अगाडि नै गरिसक्नुपर्ने काम सरकारले बल्ल आज गरेको छ। तराईमा संघर्षरत सबै पक्षसँग वार्ताका लागि आह्वान गर्ने निर्णय आज बसेको मन्त्रिपरिषदको आकस्मिक बैठकले गरेको छ। तराईबाहेक अन्तरिम संविधानप्रति असहमति जनाउँदै आएका जनजातिहरुसित पनि वार्ता गर्ने निर्णय सरकारले गरेको छ। सरकारको यो निर्णय ढिलै आएको भए पनि स्वागतयोग्य छ। यसबीच लहान घटनामा मर्नेको संख्या बढेर ५ पुगेको छ। हिजोको घटनामा गोली लागेका थप दुई जनाको उपचार हुँदाहुँदै मृत्यु भएपछि यो संख्या बढेको हो।
प्रधानमन्त्रीले देशमा शान्ति सुरक्षाको अवस्था खराब हुनुको नैतिक जिम्मेवारी आफूले स्वीकार्ने भनी आज दिनुभएको अभिव्यक्ति पनि सकारात्मक नै छ। गोली चलाउने अवस्था नै नहुँदा पनि माअोवादीले गोली चलाएर घटनालाई चर्काएको भनी प्रधानमन्त्रीले माअोवादीमाथि आक्रोश पोख्नुभएको छ र माअोवादीले माफी माग्नुपर्ने बताउनु भएको छ।
माअोवादीले भने परस्परविरोधी वक्तव्य दिँदै आएका छन्। सुरुमा प्रवक्ता महराले आफूहरुले गोली चलाउँदै नचलाएको बताएका थिए। केटिभीका अनुसार आज भने प्रचण्डले गल्ती स्वीकार्दै घटनाको छानबिन गरी दोषीमाथि कारबाही गरिने बताउनुभयो रे।
तर यी सबका बावजूद तराईको तनाव साम्य हुने लक्षण छैन। तराई जनतान्त्रिक मुक्ति मोर्चाका अध्यक्ष जयकृष्ण गोइतले आज एक वक्तव्य प्रकाशित गर्दै आफ्ना कार्यकर्ताहरुलाई सिराहा र लहानमा केन्द्रित हुन निर्देशन दिएका छन्। हतियारधारी विद्रोही समूहबाट आएको त्यस्तो निर्देशन पक्कै पनि गम्भीर छ। यसलाई सरकारले गम्भीर रुपमा नै लिएर शान्ति सुरक्षाको व्यवस्था मिलाउनु पर्छ।
त्यति मात्र हैन, लहानमा संघर्ष चर्काइरहेको मधेशी जनअधिकार फोरमले पनि वार्तामा बस्न अस्वीकार गरेको जानकारी प्राप्त भएको छ। उसले तराईका विभिन्न क्षेत्रमा अझै पनि बन्द आयोजना गरिरहेको छ। फोरमका उपाध्यक्ष किशोर कुमार विश्वासको हस्ताक्षरसहित आज फोरमले जारी गरेको विज्ञप्तिमा आन्दोलनलाई थप उचाइमा पुर्याउने बताइएको छ। [अपडेटः फोरमका अध्यक्ष उपेन्द्र यादवले सरकारले आधिकारिक पत्र दिएपछि मात्रै वार्तामा आउने बताएका छन्। सरकारले वार्ताको आह्वान गर्नु मधेसी जनताको पहिलो चरणको विजय भएको प्रतिक्रिया उनले दिएको राससले जनाएको छ]
यो चाहिँ अलि चित्त नबुझ्ने कुरा हो। वार्ताबाट कस्ता-कस्ता समस्या त हल भएका छन्। वार्ताबाटै एक दशकसम्म हतियार बोकेको समूहलाई त मूलधारको राजनीतिमा ल्याउने काम भएको छ भने वार्तालाई नै अस्वीकार गरी संघर्ष चर्काउनु भनेको त समस्यालाई समाधानको दिशातिर हैन झन् चर्काउने तर्फ पो इच्छा केन्द्रित भएको देखियो त।
यहीँनिर देखिन्छ दरबारिया शक्तिको चलखेल। मधेशका जनतामाथि राज्यबाट भेदभाव भइरहेको तथ्यलाई पूर्वाग्रहप्रेरित मान्छेले बाहेक अब कसैले पनि अस्वीकार गर्न सक्दैन। यही बुझेर नै दरबारिया शक्तिले मधेशका जनताको त्यो संवेदनशीलतालाई भड्काउने कोशिश गरेको हुनसक्छ। आज राजधानीमा आयोजित एक साक्षात्कार कार्यक्रममा तराई कै नेताहरुले यस्तो आरोप लगाएका थिए।
कृषि मन्त्री महन्थ ठाकुरले त तराईको घटनामा दरबारको षड्यन्त्रका बारेमा प्रमाण फेला परेको र यसबारे मन्त्रिपरिषदमा छलफलसमेत भएको खुलासा गरेछन् रे। यदि यसो हो भने सरकार अझै गम्भीर हुन जरुरी छ। माअोवादी अध्यक्ष प्रचण्डले जस्तो चेतावनी दिँदैमा समस्या समाधान हुँदैन। प्रचण्डले तराईको अशान्तिमा दरबारियाहरुको चलखेल रहेको र दरबारले त्यस्तो चलखेल जारी राखेमा संविधान सभाअगाडि नै आठ दल मिलेर गणतन्त्रको घोषणा गर्ने चेतावनी आज दिनुभएको थियो।
षड्यन्त्र भइरहेको हो भने त्यसलाई चिर्न रणनीति बनाउनु आवश्यक छ। त्यो गर्न हतार भइसकेको छ।

Namaste to all.(sorry my englsh is notso good)anyway beter to try.now a days fight in tarai ,about it people r saying madeshi r Indian ,if they r indian then who we r?if we speak like this ,then every body belongs to some different country ,R u aggrey to accepet it?no.so why to say them such a like these words? we all r nepali .It is truth they are treat as indian ;which is painful .people say O deshi, o Bhaiya … not good , one day it can be for u or me (I hope not such a pain),so there problem goverment should see well and do well. we all are nepali ,either tarai people or mountaain people .If we fight eachother our children will not see freedom nepal ; so now Government should do fast good job on it.by Justis way .

If you guys are from madesh you have right to go against my comment.Because there is a kind of fight between pahade and madishe(believe on reality dont talk ideal , just be ideal).If you guys are pahadi same on you.Go and live in madesh for 1 month and you will realize.The situation in nepal is such that even if all the population of india claimed that we are nepali ,nepali government can not deny.if you guys are there in terai for 2,3 generation i think the action of government to give you guys citizenship is reasonable otherwise jsut think if all the population of india gets guarentee that they will get citizenship after living 1,2 generation in nepal how much will be the population of nepal???.

Rosy et all. I know it hurts when you are told the truth. But the truth of the matter is that the present day madhesay came to Nepal from India mostly after 2017 or infact after 2036 VS. That is the difference between the ones who you all (Madhesays) consider Pahadias and madhesas. If you want to go back in time let me tell you that we all came from the Caucasian moountain area many many centuries ago and the Dravidians are the only original people of this area. I am not sure if that includes the tharus and the others that you mentioned. In short we don’t want our country to go into the hands of the Indians. Sorry if the truth hurts.

As a layman I have somethings to share:
1. We agree that out in this scientific age our thinking and actions must be scientific for the rational of our endevor.
2. The bottomline genesis of all major political theories go back to the age when ” Matter is the absolute truth” was the findings of science.
3. Science have taken a long jump which have made the human culture more complex.
4. But the development of political philoshophy seems to be qelatively slow compared to the notion of science which has became the breath of humanbeings.
5. This clearly indicates some sort of gaps between the breathing need (human cognition) of humanbeings and the political environment. Otherwise, what could be the reason of political issues in a broad philosophical outlook ? Sorry for my little knowledge !

I think we do not have to worry much about the problems in Terai. It was created by certain section of the Terai people only. Not all the Terai Basi has taken part in the movement except some Hindu radicals and the Indian/Pakistani nationals who want to get Nepali citizenship. India will not allow this to happen because any trouble in Nepal Terai will affect the security of India. Pakistani intelligence may infiltrate to destabilize the area. Further any separatist movements will be a grave warning to India’s vulnerable states like Kashmir, Assam, Nagaland etc. All we have to do is to watch the radical Hindus who instead of reforming the discriminatory part of the ancient scripts they are carrying out this stupid movement not realizing that it will harm them and their brainless Hindu Samrat more and their dream of Hindu Kingdom with Hindu Samrat as per the Hindu Scriptures will become more and more remote.

लहानको स्थिति नराम्ररी बिग्रिएको छ । यसअघि यस्तै स्थिति नेपालगन्जमा देखिएको थियो । सवैको प्रयास स्वरुप त्यसलाई साम्य पार्न सम्भव भएको थियो । पटक-पटक उठेर आउने मधेसी समस्याहरूको यस्तै थामथुमे प्रयासले मात्र समाधान होला जस्तो अवलाइ छैन । कुनै समूह वा व्यक्ति विशेषलाई दोष दिएर उम्किन खोज्ने माओवादीहरुको शैली झै नेपालका केही लोभी पत्रकारहरुले पनि सोही कुरालाइनै भज्दै समाचार प्रकाशित गर्ने गरेको पनि सवैलाइ थाहनै छ । समग्र मधेसका समस्यालाई काठमाडौंले बुझ पचाउन छोडेर कुरो चुरोमा पुगे मात्र समाधान निस्किन सक्छ भन्ने मेरो भनाइ हो । आज बारम्बार मधेसी नेताहरूले २ सय ३८ वर्षदेखिका समस्याहरू समाधान नभएका कारण यो स्थिति आएको बताउँदै छन् । तर माओवादीहरु आफूहरु चाहि आगामा ध्यू थप्ने अनि राजावादीका कारण यसो भएको भन्दै निर्धाको मुखमा धोचो छिराएर वहादुर वन्ने प्रयास गर्दैछन् भने सर्कार र अन्य दलहरु पनि माओवादीको निकट रहेर कुरा गर्ने गर्छन भने त्यो नपुंशक नीति हो कि हैन ? नेपालको अभिन्न अंग भएर पनि मधेसले कहिल्यै पनि राष्ट्रिय मूलधारमा समाहित हुन नपाएको पीडालाई उजागर गर्दै निश्चय पनि अहिले आफ्नो पिर ब्यथालाइ अभिव्यक्त गर्दैछन् । न त्यो राजाको समर्थनमा हो न त हिन्दु राष्ट्रका लागिनै हो । मधेस र मधेसीको राष्ट्रियतामाथि निरन्तर शंकाको दृष्टिले हेरिएको र तदनुकूलकै मधेसी विरोधी नीति सवै पक्षवाट अवलम्बन गरिएका कारण आज यो स्थिति आएको हो कि हैन ? नागरीकता नीति देखि हालैको अन्तरिम सम्विधानका प्रावधानहरुमा यदि मधेसी समुदायलाइ चित्त वुझेको छैन भने सो विषयहरु लगायत तपशिलका अन्य विषयमा सम्वन्धित पक्षहरु वसी सवैले वार्तागरी समस्या समाधान गर्न पट्टी लाग्ने हो कि राजावादी ले गर्दा या फलानाले गर्दा यसो भएको भनेर फलाक्दै हिड्ने ? निर्धाको मुखमा धोचो छिराएर वहादुर वन्ने माओवादीको नीतिको पछि नलगि मधेशको समस्यालाइ जतिसक्या चाडो सम्वोधन गर्न म सम्वन्धित पक्ष सवैलाइ हार्दिक अनुरोध गर्दछु ।

तराईलाई हेर्ने समग्र दृष्टी मै हामी मूलभूत दोषी छौं । अनुहार कालो देख्यो भने ईन्डियन देख्ने मुर्खता हाम्रो छ । कालन्तरदेखि यही रहेका सम्प्रदायहरु समेत अनागरिक बनेको पृष्टभूमिमा दोषी चस्मा पहिरिएर बसेका हामी दोषमुक्त रहन्नौ । तराईका नेपाली पहाडका नेपाली जत्तिकै माया गर्छन् यो देशलाई ।गैह्रनेपालीलाई नागरिकता तराईबासीले हैन पहाडियाले नै घुसखाएर दिएको हो किनभने तराईबासी नागरिकता बितरणमा आफैं ठगिएको छ भने उसले कसरी बिदेशिलाई नागरिकता दिन सक्छ ?
बसाइसराइ आजको हैन पहिलेदेखि नै चलिआएको छ । हाल अमेरिका, क्यानडा, न्युजिल्याण्ड वा अन्य मुलुक गएर ग्रिनकार्ड लिने नेपाली के कालन्तरमा त्यो देशले यो देशका अनागरिक हुन भन्यो भने सत्य त्यही हुने हो ? आसाम, मेघालय, भुटानमा समेत पहाडे मूलका नागरिक कहिले पुगे ? लेखाजोखा छ कसै सङ्ग ? नगरिकता बितरण कहिलेबाट सुरु भयो नेपालमा ? यसको ईतिहास धेरै लामो छैन । नागरिकता जग्गा किन्न समेत चाहिन्न थियो कुनै बेला । केवल जागिरखानेले नागरिकता बनाउने चलन पनि लामो होइन । निरक्षरताको प्रतिशत १०० कै हाराहारीमा रहेको पनि धेरै बितेको छैन । निरक्षर किसानलाई खेत जोत्न न नागरिकता चाहिन्छ न बाली भित्र्याउन नै । न बिहे गर्न चाहिन्छ न सन्तान जन्माउन । जसका जिजुबाजे बराजु यही जन्मे यही हुर्के तर न त नागरिकताको अभाव कहिल्यै भयो उनिहरुलाई न त बनाउने काम नै गरे उनिहरुले । पुस्तौंदेखिका भूमिहीन जस्ले त्यही माटोमा जन्मलियो मर्यो के उसका सन्तान अनुहार कालो भएकै भरमा अनागरिक नै बन्नु पर्ने अवस्थालाई न्याय मान्ने हामीले ? जस्को जिजुबाजेको जन्म नै यसै देशभित्रको जमिनदारको खेतमा भूमिहीन भएर भयो भने उसको अनुहारको रङ्गहेरेर भारतिय देख्नु कहाँ सम्मको न्याय हो हाम्रो ?
यसदेशका तराईबासीको रङ्ग भारतियसँग मिल्छ । क्षेत्रि-बाहुनको कुमाउँ-गडवालीसँग मिल्छ, शेर्पा-भोटेको तिब्बतिसँग मिल्छ, राइ-लिम्बुको सिक्किमे दार्जिलिङ्गेसँग मिल्छ के यी सबै उपरोक्त देशकै नागरिक भए ? पहिले न कुनै ब्यवाधान थियो बसाइसराइलाई न कुनै देशको रोक । बेरोकतोक नेपालीहरु भुटान, भारत, बर्मा, लगायतका ठाउँमा बसे । हाल भुटानि डुक्पाहरुले अनागरिक भनेर लखेटेका नेपाली मूलका शरणार्थिहरु वास्तबिक भुटानि हैनन् र? जो गैह्र नागरिक हो उस्लाई त तराईबासी नेपालीले गैह्रनागरिक भनेर नै देख्छ । हामिले त्यस्ता नेपालीलाई कति दिन आफ्नै देशमा शरणार्थी देख्ने ? भारतीय देख्ने ? कालो छालाहुनेको माया भारतलाई छ नेपाललाई छैन भन्ने सोचाइ नितान्त गलत सोचाई हो । पहाडेलाई भन्दा तराईबासीलाई देशको माया कम छैन । तसर्थ हाम्रो सोचाईमा आमूल परिवर्तन ल्याउन जरुरी छ जस्ले गर्दा सबै नेपालीसँग हातेमालो गरेर समुन्नत नेपाल निर्माण गर्न सकियोस्।

I have been pleading for a sane approach to the problem. call by the government for talk is a welcome step but I don’t understand why people are reacting so fiercly to the statements of Goit and Upendra Yadav. It takes time….Prachanda came and left the talks for 6 years but you expect madhesi leader to accept the “order “of talks by the government which murdered 5 innocent Madhesis just 2 days ago. And for Umeshjee, many of those murdered and injured in lahan are Muslims, you will not say they were fighting for your imagined”Hindu” State.
It will take time and both the sides should open all the channels to improve the environment for talks. I stll say that call by government for talks is not honest. It doesn’t specify what they want to talk. If the government is honest, they should call for a round table conference on madhesi Samasya in which all political Parties, armed insurgents group and civil society should participate.
And Umeshjee, I am a fan of your site but I will request you to be balanced on those issues. You have quoted Mahanth Thakur to prove your point….Pls get the words of mahant Thakur what he sais few weeks ago about madhesi samasya in a meeting before Ian Martin.
And we , Madhesis should not waste our time in counterattacking those cheap and insulting comments. If they keep on using such language, moderate voices in terai will be over and the state will have to negotiate with insurgent groups like JTMM……and my dear freinds in that case, your “Vishnu” is already down, even lord pashupatiNath will not be able to save Nepal from “Kathmandu”

Hi Commoner, do you know your history? if yes, then from where did you came? kust fell down from SKY of HEAVEN? If you donot know about your own history, then better ask your respectable parents / grand parnts first. I donot know who you are. But its pretty sure, you are neither Tharu, nor Newar or like, who are in Nepal Adibasi of Nepal, living for centuries and centuries….,
Even madhesie came in Nepal from India, one migration. But, I guess (if not sure, you and/ or your ancestor have migrated at leats 10 times, between and within country, Ftrom India to Nepal and from pahad to madhesh, for better life.
First look at yourself, before you make such sensitive comment.

Terai ma key huncha? It will be taken by Indian citizens. All these Madhesas who are clamoring for citizenship are prabasi indians. What was the population of Indians before 2017 V.S. Negligible. So how did the populations of these Madheses become so much. Most of them have migrated from India. Madhesas do not feel offended but that is the truth.

The comment by madan is very foolish in my view. Hey guy madan you first look at yourself in a mirror nearby. Have you ever realized that Madhesi have got nickname like Dhoti, Marsiya, Bhaiya etc by pahade people. Have you every analyzed the ratio of madhesi and pahadi people getting job into govt service? Do you have any idea any idea about the boudary of nepal when prithivi narayan unified it? Have you ever listened to the citizenship issue of madhesi?
It is true that madhesi are culturally more related to bordering india part but it does not mean that they are india. You must understand that people of nepali origin are fighiting in sikkim for separate country? Then why not madhesi, if they did not get liberty?
Do not only blame to india; also look at the figures of pahade there and also ask yourself for your morale and behaviour towards madhesi. Hope you will understant. Don’t add fuel into fire.

Great idea Madanjee!!! whats wrong if Madheshi get the satta of Nepal. Pahadi people did it for centuries. And what’s wrong if Madhesi people get support of India for to make their andolan success? DONOT forget that the present Janandolan also got shape after India and other countries supported- remeber the statements of JP, MAKUNE, Prachanda and others on this regards, its not that old story.
BUT, I prefer, Madhesi do theirself whatever they have to do to get their right of state, except voilence. I do favor non-voilent andolan.
What will happen in Terai now? U C, people are worried after the water went over neck. The rulars of Nepal never realise the real problem and are always reactive, rather than proactive.

King Gyanendra and his son paras along with their other family members must be sent to exile. This will solve the Terai problem!!! And also Ram karki and his mates should be prosecuted for killing of that Madhesi student ( Will be good lesson for other commanders before they open up another fire!!).
