly basis.

I appreciate the present government for making this obscene expenditure ( except Baikuntha Manandhar – I think he was eligible ) public. Dr Devendra Raj and others at the helm of civil society make note of this to put it in their itineary.

anyway, in the past these news wouldnt be out. at least we knew that these things were happening in top level. now we need to be awared. at least these people who took money in the name of different topics we found information about them, we need to punish them by bycotting them in social work in the future eventhough government cant punish them. we civil society need to punish them in our own way. information wot is given is better symtoms.

i am agreed with Dr.Paudyal.we should act now to be unite every NRN and make one educated community.all the think tank like dr.paudyal are living abroad they must go back with very good team.we have rich peoples community as well in NRN they must support the nation as well.We have skill people as well we should call them back to the nation for development but maoust are not correcting themself because they are not willing to work hard.just show the weapens and collect money.this easy money always makes them a bad dream.similar to the partie’s leaders all are same.
