नेपालगञ्जबाट मंगलबार ज्यादै नराम्रो खबर आयो। क्षेत्रीय दंगा यस्तोसित फैलियो कि एक जनाको ज्यान समेत गयो, कयौँ घाइते भए। जनआन्दोलन-२ पछि शान्ति सम्झौता भइसकेको स्थितिमा पहिलो पटक कर्फ्यु लगाउनु पर्यो। दिउँसो भरी लगाइएको ६ घण्टे कर्फ्यु बढाएर अहिले अनिश्चितकालीन कर्फ्यु लगाइएको छ। सत्ताका साझेदार सदभावना पार्टी आनन्दीदेवीले हिजो आयोजना गरेको बन्दका क्रममा भएको तोडफोडका विषयमा स्थानीय बासिन्दा र पार्टी कार्यकर्ताहरुबीच भएको विवादले पहाडिया र मधेशीको क्षेत्रीय रुप लिन पुगेपछि यो अनर्थ भएको हो। अब त्यहाँ बिस्तारै स्थिति नियन्त्रणमा आएको छ। भोलि सबै दल मिलेर शान्ति र्याली निकाल्ने भनेका छन्। आशा गरौँ, अब त्यहाँ केही अनर्थ हुने छैन। तर यो घटनाबाट सबैले पाठ भने सिक्नै पर्छ।
हामी मध्येका केहीले सोचेका हौलाउँ- हैन, नेपालमा के भइरहेको छ ? यी धोतीहरुले देशलाई टुक्रा गराउन चाहेका छन् कि के हो ? तर यो एकदम सतही र पूर्वाग्रही विश्लेषण हो। घटना आजको स्थितिसम्म आइपुग्नका कारकहरु के हुनसक्छन् भन्ने नबुझेर त्यस्तो विश्लेषण मनमा आउँछ।
वास्तवमा समस्याको बीउ त शाहवंशले बहुजातीय, बहुभाषिक, बहुसांस्कृतिक देशमा एक भाषा, एक भेष लादेदेखि उब्जिएको हो। ‘विविधतामा एकता’ लाई हामीले कहिले पनि लागू गरेनौँ। तराईका काला छालाका मानिसहरु देख्नेबित्तिकै ‘भारतीय’ र ‘धोती’ भन्दै हेप्यौँ। वर्षौँदेखि नेपालमा बसिरहेका भूमिपुत्रहरुले नेपाली भाषा नजानेका कारण उनीहरुको राष्ट्रियतामाथि प्रश्नचिह्न उठायौँ। तर व्यापारका लागि भारतबाट आएका ‘सेठ’ हरुलाई नागरिकता ‘बेच्यौँ’। बसन्तपुरमा भएको नागरिक सभामा धीरेन्द्र प्रेमर्षिले आफ्नो अनुभव सुनाउनु भएको थियो- कसरी उनका आफन्तहरु नेपाली बोल्न नसकेका कारण नागरिकताबाट वञ्चित भएका थिए। आफू नागरिकता लिन जाँदा कसरी सीडीअोले नेपाली बोल्न आउँछ ? भनेर भाषालाई राष्ट्रियताको शर्त बनाएका थिए।
०४६ सालको प्रजातान्त्रिक परिवर्तनपछि राजविराज नगरपालिकाले त्यहाँको स्थानीय भाषा मैथिलीलाई पनि कामकाजको भाषाको मान्यता दिँदा सर्वोच्च अदालतले त्यसलाई बदर गरिदिएको थियो। प्रजातान्त्रिक भनिएको वातावरणमा समेत देशकै अन्य भाषालाई यति हदसम्म हेला गरिएको थियो। नगरपालिकाको कामकाजमा स्थानीय भाषा मैथिलीलाई पनि प्रयोगमा ल्याउँदा कसैको केही बिग्रने थिएन। त्यहाँ नेपाली भाषाको प्रयोग रोकिने भनिएको थिएन। तर नेपाल कै भाषाहरुमाथि राज्यले सौताको व्यवहार गर्ने क्रम जारी राख्यो। आफ्नो स्थानमा आफ्नो भाषाको प्रयोग, विकास पनि गर्न नपाउनु कहाँसम्मको अन्याय ?
रिस त उठ्छ नै, विद्रोही भाव त आउँछ नै। किनभने राज्यले उनीहरुलाई ‘अनागरिक’को व्यवहार गरिरहेको थियो। भाषाका मामलामा मात्र हैन, अन्य मामलामा पनि। यद्यपि सबै मिलेर बसिरहेका नै थिए। तर उनीहरुको मनमा रहेको भावनालाई गलत तत्त्वहरुले भडकाइदिँदा आजको स्थिति आएको हो।
यस पटकको आन्दोलन राजालाई फालेर तिनै दलहरुलाई सत्तामा ल्याउन मात्र भएको हैन। समावेशी आधारमा राज्यको पुनर्संरचना गर्न पनि भएको हो। २३८ वर्षदेखिको केन्द्रीय एक भाषा, एक भेषको नीतिलाई विविधतामा एकताका आधारमा नयाँ ढंगले एकीकरण गर्ने आशा गरिएको हुनाले यस पटकको संक्रमणकाल ज्यादै संवेदनशील छ। नेपाल एउटा ठूलो परिवर्तनको संघारमा छ । अहिलेसम्म हुँदै आएका कुरा अब परिवर्तन हुने आशा राखिएको छ। यो संवेदनशीलतालाई बुझ्न नसक्नु पनि आजको घटना हुनुको कारण हो।
सत्ता साझेदार सदभावना पार्टी आनन्दीदेवीले अन्तरिम संविधानमा मिश्रित प्रणालीमा चुनाव गर्ने भनेर भौगोलिक आधारमा पुरानै २०५ निर्वाचन क्षेत्रलाई कायमै राखेको आदि कुरामा असहमति जनाउँदै संविधान मधेशविरोधी रहेको भन्दै हिजो सोमबार तराई बन्दको आह्वान गरेका रहेछन्। अन्तरिम संविधानमा मधेशका मागहरु मात्र हैन, अरु विभिन्न पक्षका मागहरु पनि पूरा भएका छैनन्। तर संक्रमण कालमा त्यसको विरोध संयमित तरिकाले गर्नुपर्छ भन्ने तथ्यलाई बुझ्नबाट सदभावना चुक्यो। जनतान्त्रिक तराई मुक्ति मोर्चाको शैलिमा बन्दको आह्वान गर्नपुग्यो। फलस्वरुप एक हैन, अनेक थरिका तत्त्वहरुले खेल्ने मौका पाए, संवेदनशील कुरालाई भडकाइदिएपछि स्थिति यसरी बिग्रन पुग्यो। अब शायद पाठ सिकेको छ सदभावनाले। तर सदभावनाले मात्र हैन, अरु धेरैले पनि यो घटनाबाट पाठ सिक्नुपर्छ।
राज्यलाई यदि समावेशी आधारमा पुनर्संरचना नगरी यथास्थितिमा रहने हो भने यस्ता दुर्घटना अझ पनि निकै हुन सक्छन्। यसमा सबै सजग हुन आवश्यक छ। नेताहरुले मात्र हैन, हामी आफूले पनि आफ्ना पूर्वाग्रही सोचविचारहरु हटाउनु पर्छ।
अस्ति नै जनकपुरमा जाँदाको एउटा कुरा सम्झन्छु- विवाहमण्डपमा जाँदाको। त्यहाँ भित्र पस्न शुल्क लाग्ने रहेछ। क्यामेराको अलग्गै २५ रुपैयाँ हो कि कति हो। बाहिर प्रष्टसँगै सूचना लेखिएको थियो। हामी फोटो खिचेर फर्कँदा केही व्यक्ति टिकट काउन्टरमा विवाद गरिरहेका थिए। साले धोतीहरु यस्तै हुन्छन् भनिरहेका थिए। के रहेछ भनेर बुझ्दा त क्यामेराको टिकट नकाटेका कारण काउन्टरका मान्छेले क्यामेरा खोसेर टिकट लिन दबाब दिएका रहेछन्। उनीहरु भने गाली गरिरहेका थिए। वाह, आफै नियम तोड्ने अनि आफैले गाली पनि गर्ने !
जनकपुरमा नै हुँदा मिथिला महोत्सवको उदघाटन एमाले महासचिव माधव नेपाल ‘पहाडिया’ लाई किन गराउन लागेको, मधेशीलाई नगराइकन भन्दै विरोध भइरहेको थियो। उदघाटनका दिन सामान्य मुठभेड पनि भएछ। तर पहाडिया र मधेशी समुदायका विद्वान व्यक्तित्वहरुको प्रयासका कारण त्यहाँ त्यस्तो केही अप्रिय स्थिति भएन। यस्तो प्रयास देशभर हुन जरुरी छ।
साम्प्रदायिक दंगा भडकियो र त्यसलाई नियन्त्रण गर्न कर्फ्यु लगाइयो। आन्दोलनकालमा कमल थापाले कर्फ्यु सस्तो बनाइदिएका कारण कर्फ्यु तोडेर प्रदर्शन भए। स्थानीय सञ्चारमाध्यमहरुमा साम्प्रदायिक दंगालाई संयमित बनाउन के कस्ता कुरा भए, त्यो त थाहा भएन तर राष्ट्रिय सञ्चार माध्यमहरुमा भने त्यस्तो खास केही भएको जस्तो मलाई अनुभव भएन। दलका विभिन्न नेताहरुले वक्तव्य दिएछन्। तर मलाई लाग्छ, यस्तो संवेदनशील कुरामा प्रधानमन्त्रीले नै वक्तव्य दिनुपर्थ्यो। सके रेडियो अथवा टिभीबाट नै संयमताका लागि आह्वान गर्नुपर्थ्यो। यति गर्दा प्रधानमन्त्री सानो भइँदैन, अझ उचाइ प्राप्त गर्छ उहाँको व्यक्तित्वले। जनताको प्रधानमन्त्री राजाजस्तो जनताबाट टाढा भएर हैन, जनताका हरेक कुरामा नजिक हुनुपर्छ। अमेरिकी राष्ट्रपतिले त साप्ताहिक रेडियो वक्तव्य दिन्छन् क्यारे, हैन ? हामीकहाँ त्यस्तो पर्दैन, कमसेकम यस्तो स्थितिमा जनतालाई प्रत्यक्ष सम्बोधन गरिदिए हुन्थ्यो।

first of all yes, it is the sadbhavana who took to the street. what were they doing in the PM residence when the draft of the condstitution was drafted. Whys did they not put a note of dissent and then resign from the government.
I say that it was lack of vision amongst the SPAM who are to be responsible and accountabilty of the fall out and NSP should take the responsibility of the incident, as they were theones who called for the bandh and it started from there.
Accusing each other or wrtingin to each other does not solve the problem. One has to act and if H.Tripathi is fair, he should resign and take other step to bring.
It is now to rectify ourselves and see how we can all live as a united nepali, no need to rush on so many decision. First the CA should take placce and that CA will then decide on many other things pertaining to Naya nepal, who are these SPAM to take all these decision on behalf of the larger nepalese, as you see how the maosit is already getting corrupted by getting tons of money from the state coffer.

Its amaging- how people are interpretting the incident. Comon guys, Donot be stupid to fall in the sam pit again and again. this fire will not get calm till all the citizen will feel, HE / SHE IS A PROUD CITIZEN OF NEPAL. but how its possible in present scenario? are the leaders or their follower changing their attitude?
Do the 8 party have to take the responsibility of 23 death and thousands injured during the Janaandolan-2 or the autocrates who forced them to go for movement? if so, then now, will the Sadvabana party will take responsibility or the present state runner who are deaf and bllind, not listening the voice when raised at table-talk?
It is movement within the frame of movement? No one can turn it off till all the people get theri right? Of course, we should not forget our responsibility while asking for right.

= First the strength of the maoist was not over all the 75 district, but the maoist took the advantage of all splinter groups who had the agende of self-determination. I live now in Madesh and I am Madhise. The quesiton here is not only discrimination but also lack of social and educational envrionment. every community has its leader and their leaders are not propely helping. Above one commented that KHAS are responsible. In Kathmandu even we from outside Kahtmandu are called kaathe, Paakhe and so on.
We are called uncivilized in Kathmandu. Look in Kathmandu between higher caste newar and lower caste. SEe in Terai lower caste and higgher caste. This shows it is not onlyquestion of terai and pahad but it is deep rooted social problem which can be only romed by proper education and economical equity.
That should be achieved by just fully decentralizing local admisnitration for education, health, agriculture and local planning by local elected body.
Once we start respecting eachother lot of problem is automatically solved.

We all are concerned for the better Nepal, thats Great!!! BUT, why we are not trying to go at the root of the problem? Its an tragedic incident. But, are the 7 party (except NSP of 8 Party allignment) going to rethink on the issue of why MADHESH BANDA was called? are they going to ammend on the proposed interim constitution that all the Nepalese vote will have equal weightage and address the descriminating issues of Madheshies? I can see ” BIG NO”. Now, they are going for peaceful rally and forming probe committee on the incident. Samefule!!!, They are always rective than than being proactive.
The main problem seems again shaded by this incident. Just saying nice words is not enough… Action is important. Then how come you wish for Sundar Santa great Nepal with social harmony? Sorry guys, its not going to give permament solution. God bless our great Nepal

Excellent views! As you’ve put, there are innumerous challenges popping ahead for the present leaders as well as for the citizens of Nepal.Civil soceity, intellecuals need to work with extra zeal particularly in such vulnerable kind of transitional phase.
There is higher risk in Terai as regard to the issue related to secularism as well.Its not an easy task for many to be convinced that Nepal is no more the Hindu Kingdom.Terai is the bottleneck for that matter.
In Nepal its quite easy to ignite a rage even with a small issue but the repercussion would be always devastating.
The present leaders should firstly learn to not to fight one another then only they will succeed in dissuading the public to not to create any mishaps.Intellectuals,civil society etc should come upfront in such scenario rather than Home Ministry imposing curfews and filling the streets with armed forces.

SO CALLED DEMOCRATIC leaders from Pahadi community are still in the feelling that they will still win the election from Madhesh, then why should they worry (Like Gyane was thinking till last moment that He is in power wnd can do whatever he wish. All Nepalese got up- Gyane out)? They donot think for the prosperous Nepal with social and communal harmony. Madheshi people didnot woke up only for Janandolan-2, they are now aware how they are misused by these leader as well.
The leaders are still sleaping. Rather than discussing and trying to resolve on the point why this BANDA was called, they are asking NSP (A) leaders to make calm down MADHESHI people? what for?Of course, reactionary people will use such event to fulfill their bad intension.
What is democracy or republic? does every Nepalese people’s vote have equal weightage? if yes, then how one vote from Madhesh will not be equal to one vote in Pahad? if so, then how come it can be justified that one representative being selected from 1,00,000 voter while other from only 4,000? The state is discriminating with Madheshi people, even on their fundamental right, then what’s wrong if some layman pahadi people call “Dhoti” or “Marsiya”?
The way Nepalese leaders are still following seems very dangerous. Lets pray “Our leaders get wisdom before Nepal face very big accident”.

Madhise,Pahade ………Rai,Limbu,Chepang,Tharu,Bahun,Chhetri……but Actually why not all we NEPALI?
There are various flowers in a garden Rose,Lily,Pansy,Poppy,Daisy,Dahlia………….so on…If they too fight themselves then no one will go to see garden.Jungle will be better than a garden.

yes umeh u are right in this matter. In ktm madeshi have treated like non human. i had couple of example near my eyes while i was in ktm.
but method of dealing with issue was wrong way, sadbhawana party did wrong way . and like such situation come and without reason one nepali died.some time leaders organized without thinking and they choose any means and method for their political goals. In this issue sadbhawana did wrong way .
Everytime it is easy to blame others after incident but root cause was yesterday terai bandha. if you agree or not, it is not matter but that is true.
and responsibility goes on organizor. and we have not to forget one thing is that , this is only interim constitution. just as political document for short period but in accordance with constitutional norms, it is no more constitution but more political agreement.

you are very objective in your analysis Umeshjee.I ma a madhise and have personally experience the discrimination against us at social as well as administrative level. but I strongly aggree that sadbhawana Party should have refrained from making such aggressive moves at this point of time. Equally we should admit that some of their demand like redefining constitutional boundraies should be taken care of before the election of constitueat assembly.rest can be done in the process of writing constitution.
The people of Terai are taking radical line because non of the Pahade leaders from major political parties (from Girija to Prachande) are doing anything for them except occasionally giving a lip service. This incident reminds me of the vandalism that was exhibited in ritik Roshan kand. I personally know a person who has languished in jail for fighting against monarchy for more than 10 years, was badly humiliated in Kathmandu for wearing Dhoti.
I also request to all my madhise brothers to spread the message of communal harmony at this point of time and take out peace rallies in all terai towns by organizing peace rallies across the terai to assure pahade people of our tolerance. As gandhi says, humility is not submission, we should keep our spirited fight against discrimination while being non violent and accomodating.
