प्रतिनिधिसभाको बैठकले सत्तारुढ दलकै विरोधबीच खानेपानीको व्यवस्थापन विदेशी कम्पनीलाई दिन बाटो खोल्ने नेपाल खानेपानी संस्थान (तेस्रो संशोधन) विधेयक-२०६३ बहुमतद्वारा पारित गरेको छ। तपाईँलाई कस्तो लाग्छ- के यो ठीक हो ? अब तपाईँको पालो- आफ्ना गहकिला विचारहरु कमेन्टमा लेख्नुस्।
उक्त विधेयकमाथि असहमति जनाउदै नेकपा (एमाले), जनमोर्चा नेपाल र नेपाल मजदुर किसान पार्टीका केही सांसदले विधेयक फिर्ता लिन माग गरे पनि विधेयक पारित भयो। एमालेले विधेयकको पक्षमा मतदान गरेका थिए, जनमोर्चाले बहिस्कार गरेका थिए।
विधेयकमाथिको छलफलमा भाग लिदै सांसदहरूले नागरिकलाई पानीसमेत खुवाउन नसक्ने सरकारले आफ्नो देशको सम्पत्ति विदेशीलाई सुम्पिन खोजेको आरोप लगाउँदै सो विधेयक फिर्ता लिन माग गरेका थिए।
नेपाल मजदुर किसान पार्टीका नारायणमान बिजुक्छेले खानेपानी संस्थानको व्यवस्थापन असक्षम भएको र भ्रष्टाचारले संस्थान घाटामा गएको निहूँ पारेर सरकारले संस्थानलाई निजीकरण गर्न पाउँदैन भन्दै त्यस्ता व्यक्तिलाई कारबाही गरी संस्थानको पुनःसंरचना गर्न माग गर्नुभयो ।
जनमोर्चा नेपालका हरि आचार्यले जनतालाई खानेपानीसमेत आपूर्ति गर्न नसकेको सरकारले आफ्नो दायित्वबाट पन्छिन संस्थान नै विदेशीको जिम्मामा लगाउन खोजेको आरोप लगाउँदै निजीकरण गर्दैमा सेवा चुस्त हुन्छ भन्ने तर्क राख्ने सरकारले विगतमा निजीकरण गरिएका संस्थानको दुरावस्थाको लेखाजोखा गर्न किन नसकेको भनी प्रश्न गर्नुभयो ।
नेकपा (एमाले)का आनन्दप्रसाद पोखरेल र प्रकाश ज्वालाले आफूलगायतका आठजना सांसदले उक्त विधेयकमा संशोधन पेश गरेकोमा एसियाली विकास बैङ्कका व्यक्तिहरूले आफूहरूलाई घरैमा आई संशोधन फिर्ता लिन दबाब दिएको जानकारी गराउँदै हामी सार्वभौम छौं कि छैनो भनेर सोच्नुपर्ने बेला आएको छ भन्नुभयो ।
उहाँले पानीजस्तो जनताको नैर्सर्गिक अधिकारको वस्तु मुनाफाका लागि विदेशीलाई जिम्मा लगाउने सो विधेयकको आशयको विरोध गर्दै व्यवस्थापन करारमा दिन खोजिएको बेलायती कम्पनी गैर जिम्मेवारीपनका कारण बेलायतमै पनि कारबाहीमा परेको र यस्तो कम्पनीको मातहतको व्यवस्थापनको राम्रो काम नेपालमा हुन नसक्ने बताउनुभयो ।
उहाँहरूले संस्थान विदेशीलाई सुम्पिदा भोलि पानीको शुल्क बढ्ने र जनता आन्दोलनमा उत्रिने सम्भावनालाई ध्यानमा राखी सो विधेयक फिर्ता लिन आग्रह गर्नुभयो।

The government is planning to privatise the water supply of the country and especially to sell to foreigner that is part of con of globalisation and plan of World Bank and IMF. This time Nepal government is doing so on the loan conditions of Asian Development bank, half brother of World Bank. This sort of things are not new in developing countries we can see all over the Africa, South America and eastern Asia. Those parts of world had privatised every public sector and later they faced many problems like as, economic collapse of Argentina in 2001 and crisis of East Asian Countries in 1997.
Another thing the company Severn Trent Water, Britain which is going to takeover the management of water supply of Kathmandu, for that the law was amended, is punished in Britain as well and heavily criticized in Tanzania and Trinidad and Tobago for cheating consumer so large.
As concerning about the disagreement and later voted on the bill to pass by MPs, is part of corruption, conspiracy of the politician and political parties. We, the public have to fight over it.

वास्तवमा खानेपानी जस्तो आधार्भुत आवश्यक्ता को बस्तु लाइ निजि क्षेत्र लाई सुम्पनु राम्रो पक्कै पनि होइन। विश्व झन् भन्दा झन् प्रतिस्पर्धि भैरहदा आर्थिक् रुपमा कमजोर आम जनता प्रति सरकारको दायित्व झन बढिरहेको छ । कुनै पनि सन्स्थान निजिकरन गर्नु सामान्यतया अहिलेको समयमा तेति असान्दर्भिक नभयपनि नेपालि जनताको अहिलेको आर्थिक अवस्था हेर्दा उनिहरुको क्रय शक्ति नबढाई येस्तो गर्दा गरिव जनताको हालत झन दयनिय हुनेछ । जबसम्म जनता प्रतिस्पर्धि समयसङ्ग सङै अगाडि बड्ने हैसियतमा पुग्दैनन् तबसम्म सर्कारले तिनिहरुको हितको सम्रक्ष्यन गर्नै पर्दछ नत्र त्यो सर्कार् जनताको नजर्मा गिर्दछ। अझ अहिलेको सर्कार भनेको त काम् चलाउ मात्र हो। यस्ले रास्टृय जीवन्मा दिर्घकालिन् असर् पर्ने कुनै काम् गर्नु गैर जिम्मेवारी को पराकस्टा नै हो। तेस्माथि खाने पानी जस्तो सम्बेदन्शिल क्षेत्रमा हतारमा बिधेयक् पास् गर्नु मा कसैको ब्यक्तिगत स्वार्थ लुकेको हुनसक्ने आशङ्का गर्न सकिन्छ। अझ बिश्वोबेङ्क्का मानिशरुले दबाव् दियको भन्ने बिसय त अझै खतर्नाक् बिसय हो। हतारमा निर्णय गर्ने र फुर्सदमा पछुताउने नेपाली परम्परा को यो निरन्तरता हो। सार्बजनिक् सरोकारका बिसयमा प्रसस्तै छल्फल गरेर निर्णयमा पुग्नुको साटो कोथे बैठकबाट निर्णय गरेर जनतामा लादनु बेइमानि हो।

there is nothing wrong to handover the unstable management to stable company. We should first consider the reliability of the new contractor.
Foreign company doesn’t mean they are always better, could be worst,its better to know how accountable the company is,from their previous experience in such foreign projects.
lets assume that there is no third party commission in this project.

I have very different view Mr Umesh! Not only this project, the whole nepal should be given to a foreign country like japan or europe in lease so that the whole system can be revolutionised. I am completely frustrated with each and every system in Nepal. Each and every sector is corrupted, pls dont mind but even you are corrupted and i am corrupted in one or the other way, and so all the sectors, people and government. All parties and even Maoist can only Bullshit and do nothing more…I dont know how and when will the gap between us and the rest or the developed world will be bridged and we will have a good system in Nepal, may God Pashupatinath bless nepal and nepalese!!!!

Water Privatization is very serious subject and past experiences were not that successful around the world especially in developing countries. I just finished my Master in Public Administration from City University of New York and we studied and examined cons and pros of “Water Privatization”. Just to make this story very short, it need extra ordinary commitment and trust from all the parties involve including consumers (I should say poor consumers) and I am not sure if it will works in country like ours where corruption is a religion. i am totally agreed with casonova. we don’t have infrastructure to manage the system properly. even the government office still runs with old system. like storage system with KORA KO POKA MA, if one needs to access the old files it’s already been destroy by rats and dust. we need to change our operating system in 21st century’s technoloy. like i have heard that the MAOIST arms store will be cover by a CCTV which is good. so does need by other government infrastructures. if the staff are not up to job then changed them. if don’t root out these problems we never gonna flow with the time.

I doubt it will help. It will increase the cost. The bidambana in our country is government and people donot give both same responsibility and same facility to eitherequally qualitified consultants or enterpreeneur as that foreiegners. This is salvery mentality among us. Look government need to pay high salary in dollars may be 4-5 thousands amonth for each person in addition to other housing and other facilities to people working from foreign land. If same nepali refused by nepal to pay same ammount of facility haviing same qualitification, will get at par once he chnages passport to foreign land. This is irony but it is true. you can find this everywhere. The contradiction is in so called rich country people form poorer countries are paid low whereas in poor countries people from rich countries are paid 20-30 times more than native people. Until we changed the concept of not using our own qulaified consultant who are working in foreign land with same facility, we are bound to suffer. If we have our own consultants, at least money will not go out and many talented and qualitfied people return home also making ourcountry selfreliant. Like electricity , we will be paying high cost for dirnking water now. This is not good for both short nd long term. Both people and government must give nepali expert to work on this without discriminating on nationality for facility.

सांसद भित्रैबाट विरोध उठिरहेको विधेयकहरु पारित हुने परम्पराको अन्त्य हुनु पर्ने हो पहिले । नत्रभने फेरी को को जंगल पस्ने हुन के ठेगान । अर्को कुरा यौटै दलभित्र यौटै विधेयकमा पक्ष र बिपक्ष देखा परुञ्जेल सम्म देशले यस्तो नियती भोगी नै रहनुपर्छ । कुनै यौटा दल यौटा बिषयमा एकमत हुन सक्दैन भने त्यस्तो दललाई हिजडाहरुको समुह किन नभन्ने ? अनि यस्ता हिजडाहरुले देशभित्रै आवश्यक नीति नियम बनाउन र त्यसको उचित कार्यन्वयन गर्न सके खानेपानी जस्तो कुराको ब्यावस्थापन गर्न विदेशीहरुको मुख ताक्नु पर्दैन भन्ने कुरा के बुझ्थे ?

This is not a big issue! If the proposed contract is in favorable to Nepali (i.e. we can have a good quality and quantity of water in affordable and resonable price) then whoever provide the service is not a great deal.
However, if the foreign contractor is like DDC JV of middle Marsyangdi who provide Bribe for obtaining contract and then provide third class service that will not be aceptable. Our Nepali contractors are also experienced to do so? Janata Thagne nai ho vane kina bidesi, Nepali nai thikai chha ni!

किन खानेपानी मात्र देशनै बिदेशीलाइ दिए हुन्छ। यस्ता नेताहरुलाइ दिनु भन्दा त बिदेशीलाइ दिएकै रामो। दिने हो भने अमेरीकालाइ दिए हुन्छ होइन भने बेलायतलाइ नभए भारतलाइ दिएपनि जनताकोलागि त यो नेताहरुले भन्दा रामो नै गर्ने थियो।

Definitely, supply of drinking water to the general public sounds very simple and basic. But managing it well in existing unplanned infra-structure like ours could be the most tedious task.The operation and the management involved from reservation, purification,supply, monitoring, maintaining and till billing call for high-end technology and skills these days.
Its a better idea to have the Management Contract done with the foreign companies for specific period of time as long as the corruption is not involved and the party is well reputed.

नेपाल de facto मा बिदेशीबाटै सञ्चालित छ । त्यसैले जाबो खाने पानी संस्थानको कुरा के गरिरहनु ! तर बिदेशीले लिने बित्तिकै समस्या सुल्झिने होइन नेपालमा बल्झिने गरेको छ । आज बिदेशीले हात हाल्दा शान्ति प्रकृया अवरुद्ध छ । नेपाल बैंक बिदेशीलाई सुम्पेको धेरै बितिसक्यो के कति प्रगति गर्यो त्यस बैंकले सबैले जाने बुझे कै कुरा हो ।
बिदेशीमाझ नेपाल एक गिनि पिगको रुपमा पनि छ द्वन्द स्थल पनि छ क्रिडा स्थल पनि बनेको छ भने कमिसन स्थल पनि हो । बिशेष गरी एसियालि बिकास बैंक होस् वा विश्व बैंक मोटो कमिसनको चक्करमा ऋण प्रवाह गर्छ । भन्न त भन्नेले भन्लान् यो केवल बनावटी कुरा मात्र हो विश्व बैंकले पनि यसो गर्छ फटाहाकुरा भनेर तर बास्तबिकता नै यही हो ।
हुनसक्छ संस्थान मन्त्री-नेताका साला सालि झोलेहरुले भरिएको, भ्रष्टाचारले डुबेको तर त्यसलाई नियन्त्रण गर्न बिदेशीले मात्र सक्छन् भन्ने नै होइन । विश्व बैंकले ऋण प्रवाह र असुलिमा चर्को दवाव दिएपछि दवाव नियन्त्रणको अचुक अस्त्र सरकारले अघि सारेको हो । यसको कुटील चाल बैंक डुवाउने ठालुहरुलाई कार्यवाही गर्नुपर्ने वाध्यतालाई रोक्नु हो न कि जनतालाई पानी खुवाउनु ।
अर्को कुरा कमिसनमा संस्थान बेच्नु केही नेताको निहित स्वार्थ पनि हो ।

it is ok to give the management to foreigners on contract basis for a certain amount of years, expiration of which would return the management to a nepali company. that way, we get foreigner install much needed infrastructure in ktm then eventually regain the control over it.
