अब गैर आवासीय नेपाली अर्थात् एनआरएनले आफू एनआरएन भएको आईडी र सुविधाहरु नेपाल सरकारबाट पाउने भएका छन्। परराष्ट्र मन्त्रालयले मन्त्रिपरिषदमा पठाएको गैर आवासीय नियमावली २०६५ पास भएपछि एनआरएनहरुले नेपालमा सम्पति राख्न, किन्न र चाहेमा विदेशमा समेत लैजान सक्नेछन्।
एनआरएन चाहिँ कस्तोलाई भन्ने त ?
आजको अन्नपूर्ण पोस्टमा छापिएको समाचार अनुसार नियमावलीमा अमेरिका, युरोप, जापान, कोरिया लगायत देशका मात्र हैन, खाडी देश र मलेसियामा गएर दुई वर्ष बसेका नेपाली नागरिक समेत गैर आवासीय नागरिकको दर्जामा रहने छन्। तर सार्क राष्ट्रमा जाने नेपालीहरुलाई एनआरएन भनिने छैन। सार्क बाहेकका देशमा पढ्न वा काम गर्न गएकाहरु एनआरएनको सूचिमा पर्नेछन्।
त्यसरी सार्क देशबाहेकका मुलुकमा जाने नेपालीहरुको संख्या २५ लाखभन्दा बढी रहेको तथ्याङ्क छ।
नियमावलीमा दुई वर्ष विदेशमा बसेकालाई एनआरएन दर्जा दिने भनिएको छ। तर गैरआवासीय नेपाली महासंघले भने १ सय ८३ दिन विदेशमा बसेकालाई त्यस्तो दर्जा दिनुपर्ने बताएको थियो। महासंघले दोहोरो नागरिकताको पनि माग गरेको भए पनि नियमावली यस विषयमा मौन छ।
समाचार अनुसार नियमावलीमा नेपाली मूलका विदेशी नागरिकले एनआरएनका रुपमा पाएको परिचय पत्रको अवधि १० वर्ष बहाल रहने छ। विदेशको नागरिकता नलिएका तर दुई वर्ष सार्कबाहेकका मुलुकमा बसेका नेपालीहरुको परिचय पत्रको अवधि भने दुई वर्षको रहने छ। उनीहरुले त्यसलाई रिन्यु पनि गर्न सक्ने रहेछन्।
एनआरएनको नाम र परिचय पत्र दर्ताका लागि परराष्ट्र मन्त्रालय अनि विदेशमा रहेका सबै नेपाली दूतावासमा छुट्टै एनआरएन डेस्क खोलिने रहेछ। नाम दर्ता गर्न नेपालमा १५ सय रुपैयाँ र विदेशमा नेपाली मूलका विदेशी नागरिकलाई ५० अमेरिकी डलर अनि नेपाली नागरिकलाई २० अमेरिकी डलर लाग्ने रहेछ।
परिचय पत्रको शुल्क भने विदेशी नागरिकलाई पाँच सय डलर तिर्नुपर्ने रहेछ।
नेपाली मूलका विदेशी नागरिकले काठमाडौँ उपत्यकामा दुई रोपनी, तराईका नगरपालिकामा आठ कठ्ठा, तराई र उपत्यकाबाहेकका नगरपालिकामा पाँच रोपनी, तराईका गाविसमा दुई बिघा र पहाडमा २६ रोपनीसम्म जग्गा किन्न पाउने छन्।

It’s not good to confined people in such rules like one can buy this much land and invest this much amount. If it is so then NRN need to think many times before investing in Nepal.
In my opinion NRN must get right equal to Nepali citizin. People in abroad want to invest more in their country rather than abroad. So before making rule government has to think properly and must get suggestion from the people from abroad.

This is most awaited decision by the govt. but in the present context, there is a possibility of out flow of money from country as the rate of property is going up in valley and down in other countries. If someone transfer money legally, there is a possibility that Nepali with valid stay permit may transfer money out of country to invest abroad in property.
I believe that NRN should be allowed to take dividend (return on investment) out of country not the entire property that they posses in Nepal.

If you know can you clearify if a non citizen are required to take Nepali visa or not if that ID is in possetion. If it is then it will be very fruitful.
ITS BAD DECISION TO INCLUDE ALL THE PEOPLE including NEPALI CITIZEN ARE NRN. It happens only in NEpal. Nepali citizens are already Nepali why do we need NRN. This whole notion of taking money abroad by NRN is going to lead all those to take the money out from Nepal. Now we will have net flow of remittence out from Nepal.

(1) The Federal state of Nepal supports relations among Nepalese citizens domiciled abroad as well as their links with Nepal. The State may support organizations pursuing this goal.
(2) The Federal Nepal State adopts rules on the rights and duties of Nepalese citizens abroad, in particular regarding the exercise of political rights on the federal level, on the duty to render military service, on welfare and on social security. (in my opinion, when NRNs are provided with their equal rights they know how to mobilize and protect their investment in the motherland and fulfill the obligations.
(3) The Federal Republic of Nepal allows Nepalese citizens who are living outside of the six member nations of the South Asian Regional Association Cooperation (SAARC); to hold foreign citizenship(dual) as well as Nepalese citizenship.

I am sure everybody is aware of EIC, this is next step of government to collect money to run this unsuccessful administration. I am agree for giving NRN ID to those people who have foreign citizenship or permanent residency. (the fee is high.) But, there are some people living outside the country because of only Maoist threat, and no peace.
It would be so nice if government issue a dual citizenship and appropriate tax system to them, which will help country for long term. (I am not the foreign citizen, I am proud to say Nepalese.)

The idea is not bad and it will help Nepal. As some of the commenters mentioned, students or Nepalies those who are maintaining their Nepalese citizen why they need this NRN ID. The fee for Nepalese origin foregn citizen is bit too high. To me appears that poor Nepalese government is just trying to get money from Nepalese living outside Nepal.
If Nepalese government claims itself to be capable one and has will and courage to mobilise Nepal’s resources for the development they should not asking money from Nepalese staying outside to to pay salary of useless and corrupt ministers and parliamentary members. If the money will be utilise for developmen purpose we are ready to pay nominal amount for such ID. But US$500 for two years is just too much where Nepalese government really can not implement any proposal effectively. We are watching their past promises and proposal closely and everything has been like ” Gaph of ganjadi”. These mob of gaphadi and rebelians will have to be starg doing somethin usefull and stop bakamphuse gaph. its nice for those who have taken foreign citizenship though fees are very expensive and inappropriate. But it is hilarious and worthless for those people who are temporarly residing in abroad either as a student or worker or whatever because they already have got nepalese citizenship and passport. according to the law nepalese citizenship is valid untill and unless one takes foreign citizenship and i recon no IDs are greater and potent than citizenship and passport to be nepalsese.

Thanks for nepal government. Now it is easy to invest money to nepal by NRN and easy to move your property here and there in various country to make nepal more prosperous. In addition to this nepal government needs to decide dual citizenship as soon as possible, to make the recognition of Nepalese staying abroad. Once the nepalese should be nepalese forever. Anyway it is great decision.

If you have valid Nepalese citizenship/passport and living foreign countries temporarily then why need to take id? no need. It is for those who were Nepalese and now have foreign citizenship and need visa to enter in to Nepal. if they get such id, they will have equal right as a Nepali citizen has to do any job/live/ business/investment in Nepal. Understand my friend!!!!! It is good job that government has done. It will increase investment in Nepal and employment too.

ID should be applied by those original Nepalese citizens who have already obtained foreign passport and lost Nepalese passport rights. So in case of travelling to Nepal, such original Nepali citizens must obtain visa for Nepal at high cost and can’t stay as long as they wish. To avoid such difficulties, Nepal Govt. has taken such progressive step. We all should warmly welcomed such steps of Government. Dual Citizenship system would be more convinient for such originally Nepalese people.

I still don’t understand..
1. If you have Nepalese Passport, why you need NRN I.D.?
Is there any extra benifit for the individual?
2. What is the benefit for having Dual Citizenship?
I guess individual will only save some bucks avoiding visa fee.
The reason supporting “Dual Citizenship” is to move the capital from Outside to Nepal. May be some Mafia will also be benefited, but you can make good rules.
Psychologically, the person already settled outside Nepal, or going to settle, are willing to save his/her assets in Nepal, and want to continue his ties in Nepal. But lack of dual citizenship, he has to give it up anyway, so starts shrinking his/her ties,which moves the capital away from Nepal.
By law, NRI can not do research, training, teaching, buisness as Nepalese, rather treated as foreigner. That means even you can not stay in Nepal after certain period of time. If NRN gets Dual Citizen it will be beneficial for him and for NEPAL.
Does anyone knows cons of giving Dual citizenship? And what is the benefit of getting I.D. for 2 years ($500), if you have passport.

I don’t see any benefit, unless you can have I.D. for long time.
Keep in mind: Nepal can save alot from those who are moving away from Nepal (who are in process of getting P.R. and still holds Nepalse Passport), than get back from P.R. I don’t think anyone want to invest in Nepal except in land.. No electricity, no sequirity..etc..

i think it has no sence to have NRN ID when we have passports. when we have passports that mean we are the citizens of Nepal and we have rights to stay in nepal or in foreign countries without any affects in our rights of citizen in posessing or selling out our properties. so we can doubt on present decisions; why a nepali who is holding nepalese passport need to get NRN ID that has the validity of two years only and that limits our rights of citizen to retain our rights on our properties, investments and buying and selling of properties. We need to be careful and need to have legal experts’ advises as that decision may mean to capture our properties in Nepal.
further, we also need to be very careful while demanding for dual citizenship keeping in view of 1950′s treaty with India. since indian can have multiple citizen ship when nepal would adopt duel citizen ship those indian immigrants in nepal who would be holding citizenship of India and Nepal both would be more dangerious in context of our country.
any way, we have to request media for their efforts to draw attention of immigration and legal experts on present decision of this unreliable government’s decision on NRN ID.

In my view, individuals on the following categories shuold NOT be allowed to get this card:
1. those who go abroad on a scholarship through Nepal Government or with a recommdation from the Planning Commission.
2. It is also time to remind those who have gone on a scholarship and never fulfulled their obligation by NOT returning to Nepal
3. Employees of Nepal GOvernment and their dependents who have gone abroad with or thorugh Nepal government jobs
4. Those who are working on a UN or World Bank job by virtue of being a Nepal government employee
And, yes, definitely, NO voting rights to NRNs.
INSTEAD OF AN ID CARD, IT WOULD HAVE BEEN MORE APPROPRIATE for a Nepal Embassy abroad to stamp on the passport saying NRN status granted. What is the use of creating a further bureacracy?
