ऐतिहासिक कामहरु भइरहेको नेपालमा आज फेरि एउटा अर्को ऐतिहासिक काम भएछ। सैनिक मुख्यालयले पहिलो पटक एक वरिष्ठ सैनिक अधिकारीलाई कारबाही गर्न रक्षा मन्त्रालयलाई पत्र लेखेछ। राजनीतिक वक्तव्य दिएको भनी विवादमा परेका पश्चिम पृतनाका कामु पृतनापति दीलिपशमशेर राणालाई सैनिक मुख्यालयले पदीय दायित्वबाट मुक्त गरी राजधानी फिर्ता बोलाएछ। अब थप के कारबाही गर्ने हो, त्यो रक्षा मन्त्रालयले निर्णय गर्ने रहेछ। मलाई अचम्म लागेको चाहिँ के हो भने राणाले जे बोलेका थिए, त्यो उनको व्यक्तिगत विचार थियो होला र ? सेनाका उच्च अधिकारीहरुलाई थाहा नदिइकन त्यस्तो वक्तव्य उनी एक्लैले दिन सक्थे होला र ? अनि व्यक्तिगत भएको भए किन सेनाले त्यो १५ पेजको वक्तव्यलाई आफै प्रचार गर्थ्यो र ?
जनआस्थामा पत्रको प्रतिलिपि समेत राखेर प्रकाशित समाचार अनुसार सेना परिचालन हुन सक्ने भएकोले तयारी अवस्थामा रहन सैनिक मुख्यालयले नै सर्कुलर जारी गरेको थियो। सेनाको अपरेशन हेर्ने बलाधिकृत विभागअर्न्तर्गतको युद्धकार्य निर्देशनालय (डीएमओ) ले सेना परिचालन गर्नुपर्ने परिस्थिति सिर्जना भएको संकेत गर्दै सोमबारकै दिन बिहान नौ बजेर चौबीस मिनेट जाँदा पश्चिम पृतनालाई एक पत्र पठाएको थियो भने त्यसलगत्तै पृतना सम्मेलनमा गरेको भाषणका कारण विवादमा तानिएका जर्नेल राणाले सम्हालेको पश्चिम पृतनाले आफूअर्न्तर्गतका बाहिनी एवं स्वतन्त्र गणहरुलाई डीएमओले पठाएको सो पत्रको हवाला दिँदै तयारी हालतमा रहन भनेको थियो । जनआस्थालाई उपलब्ध पश्चिम पृतनाले मातहतका बाहिनी एवं गणहरुलाई पठाएको सो पत्रमा भनिएको छ- ‘नेपाली सेना परिचालन हुनुपरेको अवस्थामा एड टु सिभिल पावरका लागि आवश्यक पर्ने सामग्रीहरु तयारी हालतमा राख्न, राख्न लगाउनु हुन भनी बलाधिकृत विभाग (युद्ध कार्य निर्देशनालय) को फ्याक्स म्यासेज २६४४ को अफ २२०९२४ बाट लेखी आएको हुँदा सोहीअनुसार तयारी हालतमा राख्नू ।’
पछि सभामुखले प्रधान सेनापतिसित स्पष्टिकरण लिँदा उहाँले त्यो राणाको व्यक्तिगत विचार हो भन्नुभएछ। नेपालमा व्यक्तिगत विचार भनेर पन्छिने अनौठो र सजिलो चलन छ। सार्वजनिक पद धारण गरेको मान्छेले सार्वजनिक अौपचारिक समारोहमा पनि व्यक्तिगत धारणा व्यक्त गर्न पाइन्छ। अप्ठेरो नपरे आधिकारिक अनि अप्ठेरो परे त्यही धारणा व्यक्तिगत। प्रधानमन्त्रीले सेरेमोनियल किङसम्बन्धी विवादास्पद अभिव्यक्ति दिँदा पनि व्यक्तिगत धारणा भनिएको थियो।
राणाको मुखबाट बोल्न लगाएर जनता र दलका नेताहरुको नाडी छाम्ने प्रयास त गरेका हैनन् सेनाको एक अनुदारवादी समूहले ?

In any issue, we people like to comment a lot. Our blood is already very much politicised. Brig. Rana made a mistake by commenting on Political parties and and political issues, altough he was right. As a Military official, he should not talk of politics.
But onething, we must very much clear that Military organization is very differnet from the Civil society and runs differently. We should not influenced Military politically otherwise, it will become like Nepal Police (Currupt, Useless, Moralless and ……).
We should keep at least some respect to our National Army, which is changing toward the right direction (after the shadow of Saha Dynasty). Without support of people and political parties, it can’t change ownself.

Now Katuwaal is trying to save his ass by blaming Jabara only. both Katuwal and Jabara must be fired for orchestreting such grand design! Jabara may just be the tip of a iceberg!

सेनाको प्रकृति जनमानसबाट अलग हुनु नितान्त जरुरी छ| सेनाले कुनै किसिमको राजनितिक नेता बन्नुहुँदैन र राजनितिमा चासो पनि राख्नु हुँदैन,साथै कुनै पनि नेताले सेनाभित्र राजनिति घुसाउनु प्रयत्न गर्ने या त कामरेडहरुले जस्तो राजनितिक प्रशिक्षण दिने काम पनि उचित हुँदैन, बिषेश गरेर बहुदलिय प्रणालीमा|यस्ता कुराले सेनामा विखण्डता ल्याउन्छ|जसले गर्दा National Security आँच आऊदछ|
Army should follow the single chain of command.It’s quite important for them to get focussed well towards their orders.So its better they are left on their own rather than cribbing much on them about their territory.Army is army we can no way compare it with civilians and bother unnecessarily.And this distinction is the strength of the army.Lets not confuse ourselves.
In contrary, army should strictly comply with the Human Rights and their own court martials.

Whatever goes on, sober Nepali people are again very much frustrated and giving up the hope of any better future. All the matters started to be like NA JANE GAUN KO BATO NAI NASODHNU (= don’t ask route to the village where you don’t intend to go).
It has been difficult for ordinary people to distinguish who is better, the “old mad elephant” or the prexisting “leeches” and emerging “hyena-like” racist creatures. It is the fact that sober Nepali people were trampled by “old mad elephant” and sucked by “Leeches” yesterday, and will be bitten off by “hyenas” in the future.
We endured the tyrant feudalism, normless anarchism and now entering the era of naked racism. No expectation of any good fate.

king wanted to know the reaction of people. dont trust them. wotever army says its autocratic type of structure inside it. until it restructured, nothing can come good from army.
there is still probablity of coup after maoists weapons are locked totally.
the move of king to london is just a drama to distract mind of people to hatch conspiracy inside easily.

I am sure poor rana became the scapegoat whereas katuwal and the high brass (esp anti democratic forces)who secretly wants to get back the monarch to secure their own positions shied away from the ploy they have been secretly plotting to suppress new developments in nepal.
Rana just carelessy messed it all.How could they easily give up their old traditions.They cannot see the power fading away so easily.

Once Prazwal made such a statement in the Military Academy in Shivpuri.But all Nepalese have forgotten that.We have peculiar forgetting habits.At that time also, King told to do so and this time also the King is behind it through Dhane (Katuwal). In Nepal, there is a way to save the person accused by saying it is the personal opinion. How a General in uniform at the formal program can speak his personal thoughts ?
In the final anlysis, this is handi gaon.

I agree, this was a deliberate effort by “some mysterious animals” to fathom public opinion and guts of leaders.
I appreciate Speaker subhash Nembang who wasted no time and summoned army chief to clarify. he has shown the guts that politicians need to show at this moment. Government should waste no time and sack That Rana. What about a court martial by army. I don’t know about “Sainik ain”. Will somebody shed some light on this aspect. It would be better that action is taken by the same bunch of generals who may have instgated Dilip samsher.

Well, there are two parts of this problem:
The first one is about General Rana’s comments on Nepal Army’s mobilization to curb the Terai Violence and against potential Maoist revolt in the future. I think from a security point of view, an Aarmy general can make these kind of comments, especially in the Western world, where many believe that the military is well-developed in terms of professionalism and respecting the civilian leadership.
The second part of the problem, which is worrisome and deplorable, is General Rana’s comments on Nepal’s political parties. He said that the maoists grew up to this stage because of political parties’ incompetence including corruption, bad governance, and such. Although this is true, the military which fucntions under the civilian leadership in democracy, doesn’t involve commenting in political matters. So, General Rana made a bluder mistake with this regards.

I heard that everything of American President is public. Whatever he says, he writes (to his family, friends or ..). It is good that he can’t escape it is my personal view. In Nepal we need a similar rule that a person holding office can’t make personal comment in public media. He may say his personal comment in privat life. Then only we can get rid of this vice. Otherwise it will continue.
Can office in Nepal Army make personal view on policy of army? I think he have to follow the order.If he make question or think differently he will be sacked. So, there is no scope of personal view on NA operation.
But it is Nepal. And, handigaun is in Nepal.
