अपडेट (साँझ ६१२) होटल र्याडिसनमा दुवै वार्ता टोलीले संयुक्त पत्रकार सम्मेलन गरेका छन्। पत्रकार सम्मेलन साँझ ६ बजेर १० मिनेटमा सुरु भएको छ। अहिले सरकारी वार्ता टोलीका संयोजक कृष्णप्रसाद सिटौला बोल्दै हुनुहुन्छ।
अपडेट (साँझ ६१५) सिटौलाद्वारा बैठकले दुई बूँदे निर्णय गरेको जानकारी
-२६ गते २ बजे शीर्ष बैठकमा वार्ता टोलीले अन्तरिम संविधान, हतियार व्यवस्थापनका मोडल आदिका विषयमा भएका सहमतिका बूँदाहरु प्रस्तुत गर्ने।
-असोज मसान्तभित्र निर्वाचन आयोगका पदाधिकारी नियुक्त गर्ने। २०६४ वैशाख जेठ भित्र संविधान सभाको निर्वाचन गर्ने,मिति अन्तरिम सरकारले तोक्ने।
जनताको भावना अनुसार चल्ने प्रतिवध्दता, रत्तिभर विचलन नहुने जानकारी। जनताको चाहना बमोजिम वार्ता अगाडि बढिरहेको दावी। आजसम्म हल नभएका विषय वार्ताले हल गर्ने दावी। २६ गतेको बैठकले महत्त्वपूर्ण निर्णय गर्ने जानकारी।
अपडेट (साँझ ६२०): अहिले माअोवादी वार्ता टोलीका संयोजक कृष्णबहादुर महरा बोल्दैछन्। ठीक समयमा ठीक निर्णय लिन सकिरहेका छैनौं। यस पटक निश्कर्ष ननिस्केसम्म बैठक ब्रेक गर्ने पक्षमा नभएको जानकारी। वार्ता अडानमुखीभन्दा पनि परिणाममुखी बनाउन खोजेको दावी। महरा भन्दैछन्-पूर्णत निश्कर्षमा अझै पुगिसकेका छैनौं। अझ जिम्मेवारपूर्ण गम्भीर ढंगले लाग्नु पर्नेछ। संभवतः पर्सि हुनेछ। यथास्थितिवाद र अग्रगमनको लडाइँ छ अहिले। देशले शान्ति र परिवर्तन खोजेको छ। शान्तिमात्रै मूल मुद्दा हैन, परिवर्तन पनि हो। परिवर्तनको प्रत्याभूति नभई दीगो शान्ति हुन्न। २६ गते ऐतिहासिक निर्णयमा पुग्न सकिने आशा व्यक्त। ६ बजेर २६ मिनेटमा पत्रकार सम्मेलन टुंगियो। सवालजवाफ भएन। अडियो अपडेट छिट्टै राख्नेछु।
अपडेट (अपराह्न 4): आखिर जेको डर थियो,त्यही भयो। आज पनि कुनै सहमति हुन सकेन। अब अर्को बैठक २६ गते दिउँसो २ बजे बस्दैछ। आजको बैठकमा यही महिनाको मसान्तसम्म निर्वाचन आयोगका पदाधिकारीहरुको नियुक्ति गर्ने सामान्य सहमति भएको छ। जेठ महिनाभित्र संविधान सभाको निर्वाचन गर्ने र अन्तरिम सरकारले संविधान सभाको मिति तोक्ने निर्णय भएको छ। संविधान सभाको स्वरुपका बारेमा चाहिँ केही पनि निर्णय भएको छैन। बाँकी महत्त्वपूर्ण कुरा केहीमा पनि सहमति हुन सकेको छैन। नेताहरु त खुब आज निर्णय हुन्छ भन्दै थिए,तर अहँ। अहिले ६ बजे होटल र्याडिसनमा पत्रकार सम्मेलन गर्दै बैठकका बारेमा अौपचारिक जानकारी गराइने छ।
अपडेट (बिहान 10): शिखर बैठक सुरु भइसकेको छ। बैठक ८ बजे सुरु हुने भनिए पनि ९ बजेतिर मात्रै सुरु भएको थियो। आजको बैठकले राजाको स्थान,अन्तरिम संविधान आदि केही राजनीतिक विषयमा टुंगो लगाउने बुझिएको छ। तर घोषणा भने एकै पटकमात्र हुनेछ। आजै साँझ ६ बजे होटल र्याडिसनमा पत्रकार सम्मेलन गरेर बैठकका बारेमा बताइने छ। आज पनि माअोवादीका सेनाले पत्रकारमाथि दुर्व्यवहार गरेछन्। अस्तिको बैठकका क्रममा पनि त्यसै गर्दा पत्रकार र माअोवादी सेनाबीच सामान्य झडप भएको थियो। उनीहरुले प्रचण्डलाई बोल्नै नदिई सुरक्षा दिएर भित्र छिराएछन्। एमाले महासचिव माधव नेपालले राजतन्त्रको बारेमा जनमत संग्रहबाट फैसला गर्नुपर्ने एजेन्डा आफूहरुले नछाडेको भन्दै आजको बैठकमा त्यस बारेमा छलफल हुने बताउनु भयो।
अपडेट (बिहान 8): आखिर नेपाली टाइम न पर्यो। कहाँ सुरु हुनु र भनेकै समयमा। सात दलका मध्ये कतिपय नेताहरु अझै बालुवाटार पुगेका छैनन्। एक दर्जनभन्दा बढी संस्थाहरुले भने धर्ना सुरु गरिसकेका छन्। शान्ति,अन्तरिम संविधान र अन्तरिम सरकार र संविधान सभाका लागि उनीहरुले नाराबाजीसमेत गरिरहेका छन्। नागरिक समाजले पनि धर्ना गर्ने भएको छ।
अपडेट (बिहान ५): अस्तिको बिना कुनै सहमति स्थगित शिखर बैठकपछि हिजो दिनभर आठै दलका छुट्टाछुट्टै र संयुक्त तयारी बैठक बस्दै आज बिहान ८ बजेदेखि पुनः शिखर बैठक बस्दैछ। के आजको बैठकमा ऐतिहासिक सहमति होला त ? सुनिए अनुसार, कुरा अझै राजतन्त्रको स्थान र माअोवादीको हतियार व्यवस्थापनमा नै गएर अडकिरहेको छ। हिजो प्रधानमन्त्रीलाई प्रचण्डले भेट्दा राजतन्त्र फ्याँक्न तयार हुनुस्, आधा घण्टामा सबै कुरा मिल्छ भनेर भनेछन् रे। काँग्रेसले केन्द्रीय कार्यसमितिको बैठकबाट पारित गरेको हतियार व्यवस्थापनको मुद्दालाई आजको बैठकमा उठाउने छ भने एमालेले फेरि राजतन्त्रको विषयमा जनमत संग्रहको माग उठाउन थालेको छ। आज त सहमति बिना बैठक टुंगिदैन भनिएको छ।
हेरौं, के हुने हो ? नेताका कुरामा विश्वास लाग्न छाडे मलाई त। अस्तिको बैठकमा नै सहमति हुन्छ भनेका हुन्। तर भएन। आज पनि हुन्छ, हुँदैन मूलतः काँग्रेसले राजाको मोह र माअोवादीले हतियारको मोह कतिको त्याग्ने हो, त्यसमा भर पर्नेछ। के थाहा, अप्रिलमा भएको जनआन्दोलन पनि सफल हुन्छ भनेर कसले पो विश्वास गरेका थिए र। आखिर लाखौं जनता सडकमा उत्रेर निरंकुश राजालाई घुँडा टेकाएरै छाडे। हेरौं, आज पनि नेताहरुले जिम्मेवार भई देश र जनताका हितमा केही गर्ने हुन् कि ?
शिखर बैठकका बारेमा प्राप्त जानकारी पाउने बित्तिकै राख्ने प्रयास पहिले जस्तै गर्ने नै छु।

** A sad day, no breakthrough in major issues **
After talking for seven hours, both SPA and Maoists could not break the ice on contentious issues – a. the fate of Monarchy institution b. arms management. What a shame!
If the peace summit had taken a constructive action to abolish the monarchy institution, the arms management would have become the secondary issue. It is indeed a sad day and political leaders are not dynamic enough to fulfil the aspiration of Nepali people.
I believe both SPA and Maoists are more interested in the modality of interim government and wants to know who gets what position in the Government.

** Will the summit become Historically Significance ? **
I strongly believe that if two major issues of the country are resolved in the PEACE summit then it would definitely become the historically significance meeting. Two major issues are:
1.Abolishing the Monarchy institution by declaring the Republic of Nepal
2.Modalities of Proportional Representative government either based on Federal Republic or Democratic Republic
If these two issues were resolved in peace summit between Maoists and SPA parties, the tension in the country should be reduced drastically and people would not be divided in the election for the Constituent Assembly. This will also create the Maoists army redundant as well because people will start questioning the wisdom of having arms wings behind the political party (Maoists) unless they are plotting a coup similar to the Bolshevik revolution of Russia. The solution for Maoists army will be found easily as it will not become any threat for SPA as well as for Nepali people.

I think to solve the current situation the congress should support democratic republic and the maoist should dissolve their arms, then everything will be solved. The Royal regime and the maoist arms is the main problem right now. If the congress support democratic republic then the king can be kicked out during the referendum at any time.
I don’t understand why girija is sticking with the rotten king when every one knows the Royal regime hasn’t done good to the people of Nepal. They should think of a new system that can being change in life of whole nepali.
On the other hand maoist are carring on autocracies and extortion with the help of their arms. Their arms also should be dissolved. We nepalese should have rights to decide on our own not with the pressure and forceful act of maoist arms.

Bloody private sector leaders like chandi has callled off a strike on monday. Is it the right time. the private sector should have given due focus and attention on the mitigation of problem rather they are falring up the problem for their petty issues like black listing. Private sector in NEpal has not been providing the needed help and the record of the past seems to be not so encouraging.
the civl society mostly compsried on the NGO society should also be impartial. However, the pressure put by the civial soicety is commendable and should continue to do so in the days to come.
Some are of the view that accepting the Maoists view and the SPA alliance view is like in a sound mind only one thing positve and negative things can come- but both the things cnanot come at a time. if it cimes then it is unnatural.
But in the present context of NEpal some consensus should be reached which is very much difficult but is much awaited and NEpal canot wait muc and sacrific e the lives of thousands for the same casue agian and agian.

Umesh ji, put something good about internal Nepal. We wanna see and hear about real Nepal. Eg. King Birendra’s properties to be nationlised. We all nepalese even dont know real fact here abroad. National’s magazines n newspaper in net use to put hot gossips but they dont give space to small issues eg waste problem in certain area in KTM, road problem, traffic jam, air pollution in ktm. If the giving up monarchy for the surrenders of weapon from maoist it is the cheapest possible trade of any political solution we can get. It will be stupudity to hang around the wasteful institution and make everyone unhappy and take any decision to create an environment of the uncertaintity for the future. But the giving up of arms has to be symultaneously with the rejection of the monarchy. Which way both these evil forces are balanced and nul each other.
In the meantime bring the army under the legitimate popularly mandated government ( though it is interim and get rid of most thugs and cronies).
Sacrifising king (no use for anybody anyway and will save lots of money and resources) is lot better than sacrifying thousands innocent people if the summit talk fails. Who is going to deal with wild rebels then. US emabassador will fill much fund to watch civil war than the peaceful settlement of Nepalese politics we have seen so many civil war contributed by american foreign policy. So stick to what suits for our country couriously. I donot think we have to surrender to maoist to achieve this goal.

It appears that the maoist weapon and the monarchy is the main disagreement of the summit talk. I don’t think 90% of Nepaleses want monarch or maoist weapon. Why don’t we say no to both of this. I sure maoist will come to term of surrending arms if there is decision for no monarchy. This trade off sounds great to me. Both maoist arms and monarchy have so many nepalese for so many years. If anybody has any brain those who are taking part in submit and they think about future of Nepal they should take the decision to get rid of both (king and maoist arm) but in the meantime have to be managed nepal army as well which is other destabilising force against the peole in Nepal.
Lets hope for the positive. If these people are some sort of leader not oure baure, thugs, arrogant and power hungry I am sure they take the decision what the people want. I think there is need to constant watch and pressure from Civil Society or intelligent jana samuha in the negotiation process to make them realise what to give and take they should condiser.

** Decision on Monarchy Institution is utmost important **
People have not lost hope on the Peace summit yet. But the news filtered out on last Sunday regarding the decision on monarchy institution would be taken by Constituent Assembly is not acceptable for Nepalis.
The root cause of all problems we have in Nepal is the feudal system run by the monarchy institution. The summit has to take a constructive decision to abolish the monarchy institution. If it can not decide, it will loose all the momentum of the peace summit and the aspiration of people. Political leaders can expect backlash from people. If they could not take decision to abolish the monarchy institution, they should allow the people to decide the fate of the monarchy by referendum ?
We have a rich king in the poor country. The monarchy institution has no place in 21 century Nepal. It has to be wiped out before all troubles will cease. The people must have right to decide the fate of the monarchy by the referendum and it should be conducted side by side with the election of the Constituent Assembly.
