आर्थिक अनियमितताको आरोपमा वारेन्टेड व्यापारी सीताराम प्रसाइँलाई माअोवादी भ्रातृ संगठन वाईसीएलले नियन्त्रणमा लिएको छ। वारेन्ट जारी भए पनि उनी खुला हिँडिरहेका थिए र प्रहरीले केही गर्न सकेको थिएन। हिजो अपराह्न कमलादीबाट प्रसाइँलाई अपहरण गरिएको बताइएको छ। बुझिए अनुसार अहिले दिउँसो २ बजे वाईसीएलले यस बारेमा पत्रकार सम्मेलन गर्नेछ रे। त्यसपछि उनलाई हनुमानढोकामा प्रहरीलाई बुझाइनेछ रे।
वारेन्ट जारी भएको लामो समयसम्म पनि उनलाई प्रहरीले गिरफ्तार गर्न सकेको थिएन। उनी खुल्लमखुल्ला हिँडिरहेका हुन्थे, सार्वजनिक कार्यक्रममा समेत सहभागी भइरहेका हुन्थे भने प्रहरीको रेकर्डमा भने उनी फरार अपराधीको सूचिमा हुन्थे।
केही अघि त मन्त्री, उच्च नेता र सुरक्षा प्रमुखहरुलाई समेत डाकेर प्रहरी कै सुरक्षा घेरामा भोज खुवाएका थिए उनले।

I wonder whether so called YCL is legitimate organization to handle the social issue in our country. It is an example of the miserable condition of state. I also wonder to read some comments that encourage YCL to go beyond the law. Who is legitimate: YCL or state authority? YCL hands over “wanted” Prasain to police

KATHMANDU, June 4 – The Maoist youth wing Young Communist League (YCL) Monday handed over “wanted” former chairman of Nepal Cottage and Small Industries Development Bank (NCSIDB) Sita Ram Prasain to Kathmandu Police during a press meeting this afternoon.
The YCL had taken Prasain – against whom the government had issued arrest warrant for involvement in financial irregularities — under its custody Sunday alleging the police of “showing no interest in making his arrest.”
Talking to ekantipur YCL Kathmandu Valley in-charge Sagar said that he had questioned the businessman regarding the irregularities.
“We handed Prasain, who has been involved in corruption and irregularities to the police to take action against him,” Sagar said, adding, “We took this step to begin the process of building a corruption free new Nepal.”
He said, “Although Prasain admitted of committing financial irregularities, he maintained that no arrest warrant had been issued against him.”
Immediately after handing over Pasain to the police, the Kathmandu District Police Office promised to keep Prasain under custody until he pays back the government loans, Sagar said.
Under directions of the Nepal Rastra Bank, the Police Headquarters had issued arrest warrants against Prasain and other senior officials of the financially-troubled bank on charges of extending loans with the intention of fraud, causing a loss of Rs 280 million to the bank on August 22 last year.
The arrest warrant against Prasain was issued after Nepal Rastra Bank forwarded a number of cases to the financial crime branch of Nepal Police after its initial investigations found that some of the cases attracted the Fraud Section of Civil Code.
Prasain, however, has been brazenly attending public functions and is currently the chairman of Universal Tours and Travels, the general sales agent of Korean Air.
Despite the claim that police headquarters had circulated the arrest warrant to all its regional offices, Kathmandu District Police sources said it never received such a warrant.
Prasain has been kept at District Police Office, Hanumandhoka.

Though, in the face of it, the action by YCL may seem justified but it is sheer example of hooliganism of YCL. This should be checked immediately else anyone can become authority onto themselves. Whatever the crime, if justice is sought in this manner, it will only invite dictatorship and chaos.
I think Mr Prasain should file case against YCL head on defamation and illegal kidnapping. YCL should immediately stop behaving like criminal hooligans, whatever the cause. They should stop thinking themselves above the law. YCL should help law not be a separate law onto themselves. Their aim to wipe corruption may be right but the way they are trying to achive is grossly wrong. The action by YCL must be condemned at all cost.

Do you guys think we have law functioning in our country. Its not. If it was he would have been arrested long before. Today, we all agree YCL is not the legal body, what about are we Nepali all living in Nepal legally. Do we have right to capture someone who is corrupted and hand over to police? Thats what I believe YCL should do. Again, once he is gone to the hand of police he will be freed by one call from Girija or situala. If law has been working we Nepalese would not face any trouble in daily life. Someone else killed somebody police charged the innocent person, this is how our law is working in our country.
Well done YCL, what you have done is for the welfare of Nepali people, which we should appreciate without bias.

All this problem is happening only because so called appropriate body for law and order is not still an appropriate body. I think YCL should only target all smugllers, some old highly corrupte ministers, army head, parase including gyanendra if they can. But giving trouble to ordinary people. Do not destroy pubic assets, evern do take revenge with local small business or politician. If you can fix big police officers, politicians, armies if you think you people can really give justice to ordinary people. Many years ago, i was caught for not having a bike license. The reason was i was delayed and had to go on my friends bike to reach Exam spot. I was half way and the police checked me and for my innumerous requests and lots of begging, he didn’t listen to me and sent my bike to their local Police station. I, as a student, got late by one hour and my exam didn’t went well.
Few weeks ago i read about Sitaram Prasai and his daring party goings. I then was thinking and comparing myself like ” jo sanga power cha, teslai ta police ley pani chudaina rahecha, yesto bhutra ko sasaaan..”
but YCL corrected my thoughts. YCL you should be in police and these Nepal Police must be removed by your people. Good Work

Normally, I don’t like to see any group taking law into their own hands. This creates anarchism.
However, in this case, YCL has my support. They are doing what law enforcement authority has been avoiding.
Likewise, YCL should bring Khum Bahadur, Govindaraj Joshi, Piyush Bahadur Amatya, Chiranjivi Wagle, Sujata Koirala, Iswar Pokhrel, Bamdeve Gautam, Deb Bahadur Sheuba, Prakash Man Singh and many other corrupt persons and loan defaulters.
By the way, those who are using many raised through extortion should also be brought to the justice. In this category, the YCL should also not spare Prachanda, Baburam and others.

No doubt, Corrupted person should be punished but it should be via appropriate body and law. YCL is an organization affiliate with one particular party not a government body and authentic law enforcement body.
The reason may be anything, abducting can’t be tolerated. It just a way to deter its opponent showing their presence. They can blame their opponent parties’ members and doing the same thing, something like in Rolpa these days.
If they really dream about NEW NEPAL, try to establish the GOOD SYSTEM where law and order will be same for all; not vary due to their believes and ideology and everybody should be punished per their deeds not per their affiliation.
Try to create such environment that every people can feel the presence of GOVERNMENT not a particular allied organization.

पक्राउपूर्जि जारि गरिएका तर हालसम्म प्रहरि प्रशासन देखि लिएर राज्य संयन्त्रको जिम्मेवार कुनै पनि निकायले फेला पार्न नसकेको साथै राजनैतिक संरक्षणमा खुलेआम रुपमा आफ्नो दैनिक कृयाकलाप संचलन गर्दै अनेक नेता,कर्मचारीलाई भोज खुवाउदै हिडिरहेका यस्ता भ्रष्ट ब्यक्तिलाई हिम्मतका साथ वाईसिएलले पक्राउ गरेको हो भने त्यो स्वागतयोग्य कदम मान्नुपर्छ भन्ने मेरो ब्यक्तिगत ठहर छ | तर वाईसिएलले कुनै पनि शारिरिक रुपमा वा अन्य कुनै सजाय नदिई सबैका सामु सार्वजनिक रुपमा सम्वन्धित निकायमा बुझाउँनु पर्छ | अनि हेर्नुपर्छ त्यहाँवाट गरिने कानूनी कार्यवाहि र राज्यद्वारा गरिने दण्ड तथा सजाय | वाईसिएल-तिमिहरुले भ्रष्टनेता देखि कर्मचारि र ब्यक्तिहरुलाई यसैगरि समातेर सार्वजनिक गरि सम्वन्धित निकायमा बुझाउने र उचित कार्यवाहिको लागि जनदवाव दिदै जाने हो भने अवश्य सफल हुने छौ न कि आमजनतालाई असर पर्ने गरि बिभिन्न प्रकारका ब्यबधान उत्पन्न गरेर | भ्रष्टाचारिहरु सबै हाम्रा दुश्मन हुन त्यसैले उनिहरुलाई खोजिखोजि यसरि नै कार्यवाहिको लागि ल्याएको खण्डमा सवैको स्यावासि पाउने छौ | तर यसको नाममा अराजक गतिविधि गरेको खण्डमा भने हामि जनतालाई सहृय हुने छैन | असल राजनैतिक संस्कारको विकाशमा जोड देओ भन्ने हाम्रो आग्रह हो | अर्को मुख्यकुरा राज्यद्वारा संरक्षित भएर ज-जस्ले अनुचितलाभका लागि गलत कार्य गरेको छ उनिहरुलाई पनि एक-एक गरि यसैगरि नै सामाजिक कार्यवाहिको घेरामा ल्याएको खण्डमा अझ सुनमा सुगन्ध हुने छ | यस घटनाले प्रहरीको कार्यदक्षतामा समेत प्रश्न चिन्ह खडा गरेको छ | एका तिर फरार ब्यक्तिको सुचिमा रहनु अर्को तिर उसैले सार्वजनिक रुपमा आयोजना गरेको भोजमा भोका नेता देखि कर्मचारी लगाएत बरिष्ठ अधिकारी उपस्थितमा प्रहरिले निरिह भएर सुरक्षा प्रदान गर्नु लज्जास्पद घट्ना हो |

Good work YCL, I know it is not your job to do the state/police has to do this but never mind, its our (citizens) job to support to the state/police.
I know it is not easy to do so. You will have to go through so many difficulties. I saw such words in comment box as wel, and i wouldn’t get surprize if there are chanting against in the parliament. so be prepare to face and keep it up. we support you for this good work.

No doubt, YCL has done a great job but YCL should handover Prasai(number one criminal or anti social element) to police. YCL has done the job when government is too slow to arrest and inquire him.This could be considered as a big help to police as well. So before criticise this action, lets think-Prasai is our common enemy and he deserves severe punishment.
