तराईमा जारी आन्दोलनलाई मत्थर गर्न आठ दलबीच भएको सहमतिका बारेमा आजका पत्रपत्रिकाहरुमा समाचार छापिएका छन्। त्यसमा भनिएअनुसार अब तराईलाई ४९ प्रतिशत र पहाड र हिमाललाई ५१ प्रतिशत सिट बाँडिने छ। यो व्यवस्था जनसंख्याको समानुपातिक आधारमा गरिएको रे। त्यसो भए पहिले र अहिलेमा के फरक भयो त ? अब तराईका २० जिल्लाले कति र हिमाल र पहाड गरी ५५ जिल्लाले कति सिट पाउने भयो त ? यस विषयमा चासो लागेर आज दिउँसो नदुखेको टाउको डोरी बाँधेर दुखाए जस्तै गरी दुखाएको थिएँ। त्यस अनुसार थाहा भयो अब तराईले पहिलेभन्दा १२ सिट बढी पाउने भएछ। यति १२ सिटका लागि २९ जनाको ज्यान जाने गरी १९ दिन आन्दोलन गर्नुपरेको ?
गलत अर्थ नलागोस्, नेपाल टुक्राउन खोजेको हैन, हिमाल, पहाड र तराईका रुपमा छुट्याइएका जिल्लालाई तल अलग पारेर हेरिएको हो। यस अनुसार तराईका २० जिल्लाले पहिले २०५ निर्वाचन क्षेत्रमा ८८ सिट पाउँदै आएका थिए। यो ४२ दशमलव ९२ प्रतिशत थियो। अब ४९ प्रतिशत भनेपछि १०० सिट पाउने छन्।
पहिले तराईका यी २० जिल्लामा यति सिटको व्यवस्था थियो-

अब यी जिल्लामा जनसंख्याका आधारमा निर्वाचन क्षेत्र बढ्नेछ र थप १२ सिट यो समूहले पाउनेछ। माथिको नक्सामा २०५ निर्वाचन क्षेत्रलाई आधार मानेर त्यसको प्रतिशत अनुसार सिट संख्या निकालिएको हो। तर दलहरुबीच एउटा अर्को सहमति के पनि भएको छ भने जिल्लाहरुमा पहिला जति निर्वाचन क्षेत्र थियो, त्यसलाई कायमै राख्ने र जनसंख्या बढेको तराईका जिल्लाहरुमा भने निर्वाचन क्षेत्र बढ्नेछ। त्यसैले अब परम्परागत २०५ क्षेत्र हुनेछैन, यो संख्या बढ्नेछ। त्यसैले माथि भनिए जस्तै ठ्याक्क त्यति नै सिट तराईले पाउने भने हैन।
पहाड र हिमालका गरी ५५ जिल्लाले पहिले ११७ सिट पाएका थिए। यसमा पनि हिमालमा जनसंख्या कम हुने गर्छ। तर पनि भौगोलिक विशिष्टताका आधारमा कम्तीमा एउटा सिट छुट्याउनु पर्ने हुँदा हिमाली क्षेत्रले पाउने सिट पहाडी जिल्लाको कोटाबाट नै हुनेछ। अर्थात् जनसंख्याको आधारमा तराईले जति समानुपातिक सिट पाउने हो, पहाडले पाउने छैन। किनभने पहाडले हिमाललाई ‘न्याय’ गर्न आफूलाई ‘त्याग’ गर्नेछ। कान्तिपुरका प्रकाशित समाचार अनुसार यो व्यवस्थाबाट पहाडमाथि अन्याय हुने भन्दै त्यसो नगर्न आठ दलको बैठकमा एमाले र जनमोर्चाले अन्तिमसम्म अडान राखेका थिए रे।
यो आन्दोलनको सबैभन्दा ठूलो सफलता नै पहाडको तुलनामा तराईले जनसंख्याको समानुपातिक आधारमा बढी सिट पाउनु हो। सोझो अर्थमा बुझ्ने हो भने तराईको सिट संख्या पहिलेभन्दा बढ्नेछ।
यो माथिको सिट भयो पहिलेको संसदीय निर्वाचनमा जस्तै प्रत्यक्ष निर्वाचनबाट चुनिने प्रतिनिधि। अर्थात् जसले बढी मत पायो, उ विजयी हुने। संविधान सभाको निर्वाचन मिश्रित प्रणालीबाट गर्ने निर्णय भएकोले प्रत्यक्ष निर्वाचित हुने बाहेक प्रत्येक दलले पाएको मतका आधारमा पनि निश्चित सिट पाउने छ। अर्थात् कुनै दलले ३० प्रतिशत मत प्राप्त गर्यो भने १०० सिट रहेछ भने ३० सिट पाउने भयो। पहिले यस्तो समानुपातिक मत प्रणाली अनुसार २०४ सिट बाँडिने भनिएको थियो। संविधान सभाको कूल सिट ४२५ हुने भनिएको थियो। अब त्यो संख्या पनि बढ्ने छ।
मैले बुझेको यस्तै हो। यस बारेमा अझ बढी ज्ञान भएकाले आफ्नो ज्ञान बाँड्नुस् है।

Hami Parliament join garna haina ki “Tapai jasta lai Parlaiment baat sadhai tadha rakhna lai yaha chhau”. Of course, Now onwards, real representatives of madhesis will go in parliament as well, but not me (and hopefully Rakesh as well, sorry Rakesh for making comment abt you). But we will be always around the parliament to make sure that they are doing what they are meant for.

You are misleading the readers by only pointing towards the parliametary seats. You need to link this unrest and its “achievement” with the concept of fedralism which the PM has assured about. We need debate on this issue, because we know very little about this, particularly the cost and implications it has.

Umesh jee ou did a nice job to come out with a version of the agreement. When you look at the figres only, it may seem that Terai will getonly few more seats but it in essence it will change the structure of constituent assembly. As rosy says , it will have tremendous effect on morale of madhesi members of constituent assembly. What you also fail to understand that there is great difference betwenn job of a parliament and constituent assembly.head counts are not that important during deliberation of CA. For more information I put some of the words of one of my freind in his article published in kathmandu post 2 days ago. Exact modalities of rearrangement should be done during negotiations.

While some time ago there were mainly two types of people in Nepal- Nepali and Madheshi, it now seems those two types of people are- Pahadi and Madheshi, both being Nepali. Madhesi will put forward some other demands soon, unless Upendra Yadav gets assurance that he will get parliamentary ticket from Nepali Congress for CA Election.
The best strategy to subside the future movement is to give NC membership to Upendra Yadav by Girija Babu and assure his candidacy. I am sure that it will solve the problem.

I like your critical anlysis and the issues you raise to discuss. But this time, it seem surface evaluation of the madhesh movement.
yeh, the issue raised was the re-arangement of parliamentary seat, but it is linked with the fundamental rights. Its qualitative matter, rather than quantitative.
Moreover, it has reaised too many questions on the political as well as social arena of Nepal- lots of debates will go on now onwards. I am pretty sure, it has forced to change the attitude (in fact, still not from heart) of state.
I hope, you will go in depth and come up with some nice issue on this resolution.
Anyway, its good that we can leave peacefully. Lets wish and act together for sustainable peace in Nepal.

This is not going to solve the problem because the intention of Madhesi Janaadhikar Forum is quite different from what they have demanded.They know that the number of seats will not significantly increase. you will all see how they change the demand within a a week. Now they have no issues left for their vested interests.All the people of Terai should ask MJF about what they got from this disarray. This MJF is an overground outfit of Goet’s JTTM.
