प्रज्वलनशील पदार्थसित होशियार रहौं – यस्तो संदेश पेट्रोल पम्पतिर देख्न पाइन्छ । तर हाल नेपालको राजनीतिमा पनि यस्तै लेबल लगाउँदा हुने भइसकेको छ । नेपालको राजनीतिमा प्रज्वलनशील पदार्थ भनेका अन्धकार भविष्यको सन्त्रासमा रुमल्लिएका निराश यूवा वर्ग हुन, जो छिनभरमै आन्दोलनको ज्वाला अनियन्त्रीत वेगमा हुँइकाएर राजधानीलाइ कुरुप बनाउन सामर्थ्य राख्छन । उमेशले राखेको भिडियोमा देखिएको आन्दोलनको असर र अस्तब्यस्त सडकले मेरोसंसारका सम्पूर्ण पाठकलाइ – हामीले देख्ने गरेको सुन्दर काठमाण्डु खै? – भनेर सोच्न बाध्य बनाएको छ । नेपाल किन यस्तो अराजक हुदैछ ? हामीसित रेडिमेड जवाफ छ – नेताहरुको कारणले गर्दा । तर कुरो अरु पनि छ ।
Petrolium को भाउ र राजनीति
गत केहि बर्ष भित्र ४०-५० डलर प्रति ब्यारेलको तेलको भाउ बढेर १०३ डलर सम्म पुगेको रेकर्ड छ । आज यो ८९-९० डलरको हाराहारीमा छ । खुल्ला बजार अर्थतन्त्रले माग र आपुर्ति (Supply and Demand) सन्तुलनको मापदण्डमा तेलको भाऊ निर्धारण हुने सिद्धान्तको ब्याख्या त गर्छ तर पेट्रोलको भाऊमा हुने उतारचढाव यहि सिद्धान्तमै मात्र सिमित छैन । मलाइ सम्झना भएसम्म १९८५-१९८८ तिर यसको भाउ १८ देखि ३० डलर बीच उतार चढाव हुने गर्थ्यो । सद्दाम हुसेनले यसलाइ बढाएर ४० डलर बनाउन खोज्दा कुबेत नमानेको झोंकमा कुवेतमाथि नै कब्जा जमाएका थिए । यहि मुद्दा बल्झेर पछि सद्दाम हुसेनको के गति भयो हामीलाइ थाहा नै छ । सद्दामको पञ्जाबाट छुटकारा दिलाएर अमेरीकाले कुवेतबाट ५ बर्ष सम्म निशुल्क तेल दोहन गर्यो भने इराकलाइ नाकाबन्दी लगाइ इराकि तेल बेच्नै नदिइ पछिको लागि सुरक्षित पनि राख्यो जबकि बाँकि विश्वले बढेको भाउको मार खेप्यो । तेलको भाऊ सर्वाधिक घटेको साल १९८८ मा सोभियत संघको आर्थिक संरचना धराशायी भयो भने (त्यसपछाडि अरु कारणहरु पनि छन तर त्यो पनि एक प्रमूख कारण हो), हाल तेल सर्वाधिक महँगो भएको बेला तेलका धनी राष्ट्रहरु जो सुकै सित जोरी खोज्न सक्ने हैसियतमा छन । जस्तो कि रस्सियाले युक्रेन, बेलारुस तथा यूरोपका धेरै राष्ट्रलाइ तेलकै मुद्दाबाट छुलछुली खेलाउन सक्छ भने भेनेजुएला अमेरिका सित पनि जोरी खोज्ने सामर्थ राख्छ । अमेरीका अफगानिस्तान पस्नुका पछाडि पनि त्यहाँका छिमेकि तेलधनी राष्ट्रहरुको तेल अफगानिस्तान-पाकिस्तान हुँदै ल्याउने नेटवर्क बिछ्याउने उद्देश्यको कारण नै हो । त्यसै गरी इराकमाथि रहेको अमेरीकि तेल स्वार्थ र इराकमाथिको अमेरीकि चढाँइको उद्देश्य त घाम जत्तिकै छर्लङ्ग छ । त्यसैले आलोचकहरु अमेरिकाले रगतसित तेल साटीरहेको आरोप पनि लगाउँछन बेला बेलामा ।
नेपाल-भारत तेल ब्यापार
नेपालले देशभित्र अन्तर्राष्ट्रीय तेलको भाउको दुहाइ दिएपनि नेपाल आउने शतप्रतिशत तेल भारतीय उत्पादन हो । नेपालले जति तेल भारतबाट लिन्छ त्यत्तिकै परीमाणको कच्चा तेल अन्तर्राष्ट्रीय बजारबाट किनेर भारतलाइ सोधभर्ना दिन्छ । भारतले नेपाललाइ लगभग शुन्य खर्चमा तेल प्रशोधन गरेर दिन्छ । यसको मतलब नेपालले भारतीय तेललाइ अन्तर्राष्ट्रीय भाऊमा किनिरहेको छ भनी मान्नु पर्छ । भारत-उत्पादीत तेल कम गुणस्तर हुने हुनाले सस्तो हुनु पर्ने जिकिर हामी गर्न सक्छौ भने भारतले नेपालको सिमानासम्म ढुवानी पनि गरिदिने हुनाले झन महँगो पर्ने जिकिर गर्न पनि सक्छ । गुणस्तरमा केहि सम्झौता गरेर नेपालले ढुवानी र प्रशोधन खर्च भने बचाएकै छ, नत्र नेपालमा पेट्रोलियम पदार्थ अझै महँगो हुन जान्छ । अन्तर्राष्ट्रीय भाऊ उतारचढाव भइरहने हुँदा भाऊ घटेको बेला किनेर भारतलाइ सोधभर्ना दिने गरी लचकदार कारोवार हुन सक्ने ब्यवस्था गरेर नेपालले थप फाइदा गर्न सक्ने सम्भावना पनि छ, तर त्यसको लागि ब्यवस्थापन कौशलता र इमान्दार प्रयास हुनै पर्छ, नत्र झन घाटा लाग्ने छ ।
हालसालै नेपालमा भाउ किन बढ्यो ?
भन्नुहोला अन्तर्राष्ट्रीय रुपमा तेलको भाउ बढेकोले त्यो अनिवार्य थियो । धेरै पढेका वा संसार बुझेका ब्यक्तिहरु पनि सोझो हिसाबले यो तर्कसित असहमत हुन सक्दैनन । जब तेल अन्तराष्ट्रीय रुपमै महँगो छ त महँगो हुनै पर्यो नि । तर कुरो त्यत्तिमा मात्र सिमित छैन । हाल नेपालमा कायम गरीएको भाउ पहिला एकपल्ट अन्तर्राष्ट्रीय भाउ बढेर ८०-८५ डलरको हाराहारीमा पुगेको बेलामै निर्धारण गरेको भाऊ हो । जसमा यो भन्दा अगाडि नै २ पल्ट भाऊ बढाइसकेको छ । पछि, तेलको अन्तर्राष्ट्रीय भाऊ घटेर लामो समयसम्म ६०-६५ डलरको हाराहारीमा रहेको थियो । अन्तर्राष्ट्रीय भाऊ बढेको बेला नेपालमा आयल निगमलाइ घाटा भयो भनी कराउने सरकारले भाऊ घटेको बेला जनतालाइ सस्तोमा तेल बेचेको खोइ त ? भनेर मैले एउटा ब्लग पनि लेखेको थिएँ । त्यसबेला भाऊ घटाउने तर्फ कसैको पनि चासो रहेन, उक्त ब्लगमा समेत निकै थोरैले कमेण्ट गरे । मतलव, नेपालीहरुले त्यसमुद्दालाइ कुनै महत्त्वको कुरा नै ठानेन जस्तो लाग्यो । त्यसरी भाऊ घटेको बेला आयल निगमले गरेको करोडौ करोड मुनाफा कता गयो भन्न कोहि रुचाउन्नन । अलिकति तथ्याङक संकलन गर्ने हो भने आयल निगमले त्यो बेला कति नाफा गरेछ त भनेर हिसाब गर्न केहि गाह्रो छैन । शायद त्यो नाफा बोनस बाँडियो होला, नेता मन्त्रीहरुको भुँडी भरीयो होला, उपभोक्ता हितका लम्बेतान भाषण गर्ने नागरीक समाजका नेताहरुको थुतुनो पनि थुनियो होला, अनेक शीर्षकमा सरकारी-गैह्रसरकारी खर्च गरीयो होला । खैर, जता सुकै गएको होस, खायो पचायो होला ।
हाल आएर हठात भाऊ बढाउने सरकारी निर्णय पछाडि मुख्यत: २ कारण रहेको हुनुपर्ने मेरो बिश्लेषण छ । पहिलो हो सरकारको असन्तुलित बजेट । सोचेभन्दा निकै कम कर संकलित भएपछि नेपालको बजेट डाँवाडोल छ । बिदेशी अनुदान आकाशको फल जस्तै हो, ऋण लिउँ पत्याउने संस्था पाउन मुश्किल छ । भारतले पर्दा पछाडि बसेर – हुन्छ दे दे नेपाललाइ ऋण दिए हुन्छ – नभनुञ्जेल कुनै ठुला संस्थाले नेपाललाइ ऋण नदिने स्थीति छ । माओबादी सेनाको ब्यवस्थापन गर्न दिनुपर्न रकम, सांसदहरुलाइ बाँड्नु पर्ने १०-१० लाख रकम, अन्य साधारण र विकास खर्चहरु, चुनावको लागि चाहिने खर्च (चुनाव भए पनि नभए पनि त्यसको लागि खर्च त जरूर चाहियो नि) लगायतका यावत आर्थिक भारले सरकार थिलथिलो छ । सम्झौताअनुरुप पाउनु पर्ने पैसा नपाएको झ्वाँकमा चुनाव बिथोल्ने दिशातर्फ माओवादी लागे भने त्यसको दोष पनि सरकारलाइ नै आउने छ । तेलको भाऊ बढाएर अहिलेलाइ अत्यावश्यक रकमको केहि ब्यबस्था गर्न सकिन्छ भन्ने भएपछि सांसद, पार्टीहरु र नेताहरु कसैले पनि तेलको भाऊ बढेकोमा बिरोध गर्ने कुरै भएन भन्ने हिसाबले यो भाऊ बढाउने चेष्टा गरेको हुनु पर्छ । तर यसरी भाऊ बढाउँदा जनताले कुनै प्रतिक्रिया दिनेछैनन भन्ने सोचाइ कसरी राखे होला बुझ्न सकिएन । यसैले भाऊ बढाउने निर्णय पछाडि यति मात्रै कारण छ भन्ने मलाइ लागेको छैन ।
दोश्रो कारण भने गिरीजाको अक्सिजन राजनीतिसित सम्बन्धित छ । बिरामीको बहाना गर्दै दुनो सोझ्याउने र अप्ठेरो परेपछि अक्सिजन लिनु पर्यो भन्दै लुक्ने गिरीजाको चाललाइ अक्सिजन राजनीति भनिन्छ । विश्व राजनीतिमा यो एउटा नयाँ प्रयोग पनि हो । उनले यो नीति आन्तरीक राजनीतिमा निकै सफलताका साथ लागू गरेका छन । हाल यस्तै किसिमको खेल भारतसित पनि खेल्न खोजेको हो कि भन्ने मलाइ लागेको हो ।
एउटा पार्टीलाइ सहयोग गर्दै अर्को बिरुद्ध उचाल्यो उचाल्यो, अनि अलि पावरफूल भएपछि फेरी अर्कोलाइ उचालेर साइजमा ल्यायो – यस्तै चालबाजी खेल्दै नेपालमा सबै राजनीतिक शक्तिहरुलाइ भारतले मुठ्टीमा कस्न खोजेको हामीलाइ थाहा भैसकेको छ । पछिल्लो समयमा पेट्रोलको अभाव श्रृजना गराएर सरकारलाइ दबाव दिएर आफ्नो नीति अनुकुल चलाउने प्रयास भारतले यसअघि पनि गर्यो । यथेष्ट पेट्रोलियम नदिएर बेला बेला थर्काउने र प्रधानमन्त्रीले अनुरोध गरेपछि मात्र पेट्रोल दिएर फकाउने एक हिसाबको पेट्रो-प्रेसरको राजनीति गरीरहेको भारतले हाम्रा नेताहरुलाइ झन झन अप्ठेरोमा पार्दै लगेका छन । सम्भवत: अहिलेको पेट्रोलभाउ प्रकरण भारतलाइ त्यस्तो दबावको कुटनीति नगर्न चेतावनी दिने आत्मघाति कदम हुनुपर्छ । अर्थात गिरिजाले अप्ठेरो परेपछि बिरामी भएको नाटक गरे जस्तै ।
घटनाक्रमअनुसार यसपाली आयलनिगमले अकस्मात भाऊ बढायो – जनता आक्रोशित भए । जनताको आक्रोशमा मलजल गर्न तिनै सरकारमा बसेका पार्टीहरुका कार्यकर्ताहरु सडकमा ओर्ले – सांसद वा पार्टीका कुनै स्थापित नेता सडकमा ओर्लेनन तर आक्रोशलाइ जनताले साथ दिए । जल्न ठिक्क परेको प्रज्वलनशील पेट्रोलियम जस्तै शहरभरी आगो दनदन बल्न थाले । ब्यापक तोडफोड भयो तर तेलको भाऊ बढाउन जिम्मेवार कुनै निकाय प्रति आक्रमण भएन । न जनताले आयल निगम गएर जुलुस गरे, न मन्त्रालय अगाडि धर्ना दिए । न तै चुप मै चुप गर्ने सांसदलाइ निशाना बनाए न पार्टी कार्यालय वा कार्यकर्तालाइ नै जिम्मेवार ठहराए । जनताको आक्रोश निर्जीव सडकमा पोखे, सर्वसाधारणका स्वास्थ्यमा पोखे, शान्तिपुर्वक आफ्नै घरआँगनमा स्वस्थपुर्वक बाँच्न पाउने अधिकारमाथि पोखे । मलाइ लाग्छ यो आन्दोलन सरकारी प्रायोजन र गोप्य समर्थनमा भएको हो, यदि त्यसो नहुँदो हो त सडकभरी फोहर कहाँबाट आउँथ्यो ? कस्ले तेत्रा तेत्रा गह्रौ सडक डिभाइडर छताछुल्ल पारे होलान ? यो आक्रोशको ध्वंश र तहसनहसले एकमात्र स्पष्ट सन्देश के दियो भने — यो स्तरको जनआक्रोश धान्न सरकार सक्षम छैन । त्यसैले भारतले गर्ने कुनै क्रियाकलापले यस्तै जनआक्रोश श्रृजना गरे त्यसको नतीजा भारत समर्थित ब्यक्ति सरकारबाट बिस्थापित हुने छ । त्यो सत्तापलटले भारतबिरोधिलाइ सरकारमा पुर्याउने छ, जसले गर्दा भारतले बर्षौदेखि नेपालमा गरेको लगानी खेर जानेछ । त्यसैले भारतले वर्तमान सरकारमा रहेका पार्टीहरुको साइज घटाउने वा तीब्रदबावमा राख्ने चालबाजी गरीरहेमा त्यो कार्य यो सरकारका घटकहरुलाइ स्वीकार्य छैन — यस्तै सन्देश दियो यो आन्दोलनले ।
मैले माथि नै भने कि यो एक आत्मघाति कदम हो, वित्थामा आफ्नै विनाश र ध्वंस निम्त्याएर अरुलाइ थर्काउन खोज्ने कदम आत्मघाति नै त हो । तर सरकारको निमित्त यो दुइधारे तरवार नीति पनि थियो । जनआक्रोश नउठेको भए सरकारलाइ बजेटको दह्रै ब्यवस्था हुने थियो । यो भाऊ बढाउन नसक्नाले बजेटलाइ नकारात्मक असर पर्ने छ भनेर अर्थमन्त्री रामशरण महतले भनीभ्याइसकेका छन । अर्कोतिर जनआक्रोश सोचेकै स्तरमा उठेकोले भारतलाइ गतीलो जवाफ पनि मिलेको छ । यसको प्रतिक्रिया निकट भविष्यमै दुइ रुपमा देखा पर्ने अनुमान मैले गरेको छु । एक – तराइमा मधेश तनाव केहि मत्थर हुदै जाने छ । दुइ – चैतमा संविधान सभाको चुनाव गराउन नसकेता पनि भारतले मंसिरमा चुनाव गराउन नसकेको बेला जस्तो दबाव सरकारलाइ दिने छैन । अरु झीनो सम्भावनाहरु के छ भने भारतले अव विस्तारै राजासित हात मिलाउने छ, मेरो विचारमा भारतले अव रणनीति फेर्ने छ । शायद भारत बोलिको ठेगाना नभएको धेरै झारपात नेताहरुलाइ तालीम र सहयोग दिइ दिइ बलियो बनाउनु भन्दा एउटा राजालाइ हत्केलामा राख्नु सजिलो कदम हुनेछ भन्ने नीति तर्फ लम्किन्छ होला महेन्द्रको पालामा जस्तै । त्यस्तै भारतले अप्रत्याशीत ठुलो आर्थिक वा सामरीक सहयोगको घोषणा गर्न पनि सक्छ । तर यी झीनो सम्भावनाहरु मात्रै हुन । एउटा अर्को कुरो पनि नोट गर्नोस, निकट बिगतमा हरेक घटनाक्रमलाइ प्रतिक्रियाबादीको षडयन्त्र, वा राजाबादीको चाल वा मण्डलेको चलखेल भनेर उफ्रीहाल्न भ्याउने दलहरु यसपालीको यत्रो बिध्वंसलीला पछाडी पनि चुप्प लागेर मूखमा दहि जमाएर बसेका छन । न त हाम्रो गल्ती भयो भनेका छन, न त प्रतिक्रियाबादीको चलखेल भनेका छन, न त विदेशीको चालबाजी नै भनेका छन । हतार हतारमा सडक पखाल्न खोजिरहेका छन । किन होला ?

There are educated new generation folks in Nepal politics. May be their words are ignored or never appreciated by seniors. We new generation guys are forced to follow older generation.May be its our Nepali authoritarian culture(discouraged two way communication between seniors and juniors).
We need neo vision(?)to solve the same old damn problem in Nepal. We are following or respecting same old transistors headed people to solve problems in the Hi-tec world.

The price of petrolium product will be increase. Nepal should be increase it’s land price about 10 times more than present value because of service sector destination. And we have have to allow only the rich people to migrate in Nepal as like Canada. Nepal never overcome through industrial state because of China and India as worl’d cheapest destination.

After giving million each for all so called MPs and then pushing up the oil price is definitely a stupidity by GPK government.

i have one question regarding the the rises of oil price . what is its connection with pm health . what the hell r u talking about , if u have little knowledge its not only in Nepal but all around the words the price of oil is increasing day per day. price of oil is determined by the dollar, even India is planning to rise the corrupt leader are tying to get commission from this company . but not only that condition makes the change of price , be cos the price of oil is increasing all around the world .

Very clear cut analysis. I accept that for every change from economy to policy India has very prominent role. We are being whirlpooled from Kingship to democracy, from democracy to republicanism and from republicanism to again Kingship. India always wants instability in Nepal to fulfill its dirty interest. Thats India’s part n policy, but the grief is our leaders are always holding their DHOTI to climb the ladder. Lets wish we will get a leader who can pull their DHOTI as well. Thanx for nice article.

माथि सुरेशजी ले भने झै जापानकै कुरा गर्ने हो भने अहिले को मुल्य बढेको भाउमा हिसाब गर्दा पेट्रोल प्रती लिटर नेपाली रुपैया (२५-२८)[जाप नि येन्(१३९) पर्न आ उछ ।
यो यहाँ सबै भन्दा महँगो पर्न आ उछ भने । नेपाल मा आ उने तेल कुन अन्तरराष्ट्रिय माप दंड को आधार मा नेपाल मा पेट्रोल (७०-८०) रुपैया पर्न आ उछ ???? अचम्म लाग्ने कुरा हो । यो सब औठे छाप नेताहरुको जनतालाइ मारि भुँडी भर्ने चालबाजी मात्र हो ।
जती नै गरेपनी स हेरै बस्ने धन्य छन नेपाली जनता ।

But the present economic condition of America is also not so good. With its increasing trade deficit with Asian countries including China, the total national debt of America has reached to 9 trillion dollar. The housing market is collapsing, stock market is declining, some people are being laid off every day, the value of dollar is falling sharply. In short, America is heading towards a situation known as Recession. The federal reserve bank has tried to solve this problem by cutting the federal interest rate to as low as 4.25, and recently the president and the congress have agreed to give money back to American people as tax rebate. According to the News, about $150 billion will be given back to 117 million American families by spring, hoping that these people will go out to market and spend the money which will stimulate the current sluggish American economy, and that will eventually help to avoid recession. But, again the problem is that this tax rebate, Economic Stimulus Package as they call it, will increase America’s national debt, putting more pressure on their future generations.

यो तेल् को भाउ अन्तरराष्ट्रिय मुल्य ले निर्ध्यारन गर्छ, तेस्मा त कसैलाई गुनासो छैन। तर चुरो कुरो त बाहिरको भाउ अनुसार नेपालीले पाएका छन त? ब्यारेल, लिटर , डलर र नेपाली रुपया को हिसाब किताब भेडा जनताले गर्न सक्दैनन भन्दै मा मन परि भाउ राख्न मिल्छ? मानि लिउम , तेल्को भाउ प्रती ब्यरेल ९० US$ छ ; तेस्को मत्लब नेपाली रुपया ५७०१ भयो ( ९० ं ६३)। तर एक ब्यरेल मा १५९ लिटर हुन्छ। मतलब, एक लिटर को ३६ रुपया पर्नु पर्ने हो, तर यहाँ त मट्टितेल मिसाएको पेट्रोल को भाउ झन्नै साँढे दुई गुना छ। ढुवानी को कुरा गर्ने हो भने खाडी बाट अमेरिका झन टाढा पर्छ। अमेरिका मा अहिले एक गालन ( ३.७८ लिटर) को US$ 2.80 ( नेपाली रुपया १७७ ) जती पर्छ। हिसाब गर्दा संसारको सबै भन्दा धनी हरुले तेही तेल लिटर को ४६ नेपाली रुपया तिर्दा महँगो भयो भनेर भन्छन, उता संसारकै सबै भन्दा दरिद्र मुलुक मा चाँही तेही तेल असी नब्बे कती हो,( exact मलाई थाहा भएन) हुँदा अस्ती को बिरोध त धेरै कम भयो, साला यि चोर् हरुलाई सिना मंगल् को पेट्रोल टन्की मा जिउदै डुबाएर आगो सल्कौनु पर्थ्यो, अनी तिनी हरुको आत्मा भड्कियो भने त्यही नजिकै रहेको एअरपोर्ट बाट खाडी एअरलाईनस मा ईराक पठाउनु पर्थ्यो, अनी बल्ल केही रहत मिल्थ्यो।

Well said ZZ, i agree you. Whatever the reason for the ‘andolan’ is but I am optimistic about the future of Nepal. This is a ‘daro mukka’ to all the so called leaders, dramatist and many more hidden agents.
For those Nepali youth, we have no where to go, no job, no oppertunity and we are also foreced to live with mimimum resources. And on top this type of immoral decisions. What option we left with besides fighting back to live.
We don’s know any hidden politics. We have known that all the so called leaders are selfish. Unless and until they are here we will suffer. We have to fight back mercilessly to get our RIGHT. And we promise we will.
Evey such decision in the future will badely rejected at any cost. THIS IS THE LAST WARNING TO ALL OF YOU SO CALLED ‘BHAGYA BIDHATA HARU’.

The only difference is that PM is old and still taking responsibility to build base for New Nepal and all other ordinary analyst like you and me are only people to blame others. Most of the people are honest and good analyst when they donot have chance but once they got chance they either fear to take responsibility (like MAKUNE) or destruct Nepal (like Prachanda) or be corrupt (like Nagariksamaj). These are the categories of people that we are experienceing in Nepal now. So, easier said than done ZZ.

The article has some imaginary issues but it has cleared some of the political scenario between India and Nepal.
Politics is one of the oldest academic discipline so it is indeed deep.
In context to Nepal, the chess of politics is only understood by politicians and thinkers. The normal citizens will remain their “sipaahi” unless they start to think logically.
