काठमाडौँमा सबैभन्दा बढी वाहन मोटरसाइकलको छ। अलिकति जाम हुन पाएको छैन, मोटरसाइकल नै मोटरसाइकल देखिन्छ सडकभरी। मोटरसाइकल बढेसँगै पार्किङको व्यापार पनि गज्जबसित फस्टाएको छ। क्लब, संघसंस्थाहरुले समेत पार्किङ शुल्क उठाउने गरेका छन्। तर पार्किङ गरेवापत् शुल्क उठाएर पनि उनीहरु सुरक्षाको ग्यारेन्टी भने दिँदैनन्। उनीहरुको टिकटमा नै स्पष्टसँग लेखिएको हुन्छ- सुरक्षा गर्ने जिम्मा तपाईँहरु कै। अथवा आफ्नो सवारी साधन र हेल्मेटको सुरक्षा आफैले गर्नुहोला।
अब हेर्नुस् न, सुरक्षा आफै गर्ने भए उनीहरुले रकम चाहिँ किन लिएका होलान् ? सुरक्षा गर्ने शर्तमा पो लिनुपर्ने हैन त यस्तो रकम ?
यसरी सीधा सीधा ठगी गर्दा पनि बोल्ने कोही छैनन्। काठमाडौँमा मोटरसाइकल चालकहरुको संख्या हजारौँ हुनुपर्छ। उनीहरुले संगठित भएर आवाज उठाए भने यस्तो ठगी रोकिन्थ्यो। आखिर यो उपभोक्ता अधिकारको पनि कुरा हो नि, हैन र ?
तपाईँ बस्नुभएको ठाउँतिर के हुन्छ, पार्किङ गरेवापत् सुरक्षा हुन्छ कि हुँदैन ?
काठमाडौँ उपत्यकामा एउटा ठाउँमा मात्रै पार्क गर्दा सुरक्षाको जिम्मेवारी लिइन्छ र टिकटमा नै सवारी साधनको नम्बर समेत उल्लेख गरिन्छ। त्यो ठाउँ हो- पाटन अस्पतालको पार्किङ स्थल। नत्र त सबै ठाउँ उस्तै हो।

It is not only about the security of our cars or bikes but more importantly the fact these ‘gooons’ operate all over the roads !! whether it be a pavement or a free empty space in front of some shops. Why is it that we pay road and government takes but still pay for these stupid club owners who make the roads theirs ?
I have stopped paying these stupid 10-20 rupees for a long time now; anytime they challenge me to their right to extort money from me, I retaliate. Sab jana chor matra, jaba sam ma awaj thulo parena hepna khojcha.
But amazingly, most (read that over 90%) of vehicle owners dont bother to comment. Petrol ko vau world price le garda badda sadak ban and tire jalaune but when somebody openly extorts money, they dont have a problem at all.
Of course do not expect help from the useless traffic police who usually quickly shy away from such matters.

कुरा सात बर्ष अघिको हो । म टिचिङ हस्पीटल्मा बिरामी कुर्न गएको थिए तेही राती एक जना बिरामी कुरुवाको मोटरसाईकल चोरी भयो ।
गएर पार्किङ वाला संग सोध्धा मलाई के मत्लब भन्यो । बाईक वाला ले दात झर्ने गरी पार्किङ वाला लाई बजायो र तेशपछी सब पार्किङ वाला हरु आएर बाइक वाला लाई पिटन के लागेका थिए सब् जना बिरामी कुरुवाहरु र बाइक वाला हरु आएर पार्किङ वाला हरु लाई बजाउन थाले । तेश्पछी पार्किङ वालाहरुले हराएको मोटरसाईकल खोजिदिने सर्त मा कुरा मिल्यो । तेशैले लातको भुत बातले मान्दैन । अब ऐन बनाउदा सरकारी जमिनमा पार्किङ गर्दा पार्किङ सुल्क लिन नपाउने बनाउनुपर्छ । के सरकारी जमिन कसैको बौको सम्पती हो ? खाली सरकारी जमिन भनेको सारा नेपाली जनताहरुले प्रयोग गर्न पाउनु पर्छ । पार्किङ सुल्क लिने हो भने आफ्नो बौको सम्पत्तिमा पार्किङ गराएर लिनुपर्छ ।

खासमा यो पैसा उठाउने काम नै गैरकानुनी होइन र? पैसा उठाउने काम त राज्यको मात्र हुन्छ। स्वायत्त शासन अन्तर्गत नगरपालिकाले यस्तो दस्तुर उठाउने गर्दछ, तर यहाँ त मनपरी क्लबहरुले उठाइरहेछन्, जुन दादागिरी हो। नगरपालिकाले तोकेको क्षेत्र १२/१३ वटा मात्र छन् क्या रे। तर यहाँ प्रत्येक चोक, मन्दिर, अस्पताल, सरकारी कार्यालय वरपर पैसा उठाइन्छ। सुरक्षाको कुरा त पछिको हो, पहिलो त पैसा उठाउने काम नै गैरकानुनी हो।

That’s how it is elsewhere too. I parked my car in a Sheraton hotel in DT Seattle paying 8 bucks an hour. They had similar disclaimer. That’s reasonable on their part, although it sucks when you loose your car.

I don’t think there is any commitment for the security of vehicle while purchasing the parking unless otherwise stated. The fee is for parking not for security. For the security of the vahicale you have to buy the insurence. What happen if your car is stolen from your home? The case is same. For the helmatet you have to put it inside the locker of your motorsycle if you have otherwise you have to take with you yourselves. This is the international rule that YOU are the people responsible for your properties. I am living in USA. we all follow the rule.

in most of the western europe too parking places do not take liabilities for the theft of the vehicle or goods inside it but most of them have CCTV which makes easier to catch the burglars……..but if u park outsside in the road u dont have that privilage……..but u stil have to pay wherever you park,and you cannot skip parking if u do so bills wil arrive ur home and u wil have to pay with the interest so you can say most of the countries have pretty much same parking policies….but i think it would be best if nepal too adopts the cctv monitoring in inside parking……

I have never seen any street parking where you get an absolute guarantee by paying a nominal parking fee. Kathmandu is chaotic with three or four rows of motercycles on one side of the street alone. It is futile and impractical to expect “absolute guarantee”. Moreover, In Nepal there is nothing called ‘customer satisfaction” and “customer service”. Aakasko fal aankhaa tari mar.

I have never seen parking lot which gurantees security. Most of the Parking lot here in UK wil have CCTV camera but you can not make them liable for anything. There won’t be any CCTV survilence if you are parking in roadside parking but still you have to pay.
The parking fee is for teh management, not for the security in UK. I don’t know what we expect there in Nepal. The only secured parking lot where they take liability in UK is Airport Parkings where you leave the car for couple of days untill you are back but normally you also leave your keys with them. Imagine that in Nepal, your car or Bike will be in contant use.
Comparing UK and Nepalese system on parking, I dn’t think we can expect to get the gurantee of security in Nepal as that hasn’t been possible in UK where we live in a real “BIG BROTHER” house. A lot of survilence cameras.

I dont know who stupied was that implemented the rule of parking lot and parking fees, if there is no guarantee of security. besides, we are not here to compare of UK, may the nepalese who are residing in UK are bit enough thinking of being smart as…. but the concern is why should we pay for nothing, we need to que in and out the bike, take care of it and pay charges. LIKE JISKI JUTI USIKA SAR. If parking lot staffs dont have any liability and are not concerned of our belonging, why are they become established? just put a sign at the street side and charge the bill. it is not a big deal if they want to secure vehicle, besides some simple measures can be implimented, where the concept of surveillance is not the factual things. so please stop doing stupidity comparing with UK’s system. “BIG BRO” is not enough smart to mitigate so many incidents in UK is well known to everyone in the past days. so my dear “UK BASINDA”, my suggestion is to apply simple and effective measures and make a charge rather than comparing with UK surveillance. guess…. it is better….

if the uk government tells you to go and have the shit will you sir???????????????????????? here the topic is concern over why we have to pay for something that does not give any gurantee, we have nothing to do with the UK traffic policy if they are also chagring for ur parking and are not giving any gurantee for your belonginess what the hell of use of those millions of CCTV cameras, tell your lonodn metropolition police, or DSA, or NPC or DVLA of Department of tansport or your city council who is responsible to give gurantee of ur vehicles.

Mr. Toronto and Mr. USA if any fee is payable that should be organized, have you ever seen the parking lot in Nepal out of street, well if we go there, it is unorganized, messed and just with a sign board paid parking and a couple of persons having receipt with 5 Rs. Moreover, I dont think we are in the state of underground parking or 3rd floor parking lot been established. we park our vehicle at one place, while getting back we need to look arround for it. There is no time count down machine, you put coins on machine and park your vehicle. so for what reason do we pay, Ok there is not the matter of security, but the matter of organized parking. Are we receiving such facilities, and been charged as it is?

You probably misunderstood my point. I am trying to make is that, beside having so many survillence camera everywhere, if there is no guranteee of Vahical safety in UK, how can we expect that in Kathmandu as we do not have that technologies. If somebody feels that it is pragmatic, you can put the proposal with KMP, I suppose. If you can give gurantee of vahical safety, that would realy be a great business. I think you will be most successful. I am not charging you anything. So there is no point to be offensive with my words. Nobody is trying to be smart just thinking how pragmatic that could be. That is why I compared. We have to pay here irrespective of anything. If something is wrong, we can not claim. There are some private parking who claim to be secure but you won’t be able to claim in those as well. It is just peace of mind.
