एसियाली विकास ब्याङ्कपछि अब विश्व ब्याङ्कले आफ्नो स्वार्थका लागि नेपाललाई सहयोग रोक्ने चेतावनी दिएको छ। बल्लबल्ल नेपालले अडान लिएपछि एडीबी ठीक ठाउँमा आएको के थियो, वर्ल्ड ब्याङ्कले चेतावनी दिइहाल्यो।

व्यवस्थापिका संसद अर्थ समितिले विश्व ब्याङ्कले राष्ट्र ब्याङ्कलाई अनावश्यक दबाव दिएर नेपालको सार्वभौमिकतामाथि नै हस्तक्षेप गरेको ठहर गरेको छ । नेपाल ब्याङ्कको व्यवस्थापन विदेशीलाई नदिएमा नेपाललाई उपलब्ध गराउँदै आएका सबै किसिमका सहयोग रोक्का गर्ने विश्व ब्याङ्ककको चेतावनीपछि अर्थ समितिले यस्तो ठहर गरेको हो ।
विश्व ब्याङ्कले सहायता जारी राख्न राष्ट्र ब्याङ्कको व्यवस्थापन पाँच वर्षम्म सम्हालेको आइसीसीलाई नै दिनुपर्ने अडानसहितको पत्र नेपाललाई पठाएको थियो । यसै विषयमा जानकारी लिन समितिले मङ्गलबारको बैठकमा कायममुकायम गभर्नर केबी मानन्धरलाई बोलाएको थियो ।
गर्भनर मानन्धरले व्यवस्थापन सहमतिपत्रमा हस्ताक्षर भइसकेपछि आईसीसीले पहिलो एक महिना आफूले व्यवस्थापन सम्हाल्ने र बाँकी पाँच महिना अर्को अमेरिकी संस्था आईबीटीसीआई दिनुपर्ने शर्त राखेको बताए । उनले भने- “आईसीसीको त्यस्तो शर्त राष्ट्र ब्याङ्कलाई मान्य नहुने जानकारी दिएपछि उसले एक्कासी व्यवस्थापनबाट हात झिक्यो र विश्व ब्याङ्कले सहयोग रोक्ने पत्र पठायो ।”
विश्व ब्याङ्कले छ महिनापछि ब्याङ्क व्यवस्थापनको जिम्मा नेपालीलाई दिए पनि सञ्चालक समितिमा एकजना विदेशीलाई अनिवार्य राख्नुपर्ने शर्त पनि राखेको उनले जानकारी दिए । “आईसीसीले अगाडि सारेको अमेरिकी संस्था आईबीटिसीआईको सम्बन्धमा नेपाल राष्ट्र ब्याङ्कलाई कुनै जानकारी छैन”- उनले भने ।
गभर्नर मानन्धरको भनाइ सुनिसकेपछि समितिका सदस्य सांसदहरूले विश्व ब्याङ्कले अनावश्यकरुपमा हस्तक्षेप गरेको भन्दै उसका कुनै पनि शर्त अबदेखि नमान्न सरकारलाई आग्रह गरेका थिए । “विश्व ब्याङ्कका शर्तहरू मान्दै गए मुलुक नै हेपिदै जानेछ बरु सहायता रोक्छ भने रोकोस्”- आक्रोशित हुँदै सांसदहरूले भने । सांसदहरू डा. मङ्गलसिद्दी मानन्धर, डा. डिल्लीराज खनाल, विनयध्वज चन्दलगायतले यस्तो बताएका हुन् ।
उता, विश्व ब्याङ्कको चेतावनीपूर्ण पत्रपछि अर्थ मन्त्रालयले पनि कडा प्रतिक्रिया दिँदै पत्र पठाएको मन्त्रालयका सहसचिव विमल वाग्लेले जानकारी दिएका छन् । “कुनै पनि दातृ निकायलाई कडा शब्दमा लेखेको पत्र यो नै पहिलो हो”- वाग्लेले भने- “यहाँको यथार्थतालाई नै नबुझी पत्र लेखिएको छ र अबदेखि यस्तो प्रकृतिको पत्र नलेख्नू भनिएको छ ।” [स्वससे]

I think it is important to understand the role of the World Bank. It is a money lending agency —but with a lot of strings which they attach to the recipients.
Here are some:
a. The World Bank only talks about DISBURSEMENT. How the government actually spent the money, with our without corruption, is a secondary matter in practice.
b. The WB is primarily interested in selling the loan where it is beneficial to themselves in the first place.
c. In reality, Million Development Goal (MDG) and poverty alleviation, etc., of the World Bank is only a slogan just like the empty slogan WHO had advocated sometime back, that was HEALTH FOR ALL by 2000 which was never achieved.
d. If not all, certainly a majority of the World Bank initiated and implemented activities and consultancies are overpaid and do not take the reality of the ground into account.
c. The host government bureacracy, like in Nepal, is so much used to grant money that they do not differentiate between a grant and a loan. Thus, they are responsible for putting Nepalis into debt to their tuppi.
d. The World Bank is good in selling loans to host coutry through their sales agents which are nicely disguised as host country consultants on a high fee.
e. All successess of the project, if there is any, are owned by the WB and, all failures are attributed to the host country government. The Melamchi water project is one such example.The failed and flopped Primary Education Project ($22 million) is another one to name a few.
f. The WB and its functionaries like ADB know it very well who are the commission agents, but remain quiet or even pamper them to sell the loan at their interest. In fact, as I said, the WB conveniently employ high profile people as consultants to take them on their side and keep them on their roaster so that they will not be critical of the WB functions.
g. Certainly, there may have been some projects which have in some ways benefitted the country and its people. However, if you see the amount of money spent vs. the benefits, you would wonder where all that money went to.
h. Ok, the World Bank often says that we give a loan as per the demand of the host country government. The World Bank knows it very well the host country government may not be asking what really benefits the people as a whole, or their demands may have been biased by certain short-term political goals. In such cases, the WB and its high paying and high flying consultants could have proposed what benefits the country most. Why don’t they do it?
i. The WB knows who took what commission or who will be benefitted the most financially from a certain contract under the WB funded activities. They remain quiet but open their mouth when their interest is not served. Are they really for the poors? One wonders.
j. The Basic Primary Education project(some years back) was ill designed to say the least. Irrigation Project (some years back) gave benefits to Karki fellow of which the WB is well aware of, but the WB decided to be on the side of the power. The intended beneficieries were deprived of their rights.
I can go on and on but I think you got the point.
I don’t have any problem if the WB consulatnats and staff fly first class but the services they provide is not first class; it is the worst than third class.
Almost everyone in the WB behaves like a sugar daddy and big colonialists. Our bureacracy serves them, instead of serving the poor people of the country. Mahat is not different. They always look for a job in the WB and the WB always holds it as a lollypop for the aspiring politicians, bureacrats and so called experts.
If the WB is really interested in the development of Nepal, they can turn our country around to make rich like Saudi Arabia but with a secular and practicing democracy.
Will the WB pay heed to what I have said here which is only a tip of the iceberg.

There are some facts we all Nepalese need to remember
1. Nither of the international organizations work for Nepal, They all work with their selfishness.
2. Every organization are business.
3. Our Decision Makers make decision and sign on agreement as per their benifit.
4. Our leaders think All Nepalese are unaware of the circumstances.
But the fact is that, World is a global Communication room, where everything is transparent, and each and every people have the same amount of brain.
The only difference is that one may think of onself only while other for country and community. One may think for today only and other the world after next decades.
Anyway
Let’s all agree on statement “We have the responsibility to hand over a Best culture to our ancestors” to save our inheritence.

Everyone seems to be quite right in this issue. This is where our voice unites. Well as far as I know all these International Organizations do have corrupted staffs within them who can manupulate issues very well and can turn issues if given satisfaction. This is not only an issue of Nepal but throughout the whole world I mean developing countries. Well of course these kind of organizations can raise their voice in a country like ours where corrupted leaders are given clean chit. What a pity of the poor citizens of our country who want nothing more than a stomach full of food and a roof above them and a piece of cloth that could hide their shame. And what an opportunity it has been for the leaders of our country, I mean all leaders who have led the country to misutilise the demand of the citizens to fill up their own store leaving nothing for the people to taste.
As a Nepali I would of course say we should no more beg upon all these foreign organizations for help since we have good manpower, but the decade long conflict has left nothing for us to move forward with and it is a fact that most of our manpower are abroad trying to escape the country’s present situation so I would have to say yes leaders do take your decisions wisely so that no Nepali does ever have to suffer because of your stupid decisions.

We simply do not need WB. WB does not work for Nepali people. It is a treasure of corruption. All world bank project in Nepal (e.g. Roads, Irrigation) are filled with corruption. Do you remember last chairman/president of WB? He resigned, why? Because of corruption. He promoted his girl friend and so on.
They will simply bend if we take firm stance like ADB.

Binod, you have raised a valued point. I agree with you in terms of corruption and a dramatic action against the members who made millions/trillions of rupees corruption. There are dozens of corrupted leaders pilling off the nation in slow motion; there is no law and order to discipline them. That is why the WB couldn’t trust the government…and of course I would do the same had it me.

-बिन लादेन, जो व्यक्ति आफगानिस्तानलाई रसियाबाट फुटाउदा खेरी बिनलादेन अमेरिकी तर्फबाट सर्वोच्च कमाण्डर थिए आफगानिस्तानमा त्यतिखेर लादेन अमेरिकाकोलागी प्रजातन्त्रप्रेमी थिए। त्यसै को सहयोग बाट आफगानिस्तान पनि टुक्रायो, तर जब आफगानिस्तान पनि अमेरिकाबाट स्वतन्त्र हुन खोज्यो स्वत आफगानिस्तानीहरु आतंकबादीको बिल्ला भिराईदियो। र स्वत लादेन पनि आतंकबादी भयो।
-अनि सद्दामहुस्सेनको कथा पनि उही हो, जो व्यक्तिले अमेरिकाको सि आई ए(CIA) एजेन्टमार्फन इराकको राजाको हत्यागर्न लगायो त्यतिखेर हुस्सेन अमेरिकाको लागी प्रजातन्त्रप्रेमी थिए। तर जब हुस्सेनले आफ्नो देश अमेरिकामा बन्धक राख्न चाहेनन् त्यसर्थ स्वत आतंकबादि ठहरियो र मृत्यदण्ड दिन पनि भ्याईसक्यो।
– अब बाँकी रह्यो चीन जुन अमेरिकाको अन्तिम लक्षहो चीनलाइ हान्ने र चीनलाई फुटाउने, जस्को लागी अमेरिकाले दलाई लामालाई हतियार बनाउदैछ। जस्को माध्यमबाट लादेनले आफगानिस्तान फुटाएझै अब दलाईलामामार्फत चीन फुटाउन कोशिस गरिरहेको छ। तर अहिले विश्वको उदियमान शक्तिराष्ट्र चीनमा अब भने अमेरिकाले सोचे जस्तो आफगानिस्तान र इराक बनाउन चाही न्वारानदेखिको बलले पनि धौ धौ पर्छ, त्यसपछि स्वत अमेरिका स्खलित हुन्दैजानेछ।
-नेपाल गिरिजाको बिर्ता भनेझै यो संसार अमेरिकाको बिर्ता हो । त्यसर्थ हामी सारा निर्धो देशको नागरिकहरु अमेरिकाले हाम्रो आच्ची खा भन्दा पनि खानैपर्छ। तर अरु शक्तिशाली राष्ट्र रसिया, चीन जस्ता राष्ट्र्हरुसंग चाही अमेरिका चुँ!! पनि गर्दैन।
त्यही भएर हामी सारा नेपालीबासीहरु वासिङ्टन र नया दिल्ली देखी CCTV जडित remote control बाट सन्चालित छौं। जहाको operator हरु बुश र भारतको टाउकेहरु छन। अनि यता नेपाल देशमा ईन्धन सकेको बखत त्यो फेरी ईन्धन भर्नेहरु हाम्रा श्री ८ बडामहाराज हरु( गिरिजा, माकुने, प्रचण्ड,,,,) हुन।

मन्त्रि महोदयहरु आफ्नो अनुहार एेनाम नहेरि नै विशव बैंकसँग रिसाउँछन वा!
वाग्ले, खड्का जस्ताले भ्रष्टचारमा “क्लिन चिट” पाएको देसलाइ कसरि विश्वास गरोस त? जुन देसमा “रुल अफ अर्डर” छैन, जसले बैंक लुटे पनि हुने; जलाए पनि हुने, वन्द गरे पनि हुने। ल भन्नुस के हेरेर नेपालिलाइ मात्र बिस्वास गरोस त? प्रसाईं जस्तालाइ सरकारले नभई YCL ले नै काररवाहि गर्नुपर्ने अनि बिजयनाथ भटटराइ लगायतले करोडौं झ्वाम पार्दा डेढ दुइलाख जमानिमा छुट्न पाउने नेपालमा के खाएर नेपालिलाइ मात्र विश्वास गरोस त?

This is absolutely unacceptable!!! How dare the WB could challenge a nation like Nepal? All they want to see Nepal is falling in a part, so this is a golden time to learn from them that we (Nepalese) will have to stand on our own leg.
Hello leaders give a challenge to WB. We will run our nation without their bullshit help, in fact they were not helping to build the nation instead they were shocking our blood….lets learn from this.

*** Good Decision for the Country ***
World Bank works on US politics. It does manipulate foreign countries to suit US policies. The term like Globalization is coming up to make sure that the small economy countries will not be able to compete with monstrous countries.
The decision taken by acting Governor is right for the country. We should not allow the foreign bank to manipulate our economy.
