-इना श्रेष्ठ/अमेरिका-
मैले हिन्दी भाषा प्रयोग गरें भनेर माइसंसारको एउटा ब्लगमा धेरै साथीहरुबाट कमेंटहरु आए। सरसर्ती हेर्दा मलाई अचम्भित गरायो ती कमेंटले। मानिस अझै पनि १९औं शताब्दीमै छन् कि भन्ने पनि लाग्यो मलाई । उनिहरुका सोचाइ र विचार कति सम्मन् भने मैले हिन्दीमा लेख्नु ठूलै पाप गरे सरह भयो, मेरा अभिभावकले के सोच्छन् भन्न सम्मन् भ्याए । यसमा मलाइ कुनै टाउको दुखाइ छैन, मेरो त्यसमा मात्र ‘वाक स्वतन्त्रता’को कुरो उठाएको थिएँ। हिन्दी बोल्दैमा कसैको केहि जाँदैन, व्यक्तिलाई जे सजिलो लाग्छ त्यहि बोल्छ भनेर तर पनि मलाइ चित्त बुझेन आफैंसँग । आज फेरि उप-राष्ट्रपतिद्वारा हिन्दिमा सपथ खाएको विरोधमा चर्को आवाज उठेपछि भने सान्दर्भिक लागेर यो लेख लेख्न बसें । त्यसो भन्दैमा मैले यहाँ उप-राष्ट्रपतिको समर्थन गरेको भने नठान्दिनु होला । उनी न्याय सेवामा धेरै वर्ष काम गरेको मान्छे, नेपाली राम्रैसंग बोल्न जान्दछन् होला भन्ने म अनुमान गर्न सक्छु । तैपनि उनले गैर नेपाली भाषाको प्रयोग गरे, जुन समय परिस्थिति अनुकुल थिएन । यसमा मेरो पनि विरोध छ ।
जब जब भाषिक स्वतन्त्रताको कुरो आउँछ तब तब मलाइ यहाँको चलन मनपर्छ । हुन त मलाई धेरै भाषाको ज्ञान छैन तर पनि ३-४ भाषाहरु राम्ररी नै बोल्छु, बुझ्छु । म त्यस्तो ठाउँमा आइपुगें जहाँ मानिसहरु जे बोले पनि गुनासो गर्दैनन्। उनिहरु एक अर्काको भाषाको सम्मान गर्छन् । हुन त अँग्रेजी बाहेक स्पेनिश बुझ्नु बोल्नु यहाँको सबल पक्ष हो, तर पनि ती बाहेक अन्य भाषा बोल्दैमा यिनिहरु खिसि गर्दैनन् । मेरो प्रसंगलाई कोट्ट्याउनु पर्दा चैं, केहि समय अगि मैले एउटा ब्लगमा हिन्दिमा लेखेको कमेण्टले धेरैको ध्यान तान्न पुग्यो र मलाई नानाभाँतिको आरोप, गाली गलौज सम्म गरे । मलाई अनौठो लाग्यो, मानिसहरुको संकुचित भावना, सोचाइ अनि खोक्रो राष्ट्रियता देखेर । धेरैले मलाई भरतीय दलाल, ‘र’ को एजेन्ट अनि इण्डियाको पुच्छर आदि देखे। मलाई त्यसमा खासै गुनासो छैन। म मानिसहरुको सोचाइ, विचार र भावनालाई कदर गर्छु, तर पनि उनिहरु किन यसरी घृणा गर्छन भारतीयहरुलाई थाहा छैन मलाई। शायद उनिहरुको रिस म माथि पोखे होलान् । मेरो लागि यो पनि सैह्य छ । मैले बुझ्न नसकेको चैं के हो भने, जुन देशका मानिसहरु सामान्य आधारभूत आवश्यकताका वस्तुहरुको लागि समेत अरु देशको भरमा पर्छ त्यो देशका नागरिक कसरी स्वतन्त्र भएर बाँचेका छन् भनेर भन्ने । सियो नबन्ने देशमा प्राक्रितिक श्रोत परिचालन गरेर देशलाई २० बर्षमा सिंगापुर बनाइदिन्छु भनेको भरमा नेपालीको अस्तित्व छ भनेर कसरी व्याख्या गर्ने? भारतीय परराष्ट्र नीतिले नेपालमाथि आँखा गाडेको दशकौं भैसक्यो, तर पनि हामी चुपचाप दर्शक भएर बसि रहेकाछौं न कुनै आन्दोलन, न कुनै बहस या छलफल नैं चलाउन सकेका छौं। भारतीय थिचोमिचोको, राजनैतिक हस्तक्षप अनि उनिहरुकै हालिमुहालीबीच चलिरहेको नेपाली भाषी भारतीयले इण्डियन आइडल जित्दा खुशियाली स्वरुप दीपावली गरिन्छ, भने हाम्रा नेताहरु जो कति त भारतमै जन्मिए, हुर्किए र त्यहाँकै संस्कारमा रहेकाले हिन्दीमा बोल्दा नेपालीको मन दुख्छ? उनिहरुलाई पीडा हुन्छ? के नेपालमा भाषिक स्वतन्त्रता गुमिसक्यो? भारतले नेपाली लाई क्षेत्रीय भाषाको रूपमा मान्यता दिएको पनि धेरै भइसक्यो, नेपालले चैं आफ्नै देशका भाषाहरुलाई मान्यता दिन आन्दोलन गर्नु पर्ने हुन्छ, खोइ त नेपालको अनेकतामा एकता?
राजा वीरेन्द्रले नेपाललाई शान्ति क्षेत्र घोषणा गरेको बर्षौं पुग्दा, भारतले कहिल्यै समर्थन गरेन। उनी मरेर गए, माओवादी युद्धले देशलाई तहसनहस बनायो,हजारौं नेपालीले अकालमै ज्यान गुमाउनु पर्यो, खोइ त मूल्यांकन? नेपाललाई बिगार्ने भारतीय स्वार्थ कति छन् कति, तर त्यसो भन्दैमा हाम्रो ऊ जुनि देखिको रिस हिन्दी भाषा, या हिन्दीभाषी मानिसहरुमाथि खन्याउनु कति न्यायोचित होला, तपाईं आफै विचार गर्नुस्। लोकतान्त्रिक शासनपद्धति अपनाउनका लागि देशलाई धर्म निरपेक्ष नेपाल भनेर घोषणा समेत गरियो, तर भाषाको कुरो आउँदा चैं हामी निरपेक्ष हुन जरूरी रहेन या ठानिएन, किन? के हामी पक्षपाति भएनौ र यस अर्थमा ?
वास्तवमा भाषा सञ्चारको एउटामाध्यम मात्र न हो। संसारमा हजारौं किसिमका भाषाहरु छन, कसैले एउटा मात्र जानेको होला, कसैलाई धेरै भाषाको ज्ञान होला। बहु भाषिक व्यक्ति, जहाँ जुन भाषा उपयुक्त लाग्छ उसले त्यहि भाषाको माध्यमबाट आफूलाई ढाल्दछ। उल्लेखनीय कुरो चैं के छ भने चाहे जोसुकै होस्, नेपाली बोल्नु, हिन्दी बोल्नु या अँग्रेजी भाषा जे सुकै होस, त्यो एउटा माध्यम मात्र हो। अब हामी यो छुट्याउँ कि नेपाली हुनु को नाताले हामी नेपाली मात्रै बोल्नु पर्छ भन्ने छ र? के हामीले हिन्दी या अँग्रेजीमा कुरा गर्न हुँदैन? हामी अँग्रेजी बोल्दा गर्व गर्नेले हिन्दी बोल्दा चैं किन तल्लोस्तरको सम्झिने? त्यो एउटा संकुचित मानसिकता बाहेक अरु केइ होइन। १ अरबभन्दा बेसि जनसंख्या भएको मुलुकका ४० प्रतिशत मानिसहरु हिन्दी भाषी छन् । नेपालका कयौं तराइ जिल्लामा मानिसहरु हिन्दी बोल्दछन्। अझ चाख लाग्दो कुरो के छ भने हामी पहाडबासी समेत केहि बोल्नु बाहेक अधिकाँश शहरिया हिन्दी राम्ररी बुझ्दछौं । आजका युवा जगत त झन् एक कदम अगाडि बढ्न सफल छ भाषिक स्वतन्त्रताको कुरामा, उनिहरु नेपाली भन्दा अँग्रेजी बढी बोल्छन्। नेपाली विषयमा फेल होलान्, तर अँग्रेजीमा राम्रा अंक ल्याएर पास हुन्छन् । अब अर्को कुरो नेपाली संस्कार, कला, संस्क्रिति भन्दा पनि विदेशी संस्कार, कला, संस्कृतिलाइ बढि मान्यता दिने र त्यस्तै जिवनयापनको कामना सहित आफूलाई ढाल्ने प्रयत्न गर्नेहरुको संख्या पनि कम छैन। त्यसलाई चैं हामीले कसरी व्याख्या गर्ने हो कुन्नि हेर्नै बाँकी छ। राजनीतिको चुरीफुरी जल्ले जति लगाए पनि विदेशी हस्तक्षपलाई हामी सबै नेपालीले प्रत्यक्ष अनुभव गरेको कुरो हो। हुन पनि नेताहरु देशलाई आत्मनिर्भर बनाउने भन्दा पनि आफ्नो दुनो सोझ्याउने तर्फ लागे पछि, जुन तन्त्र आए पनि पुरानो संस्कार र मान्यतालाई शिरोधार्य गरे पश्चात् हामी नेपाली तलको तलै परिरह्यौं। हाम्रै एसियाका विभिन्न मुलुकहरु १०-२० वर्षमा प्रगति गरेर कहाँबाट कहाँ पुगे। हामी भने सामान्य भुटानी शरणार्थीको समस्या समेत हल गर्न नसकेर अरुको मुख ताकेर बस्यौं। के नेपाली भाषी हुनुको पीडा होइन त्यो? यदि हिन्दी भाषी भएको भए भुटानीले यसरी खेद्न सक्थे? अथवा भारतीय आफैंले सल्टाउँथे होलान् त्यो समस्या। अब त नेपाली भाषी हुनु को गर्व गर्ने अवस्था पनि गुमायौं। भाषाको दृष्टिले नेपाल कहिल्यै पछाडि रहेनौं, विविध भाषाभाषी, अनेक जाति र संस्कृतिको धनी भनेर चिनिएको नेपाल माओवादीको जातीय अनि क्षेत्रीय राजनीतिले लथालिङ्ग बनायो। शायद त्यसैको उपज हो, यो पनि कि हामी हिन्दी भाषीलाई घृणा गर्ने। उनिहरुले हामीलाई यस्तो पाठ सिकायो, म आफू मात्रै जान्ने, मेरो कुरा मात्रै सहि हो, अरुको कुरो सुन्नु पर्दैन आदि इत्यादि।
तराइतिर को कुरा छाडि दिउँ, हाम्रै काठमाडौंका हलहरुमा नेपाली भन्दा हिन्दी सिनेमा बढि चल्छन्। शहरी क्षेत्रमा अधिकांशको घरमा केबल को पहुँच छ, त्यहाँ नेपाली च्यानल भन्दा बढि हिन्दि च्यानल हेर्ने चलन् छ। युवा पुस्तालाइ नेपाली फिल्मका हिरो हिरोइन लाई चिन्दैनन् होला तर भारतीय सिनेमाका हिरो, हिरोइन देखिन् लिएर सबै गायक, गायिका अनि संगीतकारहरुको नाम कण्ठस्थ होला। त्यसलाई हामीले के भनेर बुझ्ने? विवाह,व्रतबन्ध,भोज भतेरमा रमाइलो गर्न पर्यो भने हिन्दी संगीत गुन्जन्छ। पन्चै बाजाको स्थान बैण्ड बाजाले लिइसक्यो। तैपनि कोइ कोइ खोक्रो आडम्बरी बनेर नेपाली भाषा र संस्कृतिको बारेमा प्रवचन दिन चुक्दैनन्, घरमा चैं श्रीमती र छोराछोरीहरु हिन्दी सिनेमा र टेलिसिरियलमा मस्त भएको कुरो बिर्सन्छन्। त्यस कुरालाइ कसरी मूल्याङ्कन गर्ने? के त्यसको मतलब हिन्दी भाषा बोल्ने, हेर्ने, रुचाउने सँगको पूरै नाता तोडिदिने? के यस्तो संभव छ? न त कसैले यी भाषीलाई हेलाँ गर्न नहुने हो, होइन र?
मेरो प्रसङ्गमा यहाँ मैले हिन्दी भाषाको वकालत गर्न लागेको होइन कि भाषिक स्वतन्त्रताको कुरो उठाएको मात्र हूँ। जसरी हामी नेवारी, गुरुङ्ग, मगराँति, किराँती, तामाङ्ग, मैथिलि, अवधि, भोजपुरी, थारुवान आदि सबैलाई नेपालीले स्थान दिएकोछ, त्यसरी नै हिन्दीलाई पनि सम्मान गर्न जरुरी छ भनेको मात्रै हो। यसलाई गलत अर्थ नलगाइयोस्, मेरो ब्रम्हले देखेको चैं के हो भने अँग्रेजी बोल्दैमा गर्व गर्ने हाम्रै नेपाली समाजमा हिन्दी लाई चैं तथानाम भनेको पनि सुनियो, यस्तो फरक(?) किन? के भरतीयले हेप्यो भन्दैमा हामीले उनिहरुले बोल्ने भाषालाई नै बहिष्कार गर्नु पर्ने जरुरी छ र? उनिहरुको संस्कार देखि लिएर फेशन र पहिरनको नक्कल गर्नलाई भने हामीलाई लाज लाग्दैन। के यी सबै हामी त्याग्न तयार छौं? यदि संभव छैन या सक्दैनौं भने किन हिन्दी भाषालाई अपहेलना गरेको हामीले, म बुझ्न सक्दिन। के यो फोहोरी राजनीतिको परिणाम हो, या हाम्रो संकुचित भावनाको मलाई खुट्याउन गाह्रो परिरहेछ।
म कुनै भाषाविद् होइन, न त यसमा कौशलता नै राख्छु । एउटा सामान्य नागरिकको हैसियतले भन्नु पर्दा पनि मैले नेपालमा भाषिक स्वतन्त्रता गुमिसकेको ठानें । भ्रममा नपर्नुस्, हामी तिनै हौं जसले केही वर्ष अघिसम्मन् ‘अतिथी देवो भव:’ भनेर मान्ने, उनीहरुको सम्मान गर्ने । तर लाग्छ त्यो अब इतिहासको एक अंश भैसक्यो । एउटा सामान्य हिन्दी भाषालाई मान्यता दिन नसक्ने हामीले अरुको सम्मान कसरी गर्ने ? भाषिक न्याय कहाँ खोज्ने? कसरी खोज्ने? केका लागि खोज्ने? हामी अर्काको भाषालाई कदर गर्न जान्दैनौं भने उनिहरुबाट मात्रै हामी किन सम्मानित हुन चाहने?

ईना,अमेरिकामा कहिले ईन भएको होकी कुरा त निकै जानेको रहेछ,भाषाहरु पनि धेरै जानेको रहेछ,खुशी लाग्यो /तर भाषिक स्वतंत्रको बिषयमा कुरै गर्ने हो भने संसारको प्राय जसो देशहरुमा पक्कै पनि छ,नभएको चंही होइन र अमेरिकामा मात्र स्वतंत्र भएको चंही पक्कै हैन/तर बुझ्नु पर्ने कुरा के हो त भने सरकारी काम काजमा प्रयोग गर्ने राष्ट्र भाषा चंहीं अवस्य पनि फरक होला जस्तो लाग्छ मलाई,खयर जे सुकै होस चाहे हिन्दीमा बोलोस या चाहे बंगालीमा बोलोस कुनै आपत्ति भएन,तर राष्ट्र भाषाको रुपमा लिन मिल्दैन/ राष्ट्रको गरिमामय पद सम्हालेर बसे पछि राष्ट्र र राष्ट्रीयता प्रति बफादार हुनु पर्दछ/ अमेरिकामा धेरै प्रकारको भाषाहरु बोल्द रहेछ त्यसकारण नेपालमा उपराष्ट्रपतीले हिन्दी भाषामा सपथ खाएकोमा मेरो आपत्ति छैन भन्न खोज्नु भएको होला ईना जी ले,तर अमेरिकामा मलाई जंहा सम्म लाग्छ,राष्ट्रपति उपराष्ट्र्पतिहरू लाई सपथ गराउँदा स्पेनिस,रस्सियन,फ्रेंच,पोर्चुगी,हिन्दी,
बंगाली, मा नगरेर अंग्रेजीमा नै गराउन्छ होला जस्तो लाग्छ/

It seems like you’ve been living in the USA for a long time, that’s why you know about the freedom of speeking any language there. But I just wanted to ask you, can a Hispanic Senetor talk in Spanish in the Capital Hall? Do they come on Shorts and T-shirt or just a shirt to the CApital Hall as our CA members come on Dhoti and kamiz or anything they wish to the CA meeting?

Congratulations INA Shrestha; I think you will get award for getting so many Comments in a short time; hope you understand the feeling of Nepali people and one more thing you are in USA and governor of California is Arnold S Schwarzenegger was born in Austria but as I think so he do speak or take oath in english instead of Austrian Language. Now you have to think.

आप लोग हिन्दी सिनेमा देखते हो, हिन्दी गाने सुनते हो, हिन्दी चैनल देखते हो, हिन्दी समजते हो, कभी कभार बोलते भी हो, तो आपकी उप राष्ट्रपति नै हिन्दीमे सपथले के क्या बिगड़ा?

hey inna ji..m currently in southern part of India(Tamilnadu)..u know wat the ppl here dont like Hindi as a national language..here if they speak hindi n ppl find out u ll b neglected as they hate Hindi here..why because they want their own language to be lifted up..u have loads of languages here…but why is Hindi taken as a national language..coz most of the ppl find it easy to understand..even having different languages in different states they do a lot of sharing of knowledge n ideas in the parliament in Hindi only…they speak their language when they r in front of their people..but when they r to talk abt the country they r united and use a common language that they understand..

Your article may sound good for other but its least convincing to me.Your presentation could have been much stronger if you had depicted the number of Indian friends living in India who speak Hindi language. Correct me I am wrong; what I feel is even most of our Indian friends they either speak English or their local provincial dialects which is different or could be ramification of Hindi for e.g Gujarati, Tamil, Telugu, Punjabi, Malayalam, Kannada, Kashmiri, and etc. So, wouldn’t it be absurd for us just to use that language when we have our own. There are lots of choices. Brought up within Newari kins and clans you would have opted Newari language. I think you still have plenty of options. Well , if your point is rational then we could even make Chinese, Greek, French, Dutch and even Urdu language as our national language as we do believe in freedom of speech. Freedom of speech should rather be defined in terms of expressiveness rather than ways to express each sentiments.

I admit that I didn’t read your article to the end (I didn’t find worth reading it). But after reading few of your paragraphs I can understand that you are diverting from the main topic. The issue here is not about Hindi language, the issue here is the use of Hindi Language by the VP for his oath taking ceremony. We do not care what language he speaks at home or with his friends. But once he is representing the country he has to speak the national language. Even if he had spoken Spanish, French, Japanese or anyother language for that matter instead of Hindi, that would still be a grave mistake. We all understand about the freedom of speech in America. But will the American people tolerate if the President of United States gives his presidential speech in say Korean Language! Mr Jha is fluent in Nepalese, perhaps he can speak Nepali better than Hindi. What might be his intention in using Hindi in such platform then? Watching Hindi movies or listening to hindi songs is a personal choice. But once you represent the country, one should speak only the National Language. I do not agree with your point of recognizing Hindi Language as a regional language in Nepal just because India has recognized Nepali as their regional language. In India, specially in Noth-East region there are considerable percentage of Nepali Speaking Indians. India recognized Nepali language because of those Indians who can speaks Nepali not because of Nepalese is the language spoken in their neighbouring country. Whereas in Nepal, Hindi is not any regional languge. The mother tongue of People in Terai is Maithali, Bhojpuri, Tharu. Adding Hindi as our regional langugage just because Nepalese people watch Hindi movies and serials is baseless argument. We do not have any prejudice against Indians or Indian Language, but we surely are against the so called “National Leaders” who put other things at higher priortiy than nationality.

Vice president and an ordinary person are different. The voice of vice president is the voice of the nation. He is the vice president of Nepal and Nepali is Nepal’s national language and he must respect the national language. Informally, Mr Jha can speak any language he wants but as a vice president of Nepal and in such a formal occasion, he must speak Nepali. Can you give me any example that the Head of a state speak National language of other country in a formal occasion such as addressing the Nation or taking the oath??
I am a Newar and Newari is a regional language. If he speaks Newari in such a formal occasion, I will be the first to condemn. God bless your Nationality!!!!!!!

पोहोर सालको कुरो हो । अमेरिकाको राष्ट्रिय गान लाई कुनै स्पेनिसले स्पेनिस भाषामा उल्था गरेर गाईदिदा यहां खैलाबैला मच्चिएको थियो। यस्तो बिकसित देशमा समेत त्यसको चर्को बिरोध भयो। अमेरिको संसद्ले समेत पारित गर्यो-अंग्रेजी भन्दा बाहेक अरु भाषामा राष्ट्रिय गान गाउन पाईदैन भनेर। भलै स्पेनिस यहांको दोस्रो भाषा होला तर जब राष्ट्रियताको् कुरो आऊछ तब अंग्रेजीको मान मर्दन भएको देख्न सक्दैनन अमेरिकीहरु। अमेरिकी नागरिकता लिन सामान्य अंग्रेजी जान्नु र बोल्नु अनिबार्य छ यो देशमा। अन्तरर्बार्तामा अंग्रेजी नजाने त्यसलाई फेल गरिन्छ। केवल बुढाबुढी र असत्त हरुलाई मात्र यो नियम लागू हुदैन।
अब भन्न्नुस- के देशको सबै भन्दा प्रमुख र सम्पर्क भाषाको इज्ज्त गर्नु त्यस देशको हरेक नागरिकको कर्तब्य हो कि होईन? अब बन्ने सम्बिधान मा नेपाली भाषाको स्थानलाई स्पष्ट रुपमा किटान गरी त्यसको अपहेलना र मान मर्दन गरे के गर्ने भन्ने कुराको किटान हुनु पर्दछ ता कि यस्तो अवस्था नेपालमा पुन: नदोहोरियोस।

The issue here is the official use of the language. I too have lived in the US for a number of years. I have never heard of a situation in which any level of US government used any other language other than English in official use. I do not think that the American people would appreciate it if the next vice president of US took the oath of office in Spanish, for example.

We are Nepali. We have our National language. He could use any Nepali national language – newari, tharu, awadhi, bhojpuri, rai or magar or any… But hindi is not national language of Nepal. Position of Vice President is a symbol of national unity and harmony. This act is not justifiable in any logic.
Nepal is a country full of diversity. It doesn’t belong to one ethnic group.Almost every ethnic group has its own language. He forgot all these languages and took oath in Hindi. This guy should apologize with Nepali people and should step down from the post immediately. His act is against the country’s integrity, sovereignty and our self-respect.
Remember that he is a corrupt figure. He has been convicted for charges of smugglin when he was Judge in the Supreme court and he was terminated from that post.
He has been elected as a PV because of the arrogance of our political leaders and dirty politics.
Please don’t confuse:
1. We are not against hindi or India. India is our close neighbour and we respect their language.
2. We are Nepali – pahad, tarai, himal. This group is not for developing haterd against ethical community or group.
3. Our main concern is – a figure like vice president acted in very scary way which is against the feelings of all Nepali.
Let us join this group. Since our political leaders do not hear our voice, let them show how many Nepali are against this act. Please invite more people and make this corrupt figure step down from the country’s prestigeous position of vice president. He is not a right guy.

Agreed there are many languages in Nepal including Hindi… But isn’t that Mr.Vice President enough educated to use the offical language in such a big platform..like taking an oath…By the way Ms.Inha the official language in Nepal is still NEPALI…..So one SHOULD and MUST use Official language in such ceromonies ..regardless of one’s ethnicity or commuinty. (we respect all of them)

Does United States allow an elected official to take oath of office in a language other than English? Let us say Joe Lieberman or Bill Richardson becomes Vice President. Does America’s Constitution allow them to take oath of office in Jewish or Spanish language? No. Explain to me why.
Forget about Federal level. Does America allow a native American or Japanese-descended governor or state senator in Hawaii to take oath of office in their mother tongues despite they have majority in Hawaii? No.
Now, does Indian Parliament allow an elected MP of Nepali origin , either from Aaasam, Sikkim, or Darjeeling, to take oath of office in Nepali language? No.
Are people of all these countries narrow minded?
Why should Nepal allow Parmanand Jha to take oath of office in Hindi? There is only one official language (=language permitted to use in Government offices)in Nepal: That is Nepali. You cannot be allowed to do Government business in any other language, Newari, Maithali, Tamang, Limbu, or Hindi. And oath taking is Government business. Can Nepal financially afford to keep all Government documents and do its official work in 60-70 ethnic languages of Nepal? Not even the world’s richest country cannot afford to do this. America keeps Government documents in only one language. Does America issue Driver’s license in Spanish or Chinese or any minority language (there are more Chinese speaking people in America than Hindi speakers in Nepal)? Answer each of these questions if you have brain and have been to University in America. Or else, I would think that you are an illegal in America working at a gas station or convenient store or motel or a business owned by an Indian and you are trying to please your slave master?

अहिले जे भइरहेको छ त्यो भाषिक स्वतन्त्रतासँग बिल्कुल मेल नखाने कुरो हो । नेपाल र नेपालीहरुले कहिले पनि कसैको भाषिक स्वतन्त्रतालाई उपहास गरेका थिएनन, गरेका छैनन, र गर्दैनन । होइन भने हिजो पहिलो संबिधान सभाका बखतसम्मका दिनलाई हेर्ने हो भने नेपालीले चुप लागेर बसिरहेका थिए, मैथिली प्रेमिले चुप लागेर बसिरहेका थिए, अबधीले चुप लागेर बसिरहेका थिए, भोजपुरिले चुप लागेर बसिरहेका थिए, नेवारले चुप लागेर बसिरहेका थिए, गुरुङ्ले चुप लागेर बसिरहेका थिए,तमाङले चुप लागेर बसिरहेका थिए, थारुले चुप लागेर बसिरहेका थिए, शेर्पाले चुप लागेर बसिरहेका थिए, लिम्बुले चुप लागेर बसिरहेका थिए, तमुले चुप लागेर बसिरहेका थिए, सन्तालले चुप लागेर बसिरहेका थिए, राज्बन्शीले चुप लागेर बसिरहेका थिए ।।।। ह्रिदयस त्रिपाठीले हिन्दीमा फत्फताउँदा पनि सबै जाती जनजाती निरिह प्राणी सरह चुप लागेर बसिरहेका थिए । दिनुसम्म दिएका थिए सम्पूर्ण नेपाली जाती जनजातीले ‘हिन्दी’लाई संबिधान सभामा समेत चल्खेल गर्न । थियो किन थिएन भाषिक स्वतन्त्रता ?? भाषिक स्वतन्त्रता हुँदाहुँदै त्यस्ले नेपाली राष्ट्रिय भाषा र नेपालमा निहित मौलिक अन्य प्रिय आफ्नै जातिय भाषालाई डस्न थाल्छ भने त्यो स्वोतन्त्रता होइन स्वोछन्दता हो, चरिबुङे भएर नाचेको नाङो नाच हो, नेपालको मौलिकताको उपहास हो । संबैधानिक निकायको उच्च गरिमामय पदको आफ्नै मान,मुल्य, र मान्यता हुन्छ र त्यसमा बस्ने ब्यक्तीले निजी स्वार्थ, पार्टीगत स्वार्थभन्दा धेरै धेरै माथि उठेर देशलाई हेर्नु पर्ने हुन्छ, सम्पूर्ण जनतालाई हेर्नु पर्ने हुन्छ, सम्पूर्ण जाती र जनजातिलाई हेर्नु पर्ने हुन्छ, र नेपाल भित्रका जातिय मौलिकतालाई हेर्नु पर्ने हुन्छ । फोरम र परमानन्द झाले यी सबै पक्षलाई ध्यान दिन चुकेको मात्र होइन, यसलाई दिन प्रतिदिन गिद्दले सिनो लुछे झैं लुछी पो रहेका छन । सम्पूर्ण नेपाल र नेपालका प्रिय मौलिक भाषालाई समेत जलाएर, आत्मालोचना गर्नुको साटो झन झन भुकीरहेका छन ।। यसले कसलाई फाईदा हुन्छ ?? कसैलाई हुँदैन । केबल भारतीय प्रती नेपाल र नेपाली सम्पूर्ण जनजातीको अहिलेसम्म बचे-खुचेको सद्भाब मरेर जान्छ, भारतीय ‘निस्ठा’ प्रती घ्रिणा जागेर आउँछ । ‘हिन्दी’को आवाज उठाउनेहरु ले लाभको सट्टा ब्यर्थको उपहास मात्र भेट्छन । त्यसैले, हिमराजलाई यो लाग्दैन – नेपालमा भाषिक स्वन्त्रता थिएन भनेर ।। नेपालमा सम्पूर्ण चिज थियो, केबल आजसम्म नेपाली सोझा थिए र निरिह ।। भारतीयको डिजाईनमा नेपाल र नेपाली अब हिँड्ने छैनन । हिमाल, पहाड, भित्रि-मधेश, चुरे-भाबर, तराइ कुनै पनि भारतीय दलालका पछाडि नलाग्ने मात्र होइन, अब तिनलाई बढारेर फ्याँक्ने कार्य समेत गर्नेछन । भारतीय ‘र’को डिजाईनमा काम गर्नेहरु, भारतीय करोडौँ रुपैयाँ खाएर नेपालका राष्ट्रियस्तरका हीतबिरुद्द आवाज उठाउनेहरु, आफ्नो राष्ट्रिय भाषा भुल्नेहरु, आफ्नो जातिय मौलिक भाषा भुल्नेहरुलाई भोट् दिएर भयन्कर ठुलो भुल भएछ नेपाली जनजातीबाट, नेपाली जनताबाट ।। भुल हुन्छ । सबै मिलेर निमेशभरको भुल त सच्याईन्छ, सच्चिन्छ तर दलालहरु कहिले पनि सच्चिँदैनन ।।

First of all, language use is not mere means of communication only. Language is associated with culture, nation, and national identity. As you point out, Nepal and Nepali people are too lazy to produce basic necessities and accessories for their life and submit to Indian products and television media without complaint. Independence does not come from such laziness and submission. Nepali people have to strive for independence, not just from India but from the rest of the world. This does not mean isolation. Only by producing our own we can participate in the world. Otherwise, we will forever remain mere consumers (slaves), at the mercy of other nations. For independence, Nepal must begin from some place. And that some place could be language. And language, as I said above, is not just means of communication. Language is the means of producing daily necessities like food, transportation, and information technology as well as accessories of life like literature, television and films. Language in broad sense is in your DNA. What is DNA if not coded message written in a particular language.
More than anything else, language is instrumental in the production of knowledge. Language is a way of looking at the world. Every language is unique in its own way to produce knowledge, which means each language is capable of producing valuable and different knowledge. The question is not respect or disrespect of another language. The question is the danger of losing a language. In the long run, Nepali language may face risk of disappearance because of the domination and wholesale acceptance of Hindi in Nepal. The result would be not only we will lose our national identity but also a mode of production of knowledge. Statistics show that 1 language is disappearing in every 14 days from the earth. Death of a language is death of particular way of producing knowledge. A language dies if it is dominated by another powerful language, especially if that domination happens from the neighboring language. So, English may be more powerful than Hindi, but Hindi is the most powerful language that is in our nearest neighborhood to dominate the life of Nepali language. You should read how a language of weaker nation and community dies, and think about who is narrow minded (you or us?). As most of the commenters here have pointed out before me, the issue here wasn’t of the lingual freedom, but of national integrity and symbolism that a second highest public figure of the country “Nepal” had to exhibit. I don’t care the CA members of Terai based parties using Hindi language in the Constituent Assembly because they are of course involved in regional politics and would fare better if they promote regional agendas. That’s somehow acceptable. But a vice president of Nepal represents the whole Nepal, not only a particular region of Terai. There was one data that I read. Only 0.5 percent of the population residing in Terai use the Hindi language for communication, and based on that data alone, the vice president of Nepal underestimated the nation’s sentiments and the national integrity and symbolism, which is not acceptable for we as Nepalese (can be acceptable for we as humans, but not for we as Nepalese). Politics is never an unidimensional issue that could only be viewed through a single perspective as you described in your article advocating the lingual freedom. Instead its a multidimensional issue that has to be viewed with myriad of different perspectives in an integrated way. So I think your feelings and your article lack social-national-political maturity.

Sorry for your misguided thoughts. Not everyone who is opposing Mr Jha disrespects Hindi. I don’t beleive they have any problem with Hindi they will probably protest in street about Mr Jha and then go back home and watch Hindi movie (its different story that I hate hindi movies{most of}). I don’t think there is any problem with that. You mentioned languguage is nothing but mean of communication, but I beg to differ. Yes it is for communication for but it much more than just communication of Chips with sounds.
Imagine whole world only having one language…
Language development will be much slower and we will be probabably still stuck much more premitive language. With evolution and civilazation Humans have become much complex. We all seek identity and we also need completition to become better in everything. We all need to have seperate identity and at the same time we can be very inclusive of everybody, regard less of nationality, language, belief, race etc etc.
Proper thing would have been Mr. Jha baje to either use nepali language or his mother tounge ( which I believe is Miathali)

First, she does not know anything about USA, in USA oath must be in either english and espanol (in some state like Alabama only english is approved for oath). Also I am 100% gurantee she does not have driver linces otherwise she must oath her documents are valie in English language or spanish (in some states).

1. Why our reporters/politicians/ministers speaks in hindi while talking with Indian leaders/reporters?
Ans: Most of them don’t speak English well but want to prove they are good at hindi. I wish they could speak in Nepali.

2. Why we watch hindi movies and serials?
Ans: Because there are less good Nepalies movies/serials. There are only a few creative directors in Nepal.

Learning and speaking second languages is not a bad thing, but in this case its a sensitive issue. He is supposed to be the second man in charge, and according to reports 0.05 % in terai speak hindi. It doesnt make sense how can he oath in hindi. I wouldnt have been bothered by maithili, bhojpuri but nobody wants our F****** VP to take oath in hindi.I am tired of all this bull S*** politics in Nepal. I like watching hindi movies, listening hindi music. That is a different private thing.
But there is no way I can accept any nepalese speaking hindi in parliament. It is a national thing.
I can not even accept people dancing and singing in events organized by nepali organizations when the theme is the nepal and nepali culture or anniversary of nepali organization. It is so embarrassing when indian friends are with me or I have to explain to American friends.

Ina wrote that it is freedom of expressoin. Can president, vice president who represent national unity, use his freedom of expression at a time when he represent all people of Nepal. You have written about freedom, remember, you must not hurt other people when you use your freedom. You with your boyfriend, for instance, whatever you do in a private room, is your freedom but if you do the same thing in any street of Nepal, nobody will respect your idea of your freedom. Nobody will appreciate you even if you are very intellectual and living in US, speak English most modern woman.
Ask this question to your parent first, if they are in Nepal, a bit sensitive of being Nepali. if not just BASAIWALA then, I do not have to discuss with you.

INA SHRESTHA: I am not narrow minded person, but looking at your stress on let it be for one of the most prestigious OATH which was given in HINDI should be a shame to all who support their intension to be the part of it.
Many in US even stress their necessity of Spanish as their second language, and even if someone from one of the Latino gets elected to hold the most sacred position in US, if it was noted that the person is taking OATH in Spanish, he would barely get a chance to see his office the day he gets elected.
The reason language is created is simply because it will hold its norm and value. Giving OATH other than in Nepali is a clear directive that the person who will sit in the chair to do the work will never be committed to Nepal and its people.

Totally agreed with the article. Show me anybody in Nepal who can claim that they donot understand Hendi. The national language of Nepal is Nepali but look a bit beyond Nepal. In EU there are almost 32 official language and all these countries try to preserve their language. We Nepali should be pround to claim that we know so many language, Hindi, Nepali, English and lot more other… If Nepal is set to be Nepal, then it should look beyong the coundary of Nepal, and start thinking on the global sense. I would like to add here: We should stop worrying about what the foreign policy of other countries is going to have impact in Nepal but start to think how the foreign policy of Nepal is going to impact the world..
The Nepalis still need lot of years to get out these mentality… Instead of being proud that we have so many diverse language in our country, these people have no job but to demonstrate in the street of Kathmandu and hamper the development… Sometime it makes me feel shame being Nepali due to these Nepalis natinality…

can u give us such example where any indian Presidents or Primeministers have taken the oath in Nepali langauge yet even Nepali is already accepted as a regional language and also listed in an Indian Constitution’s Anusuchi as the 8th langauges.

I bet Ina’s surname is not shrestha.Had she been Shreshta she would not have supported Hindi language.
Where on earth did she find Terai people speaking hindi language?Having lived in different parts of terai for so many years, I can assure you that lot of madhesi people cannot even speak hindi language properly.We people living in cities have misconception about terai language. Lot of us relate bhojpuri, awadhi or maithali with hindi languae.
Please refrain from thinking so.They are totally different language.

I think you don’t know about the politics of asia especially india. There are various way of colonizing the country. In this 21st centrury it is impossible to colonize the country by bullets. It is only possible through the transmission of culture. We are already dependant to this “big” country. Now they are trying to disseminate their culture in Nepal through which they can easily make us their robot like bhutan. Vice president is taking oath infront of every Nepalese people. but his languges shows that he is taking oath to Indian convoy. Cause Nepalese language is lingua-franca which is understand by 2crores 30 lakh citizens not only 2 lakh citizen who reside around the border. If president speaks in such language which is not understand by whole 75 districts then he is just a vice-president of some meagre people.
If you compare the our country with of foreign then it is totally different. It’s like comparing fish with lizard. My dear friend don’t take it is as simple as whistle It is a very profound matter. So, please i would like to suggest you that always think before you speak.

Bottom line is: “Hindi is not an official language of Nepal”. VP was not addressing a bunch of Hindi speaking people…he was not addressing a political rally but he was taking the Oath. He should follow the constitution. You must have seen Barack, McCain and Bush speak in Spanish in their rallies but you will never see them taking oath in Spanish.Although US doesnot have official language, they use English. And now you are talking about Nepal where there is an official language and VP of the country taking oath in some other language.
“It’s not only wrong but Illegal” You must be well aware of this phrase being in US. Lets not argue if this is right or wrong but lets argue if it is Illegal or not as per the constitution of NEPAL.
Its not about being bilingual and accepting Hindi. There is a huge difference between accepting a language by commoner. We have seen so many politicians speaking in Hindi in the political rallies, interviews no body had criticised them but this is about the VP and constitution. GOT IT!!!

It seems like you’re trying to oppose on people who had negative comments on your hindi language commment on the blog.
We should know, we are not in that level to compare our country with America yet in many things not only freedom of speech. America is a melting pot and their languages. Its in their constitution and in their First Amendmend “Freedom of Speech”.
It seems like you are educated but in this context, Nepali people (us) are not protesting against Hindi language but its used by VP who could speak Nepali very well, in the prestigious ceremony where official language (Nepali) should be spoken not Hindi.
Nepali is an official language of Nepal not hindi or English.Just because we know different doesnt mean it has to be an official language of the country.

Dear Madam,
We both being Newars, pls realize that both of these languages does not belong to us. The so called Nepali(actually khas language) is imposed upon us by the state. So Damn care!
Let this happen every day every where, so the state is forced to adopt English as our official language. And our sons and daughters do not have to study Nepali in our schools.
If the state makes english as official language, then the market will decide the fate of other languages. even our mothertongue Nepal bhasa.

your article is totally out of perspective. The big question here is use of hindi language during oath. it has nothing to do with freedom of language or freedom of speech. Official language is the official language and Nepali is the official language and the oath has to be in Nepali.
If vice president feels comfortable in speaking hindi he can do so at home and other non official businessed but not as a vice president in official ceremonies.
