वीर अस्पालको नजिकै यस्तो नो हर्नको बोर्ड टाँगिएको छ। यस्तो बोर्ड टाँगिएको ठाउँमा हर्न बजाइयो भने जरिवाना तिर्नुपर्छ भनेर लाइसेन्स लिनुअगाडि दिएको लिखित परीक्षा (यदि घुस खुवाएर लाइसेन्स निकालेको हैन भने) मा पक्कै पढेको हुनुपर्छ। तर नियम सियमलाई गोली हान्नुस्। कसैलाई मतलब छैन। यहाँसम्म कि त्यहाँ कोही ट्राफिकै उभिएको भए पनि उसले वास्ता गर्दैन हर्न बजाएको कुरालाई।
वीर अस्पतालअगाडिको नो हर्न लेखिएको स्थानमा कस्तो छ वातावरण आउनुस् यो भिडियोमा हेरौँ-
यहाँ त हर्न बजाउनुस्, अरुलाई सकेसम्म थर्काउनुस् भन्ने बोर्ड राख्नु पर्ने हो। तपाईँहरुले काठमाडौँमा सडकमा हिँड्दा कहिल्यै याद गर्नुभएको छ- कति धेरै हर्न बजाइन्छन् यहाँ ?
चाहिएको बेलामा मात्रै हैन, नचाहिएको बेलामा पनि हर्न बजाउँछन् यहाँका चालकहरु। यसो गरे पनि प्वाँ उसो गरे पनि प्वाँ। टिँटिँ र प्वाँप्वाँ जे गर्दा पनि। कुनै दिन तपाईँ काठमाडौँका सडकमा हिँड्दा अरु कुरामा ध्यान नदिएर हर्नलाई मात्र ध्यान दिनुस् त- तपाईँलाई यति दिक्क लाग्नेछ कि बाध्य भएर अन्यत्रै ध्यान दिन बाध्य हुनुहुनेछ।
ध्वनि प्रदूषणको केही मतलबै छैन यहाँका चालकहरुलाई। ट्राफिकले पनि यसमा खासै ध्यान दिएको देखिँदैन।
केही अघि कोरियाको राजधानी सोलमा जाँदा छक्क परेको थिएँ। त्यहाँका चालकहरु हर्न भनेकै बजाउँदैनन् रहेछन्। नौ दिन त्यहाँ बस्दा नौ पटक पनि मैले हर्न बजेको आवाज सुनिनँ।
‘सोच’ पुस्तकमा कर्ण शाक्यले पनि अमेरिकाको हर्नका बारेमा त्यस्तै एउटा रमाइलो प्रसंग उल्लेख गर्नुभएको छ- कसरी हर्न बजाउँदा झण्डै आपत आइलागेन भनेर। एकैछिन पढौँ त्यो प्रसंग-
एकदिन म र मेरो साथी रत्नमान शाक्य न्यूयोर्कको टाइम्स स्वायरमा ‘ड्राइभ’ गरिराखेका थियौं । हामीले जेब्रा क्रसिङनिर गाडी रोक्यौं । अनायास रत्नमानको हात हर्नमा पुगेर प्वाँक्क हर्न बज्न पुग्यो । जेब्रा क्रसिङमा हिंडिरहेका एक व्यक्तिले अपरझट गाडी नै फुट्ला जस्तो गरी मुक्का बजारे । हामी दुबै ‘सरी-सरी’ भन्दै थियौं तर ती मानिसले अभद्र शब्द प्रयोग गर्दै गाली गर्न छोडेनन् । मैले पनि रिसले ती यात्रीलाई केही भन्न खोजेको थिएँ तर रत्नमानले मलाई बीचमै रोके ।
हाम्रोमा भने जता पनि जेसुकै भए पनि हर्न बजाउने चलन छ। होस्, अरु ठाउँमा बजाअोस् भनेर छाडिदिने हो भने पनि कम्तिमा हर्न निषेधित क्षेत्रमा त हर्न नबजोस् ! तर कसले वास्ता गर्ने यो कुरामा ?

Confessions of a Nepali driver:
1. Defensive driving? what’s that? No guts, no glory! (plus u’ll never get anywhere on time).
2. I treat big trucks like I do people – I overtake them.
3. If you dare to cross the road, I’ll slow down (a bit) for you.
4. I honk u to warn u that I am overtaking you.
5. I feel that just 1 inch between cars driving pass each other is enough.
6. I always drive within the speed limit (my speedometer never goes above 40km/hr).

8. I offically got my licence at 18, but I already started driving even younger.
9. Road curves are meant to be taken with speed.
10. I did pass my car exhaust emission test and get the green tag, but even if we are to fail the test and get the red one, i can still drive it.
11. I can drive a Truck/Bus too cuz it drives the same way but it is heavier and legally needs an heavy vehicle licence (yes, they look flimsy but they are ‘heavy’).
12. I can also ride a motor bike, we tend to modify our bikes to suit our needs, sometimes cutting away half the mass of it (it is against the law,but we just ignore it).

One thing i like to say that monkeys are live in KTM not a humanbeing. Recently i was in kathmandu on my vacation. I was crossing the road infront of the royal palace durbar marg (center of city) in blue signal .Suddenly one big police van crossing infront of me with big horn. I couldn’t understand why they did that . It is so rediculous that they do such king of idiot thing . They are the police who make the traffic rule and break by themselves. That’s why i think that monkey drives a veichle in nepal.There is no rule and law for animals.

I was also feeling the same thing that u’ve written. No one cares about the annoying sounds of horn in our country. The sound pollution is really spoiling the peace around us. Not only this, many people in our countrysides enjoy the unnessary sounds of horn. I don’t know what would I do if I were there now. But I’m now here and I really surprise if I remember the sounds of horn in our cities. When there is traffic jams all drivers beep horn but that’s not the solution for jam.
I also had the same feeling that you had in south korea when I was newly arrived in Sydney. I rarely hear drivers beeping the horn on the streets of sydney. drivers only beep their horn when the other driver in their front breaches the traffic laws or makes mistake. when we frens were learning driving here, sometimes we used to get horned by the other driver and that used to be an issue/topic in our conversation about driving.

We cannot compare our streets with other developed country’s street. They have wide streets and they have specified the lane as per speed. Drivers are also very conscious about there speed and the lane which they are following so they don’t need to overtake other vehicles because usually they all moves in constant speed. But here you see most of the roads are with two lanes and it’s rare to find wide road with multi lane. Whether we found the wide street some of the uncivilized drivers drive slowly on the middle of the road, some local buses stop on the middle of the road, they don’t care about others they drive their vehicle as per their mood. So we need to overtake these kinds of vehicles and you know we must press horn to overtake.
Now lets talk about the pedestrian, they don’t walk on middle of the road as here. They don’t cross road from anywhere. Yes we must give first priority to them if they are on their right track. Here you see pedestrian are so uncivilized they like to walk in middle of the road, they think that vehicles have only 4-5 gears but they have 11 no. gear….. So we need to press horn to aware them that they are in wrong way.
You had given the example of Bir Hospital area. Yes I agree this is hospital area and we are not supposed to press horn over there, but can’t you see Ratna Park area just near to Bir Hospital????? How the pedestrian walk on the middle of the road and how they cross the road below the overhead bridge? Now you tell me what should we driver do? If we don’t press horn and aware them we cannot reach on time to our destination, we will be always behind and that may cause an accident too, isn’t it??????

हरे के हर्नको कुरामात्र गरी रहनु भाको………..भन्या त्यो त प्वाक प्वाक बजायो मैले माने त्यो बजाउननै बनाएको लौ ठिक छ, अनि त्यो आजकाल नेपालमा मोटरसाइकल लाई मोठिफाइ गर्दा त्यो साइलेन्सर पाइपको प्वाल ठूलो पारी पारी हेलिकप्टर आएको जस्तो भ्यारा म्यारारा पारेको कुरो चै खोइत…………… कि अर्को ठूलो आवाज आउने साइलेन्सर राखेर भ्यारा भ्यारारा पारेको छ। अझ एउटा मोटर साइकलमा त एम्बुलेन्सको साइरन राखेर हर्न बजाउदै हिड्दा समेत ट्राफिक प्रहरी त मजाले हासेर पो बस्छ। यसको बारेमा न त ट्रफिक प्रहरीले नै वास्ता गर्छ न त जनताले नै उसलाई केहि भन्न सक्छ।
त्यस कारण हाम्रो नेपालमा कानुन सानुन केहि मतलब छैन। त्यो कानुनु त सांसदहरूले काम नभाको बेलामा बनायो र अनि पारित गरेर पुस्तकालयका थन्क्याउन बनाएको कागजको थुप्रो मात्र हो है……
नेपालीले विदेशीको नराम्रो कुरा चै छिटै कपि गर्छ तर राम्रो कुरा चै कहिल्यै पनि कपि गर्देन।

As per my knowledge horn is just to correct somebody whos is driving ahead of you or in the side of yours. Not to just press it for your own convinance. Pedesterian should have first right in the road. As in NY if horn then there should be fine then only there will be control. and adding road in nepal have lacks of traffic sign as well and as other said no proper education and most of the people can buy driving liscence. All these may be the reason behind that.

हर्न बजाउनु राम्रो कुरा त होइन, तर यो जान्दा जान्दै पनि हामीले अनावश्यक हर्न बजाउनु पर्ने हुन्छ। अझ भन्नु पर्दा घुम्ति नै घुम्तिको बाटो, र गल्लि, साँघुरो बाटोले गर्दा पनि सुरक्षाको हिसाबले हर्न बजाउनु पर्ने हुन्छ.
म प्राय बाहिर जादाँ पनि नचाहदाँ नचाहदै हर्न बजाउन बाध्य हुन्छु। प्राय ठुला गाडीहरुले सानो लाई हेप्ने प्रब्रितिले गर्दा पनि दुई पाङ्ग्रे साधन चलाउनेहरु यसको मर्कामा परेका हुन्न। ठुला गाडीहरु हेपेर जथाभावी पर्किङ् गरेर बस्छ्न। ट्याक्सीहरु पनि बिच बाटोमा नै रोकेर यात्रु कुरेर बस्छन। तपाई बिर हस्पिटल, शहिदगेट,धरोहरा, आसपासमा हेर्नुस त ट्याक्सीहरु कसरी पर्किङ गरेर बसेका हुन्छ्न। एका तिर सडक ब्यापार, जथाभावी पर्किङ जसले गर्दा पनि हर्नको आवाज ठुलो हुदै गएको छ।
यो सबै हाम्रो सरकार निकम्बा भएर भएको हो। सरकार नै नभएको देशमा जसले जे गरे पनि हुन्छ।

dont expect, switzerland and other countries and its your stupidity comparing Nepal with such developed country. That’s why its Nepal. To develop nation, first we should be responsible, every people has to to their own duty. I think most of the people in Nepal are crook they talk one thing and do another things. If the things are in favour of them they say its good and if its other way round then they say its not good. No one has contributed yet to make nepal better. All talks about new nepal and do in old fashion, old mentality and ……. everything old. Only from mouth is new. So, to have systems and good things, discpline is important, we all have to responsive and act accordingly. I really pissed off with guy who is abroad and compares Nepal with those developed country with out looking into their past effort having reached that stage. I am also abroad and always think about how can Nepal be good n better.

कस्तो अचम्म छ नेपाल मा .म याहा सुइस मा बसेको ४ बर्श भयो तर याहा मैले जम्मा जम्मि ३० देखि ४० चोटि मात्र हर्न बजेको सुने होला (बिस्वो कप/world cup मा भन्दा बाहेक)नत्र भने त यहा का मान्छे हरु ले कहिल्यै हर्न को प्रयोग गर्दैनन .हर्न प्रयोग गर्ने भनेको त धेरै ठुलै समस्या पर्यो भने वा यदि कोहि चिनेको मान्छे बाटोमा हिडिरहेको छ भने मात्र त्यो पनि हत्तपत्त प्र्योग गर्दैनन.तर येदि अरु कसैले नियम मिचेर सबारि साधन चलायको छ भने चाहि हर्न बजायर उसलाइ गालि गर्छन.तर नेपाल मा त हर्न बनायकै बजाउनको लागि त हो नि भन्दै अति सम्बेदनशिल ठाउ मा पनि बजाउने चलन छ.तर मेरो बिचार मा यसको रोकथाम को लागि सबारि चालकहरु आफै जिम्मेबार हुनु पर्दछ नत्र भने पैशा तिरायर मात्र समस्या को समाधान हुने भन्ने चाहि होइन.

do you think traffic rule exist in Kathmandu I dont think at all. I am not understanding why we have traffic police . It would be better to remove all traffic police from the road and let the people decide who will go first . its total waste of money which goes for traffic management. its whole of anarchy on the road in kathmandu

I am quite agree with Navin. currently i am in Israel and also i have not hear any horn sound on the road here.moreover they always give top emphesis to pedestrian. and I came to know that they r well educated. here few people speaks english but driver the most and it is mainly for the foreign passenger like us.on the other hand, nepal’s drivers feel pround to blow horn. they things themself superior. simultenously the traffic polish are equally responsible for this mischiefs. why don’t they punish them, but why afterall drivers are source of their income. bloddy corrupted system.

i also felt the same way, drivers are crazy in Nepal. Few weeks ago, i came in Santa Cruz, US and people here are so civilized. Drivers are very disciplined. They never-ever honk the horn. Their main priority is pedestrian’s comfort and security. They let go pedestrians even if they’ve green signal on to move on. To get driving license here, drivers are taught that way. they’ve to pay full attention to pedestrians.
back there in Nepal, who cares?? neither drivers nor pedestrians.. all of em are crazy.

We feel same when we are in US. This is not a rule violation. But our drivers have less education background. Before make a scuh comment/action we need them to educate about the sound pollution and its impacts to others
