राति ८२२ बजे: जनआन्दोलनको बलमा वैशाख ११ गतेको राजाको घोषणाबाट पुनर्स्थापित प्रतिनिधि सभा २ सय ६३ दिनपछि आज विधिवत भंग भएको छ। सभामुख सुभाष नेम्वाङले प्रतिनिधि सभा र राष्ट्रिय सभा अन्तरिम संविधान अनुसार स्वतः विघटन भएको अौपचारिक रुपमा घोषणा गर्नुभएको हो।
साँझ ७४६ नेपालको अन्तरिम संविधान २०६३ प्रतिनिधि सभाबाट सर्वसम्मतिले जारी भएको छ। उपस्थित संख्या १८५ थियो। सबै मत पक्षमा पर्यो। यसको विपक्षमा एक मत पनि परेन। पहिलो पटक जनताबाट यसरी संविधान जारी भएको हो। यसअघि राजाबाट संविधान जारी हुने गर्थे। अब प्रतिनिधि सभा विधिवत भंग हुनेछ।
साँझ ७१५ सांसदहरु प्रस्तावको पक्षमा अर्थात् उत्तरतर्फको लबीमा नै लाइन लागी मतदान गरिरहेका छन्। दक्षिणतर्फको लबीमा कोही देखिएका छैनन्। अर्थात् यो संविधान सर्वसम्मतिले जारी हुने देखिएको छ।
साँझ ६५८ अन्तरिम संविधान प्रतिनिधि सभामा निर्णयार्थ प्रस्तुत। सर्वसम्मतिले अन्तरिम संविधान स्वीकृत। यसपछि प्रधानमन्त्री कोइरालाले अन्तरिम संविधान जारी गरियोस् भनी प्रस्ताव राख्नुभयो साँझ ७ बजे। मत विभाजनबाट यो प्रस्तावमाथि मतदान हुनेछ। उतर लबीमा संविधान जारी गर्न हुन्छ भन्नेहरु र हुन्न भन्नेहरु दक्षिण लबीमा मतदान गर्नेछन्। ७ बजेर ३ मिनेट जाँदा विभाजन घण्टी बजाउन सुरु भयो।
यसअघि जनमोर्चाका नवराज सुवेदी, हरि आचार्यले पनि संशोधन प्रस्ताव फिर्ता लिएनन्। एमाले नेतृ विद्यादेवी भण्डारी, सदभावना आनन्दीदेवीका राजेन्द्र महतो त्यसैगरी परशुराम मेघी गुरुङ, विजयकुमार गच्छदारले भने संशोधन प्रस्ताव फिर्ता लिए।
साँझ ६३४ राप्रपाको संशोधन प्रस्ताव फिर्ता लिन गोविन्दविक्रम शाहलाई समय सभामुखले दिनुभयो। तर उहाँले फिर्ता नलिने अडान राखेपछि मतदान गर्दा संशोधन प्रस्ताव बहुमतले अस्वीकृत। अब यसैगरी अरु संशोधन प्रस्तावहरु पनि पेश गर्ने, फिर्ता लिने र अस्वीकृत हुने क्रम जारी रहनेछ।
साँझ ६२९ सूर्यबहादुर थापालाई संशोधन प्रस्ताव फिर्ता लिन समय सभामुखले दिनुभयो। सैद्धान्तिक कुरामा संशोधन राखेको हुनाले फिर्ता नलिने बताउनु भयो। संशोधन प्रस्ताव बहुमतले अस्वीकृत।
साँझ ६:२७ माअोवादीहरु हतियार कन्टेनरमा राखेर संसदमा आउनु महत्त्वपूर्ण भएको विचार व्यक्त। अन्तरिम संविधानमा भएका कमी कमजोरीहरुलाई अन्तरिम संसदमा नै सच्याउँदै जाने र जेठभित्र संविधान सभा निर्वाचन गर्ने तयारी पनि हुँदै गर्छ भन्दै उहाँले संशोधन प्रस्ताव फिर्ता लिन आग्रह गर्नुभयो। उहाँले आफू प्रजातान्त्रिक मूल्य मान्यताबाट एक इञ्च पनि यताउता नहुने वचन दिनुभयो।
साँझ ६:२० १५ मिनेटको लागि भनी स्थगित गरिएको बैठक सभामुखको कुर्सीका लागि दलहरुबीच कुरा नमिल्दा एक घण्टा ढिलो भएर अहिले बल्ल सुरु भएको छ। यो पुनर्स्थापित प्रतिनिधि सभाको अन्तिम बैठक हुनेछ। अन्तरिम संसदको सभामुखको विषयमा भएको विवाद चार दलका शीर्ष नेताहरु बसेर मिलाइसकेका छन्। संसदको कारबाही हेर्न माअोवादी अध्यक्ष प्रचण्ड लगायतका आठ दलका शीर्ष नेताहरु हुनुहुन्छ। अब प्रधानमन्त्री गिरिजाप्रसाद कोइरालाले संशोधन प्रस्तावहरुका विषयमा उठेका प्रश्नहरुको जवाफ दिनुहुनेछ।
अपराह्न ३५३ दोस्रो सत्र सुरु भएको छ । अहिले संसदमा दफावार छलफल भइरहेको छ । त्यसपछि प्रधानमन्त्रीले सम्बोधन गर्नुहुनेछ। यो सकिएपछि संविधान पास गरिनेछ र प्रतिनिधि सभा भंग गरिनेछ। त्यसपछि माओवादीसहितको अन्तरिम संसद गठन हुनेछ।
दिउँसो १५५ प्रतिनिधि सभाको बैठकले अन्तरिम संविधानमा विचार गरियोस् भन्न प्रस्ताव सर्वसम्मतले पारित गरेको छ । बिहानदेखि बसेको बैठकमा विभिन्न दलका नेताहरुले अन्तरिम संविधानका बारेमा आफ्ना विचार व्यक्त गर्नुभएको थियो । बैठक केही समयका लागि स्थगित भएको छ । दोस्रो सत्रमा संविधान पास गरी संसद विघटन गरिनेछ र अन्तरिम संसदको बैठक बस्नेछ ।
आज माघ १ गते। यो दिन नेपालको इतिहासमा सँधै स्मरणीय हुनेछ। यही दिनबाट राजाका सबै अधिकार अौपचारिक रुपमा संविधान सभाको निर्वाचन नभएसम्मका लागि खोसिनेछन्। त्यसैले पो हो कि, हिजो काठमाडौँमा फेरि कू हुने हल्ला पनि फैलाइएका थिए। आज जनताको छोरा प्रधानमन्त्री नेपालको इतिहासमा पहिलो पल्ट राष्ट्रप्रमुख र सरकार प्रमुख बन्नेछन्। १२ वर्षदेखि हतियार उठाएको विद्रोही माअोवादी संसदमा प्रवेश गर्नेछ। आजै प्रतिनिधि सभाले अन्तरिम संविधानलाई पास गर्नेछ। इतिहासमा अंकित हुने कुरा- नेपालमा जनताका तर्फबाट जारी यो पहिलो संविधान हुनेछ। प्रतिनिधि सभा र राष्ट्रिय सभा विघटन हुनेछ र अन्तरिम संसद गठन हुनेछ। आज के-के हुँदैछ त ?
बिहान ८ बजे : प्रतिनिधि सभाको बैठक बस्नेछ। हिजोको बैठकमा नै मन्त्रिपरिषद्ले पास गरिसकेको अन्तरिम संविधान प्रस्तुत गरिएको थियो। बिहान ८ बजे बस्ने बैठकमा हिजो सबै दलले राखेका संशोधन प्रस्तावका बारेमा सामान्य छलफल हुनेछ। हिजो निम्न संशोधन प्रस्ताव राखिएका थिए-
नेकपा एमालेले प्रधानमन्त्रीविरुद्ध अन्तरिम संसदको एक चौथाइ सांसदले अविश्वासको प्रस्ताव ल्याउन सक्ने र संसदको दुई तिहाई बहुमतबाट पदमुक्त गर्नसक्ने व्यवस्थासहितको ३१ बुँदे संशोधन प्रस्ताव।
त्यसैगरी नेपाली काँग्रेसका चक्रप्रसाद बाँस्तोला, नेकपा एमाले र नेपाली काँग्रेस प्रजातान्त्रिकका सहित १५ जना सांसदले सो संविधानमा उल्लेख भएको प्रचलित कानुनबमोजिम भन्ने वाक्यांशको सट्टा २०५६ सालमा निर्वाचित २०५ सदस्य राख्नुपर्ने संशोधन प्रस्ताव राखेका छन् ।
त्यसैगरी नेका प्रजातान्त्रिकले प्रस्तावना र २०५ निर्वाचित क्षेत्रलाई समानुपातिक जनसङ्ख्याका आधारमा क्षेत्र निर्धारण गरिनुपर्नेलगायत नौ बुँदामा संशोधन प्रस्तुत गरेको छ ।
संशोधन प्रस्ताव राख्नेमा नेसपा आनन्दीदेवी राष्टिय प्रजातन्त्र पार्टी, राष्टिय जनशक्ति पार्टी, नेपाल मजदुर किसान पार्टी र चित्रबहादुर केसी तथा चित्रबहादुर आले अध्यक्ष रहनुभएको जनमोर्चा नेपालका सांसदहरु हुनुहुन्छ ।
दोस्रो बैठक:
संशोधन प्रस्तावहरु राखिए पनि कुनै पनि पास हुने छैनन्। दोस्रो बैठकमा यो जस्तो छ त्यस्तै पास हुनेछ। त्यसपछि नेपालमा अन्तरिम संविधान २०६३ लागू हुनेछ र नेपाल अधिराज्यको संविधान २०४७ खारेज हुनेछ।
-प्रतिनिधि सभा र राष्ट्रिय सभा विधिवत् रुपमा भंग हुनेछ।
-३३० सदस्यीय मण्डलेहरुलाई प्रवेश नदिइएको माअोवादीसहितको अन्तरिम संसदको बैठक तत्काल बस्नेछ।
-यो बैठकको अध्यक्षता बलबहादुर राईले गर्नुहुनेछ। उहाँ सभाका ज्येष्ठ सदस्य हुनुभएको हुनाले अध्यक्षता गर्नुहुने हो। उहाँले सबैलाई शपथ ग्रहण गराउनु हुनेछ।
-अन्तरिम संसदको सभामुख र उपसभामुखको चयन हुनेछ।
-अन्तरिम संसदको बैठकले नेपालको अन्तरिम संविधान २०६३ लाई अनुमोदन गर्नेछ।
-संविधान लागू भएपछि राजाका सम्पूर्ण अधिकार खोसिनेछन्। अधिकार नभएका राजा अब नागरिक सरह बन्नेछन्। स्व. राजा वीरेन्द्रको परिवारका सम्पत्ति सरकारका मातहतमा ल्याई ट्रष्ट बनाएर राष्ट्रहितमा प्रयोग गर्ने, राजाको हैसियतले राजा ज्ञानेन्द्रलाई प्राप्त भएका सबै सम्पत्ति राष्ट्रियकरण गर्ने प्रावधान अन्तरिम संविधानमा राखिएको छ।

Today is the historical day for nepal and all nepalese. On the occasion of this greatest ever achievement, I would like to congratulate all nepalese living in and outside the country.
It is the happiest moment in the life of all nepalese who could see this event. I am also among the fortunate person who can see this even myself. Probalbly lots of new generation will not be able to see this historical day. They will only hear and experiences the fruits borne in it.

Well, we are all happy about today. Of course, it is a great day in a Nepalese History. But there are still somethings which makes me sad. What about Terai Janatantrik morcha. I am really frustrated when I heard an interview of Jwala Singh today. Oh my god, He wants to separate Terai from Nepal. I do not understand why the government is still quiet about it. This is really frustrating. They are being united and are carrying out various destruction against the people who speaks Nepalese. I do not understand why are the leaders quiet on this matter? Do they have a magic stick that they can control it within a day? or they think only Kathmandu is Nepal? I do not understand why our politicians can not come out from the same traditional thinking? Why they can not be agressive? Are they planning to have a peace talk with those groups after years when they become the real headache of the country?
Today is the greatest day of the “New Nepal”.

After the promulgation of this interim constitution, we as a citizen of this country cannot be a member of parliament, if we don’t belong to the SPA+Maoists alliance party. As we cannot be the member of parliament, we cannot be in government too. They have gracefully provided us an opportunity to cast our votes for the elections of the members of Constituent Assembly.

The party leaders must understand the fact that people dont like the self centered, visionless, corrupt person occupying the glorious position given by the state. – Clear explanation about why we needed to establish such parliament
– Clear analysis of what went wrong in the past so as not to repeat the same again
– Apologize formally for the past misdeeds saying few words by the representatives of each parties/groups
– Apologize to the people who suffered due to the conflicts and its mishandling
– Remind about the responsibilities of the parliamentarians
– Other DO’s and Don’ts
– Promise to sacrifice their lives for the sake of country and people as a whole but not for their personal benefits
– etc. etc.

** Constitutional or Unconstitutional Parliament? **
Its now high time for the SPA and the Maoists to enjoy spoils of the Janandolan II. Its the mandate given by the people’s movement to set up good governance and fulfil peoples aspiration. Each and every member of parliament should understand that he/she is not elected through the ballot but they got it after sharing spoils of the Janandolan II.
The Prime Minister GP Koirala, the recycled politician, is not far sighted person. The interim constitution which is created under his leadership, has given too much power for the Prime Minister. GP Koirala must have hoped that he would remain Prime Minister throughout the interim stage and after the election of Constituent Assembly. What will happen if the Maoists get majority in the election of Constituent Assembly? Will GP Koirala accept the Maoist leader Prachanda as Prime minister?
Anyway, whatever Constitution is developed after the election of CA, all parties must ensure that there will be Proportional Representative Government based on population distribution and on ethnic demography in future. It must ensure that there will be participation from broader population and finally establish a Democratic system. For this we need a dynamic leader who has a clear vision and who can understand people’s aspiration and who can lead the country at this transitional period.
I am waiting the last moment for promulgation of interim statute. Nepal is finally theoreically entering into the world of real democracy for its people. The moment should be joyful for every one. We all still need to be watchful with the danger posed by unwanted regressive forces.

What a transformation of the political and historical landscapes! Hopefully, the change will help transform the “manasthiti” of the populace. Monarchy is a while elephant for a resource-poor country like Nepal.
During my recent visit to Nepal, I was surprised to see “Royal” on the body of Nepal airline aircrafts. This must be removed. Second, I was also surprised to see that a round-about in Biratnagar still had the “crown” intact. I would have thought that this would have been the first thing to be removed.
I hope the Nepal Govt would do a careful evaluation of whether the whole Narayanhiti palace is justified. It has over 1000 ropanis? Part of this must be nationalized. Even if the king were to remain (through the election or whatever), the palace is excessive for a family. Finally, let the families who have properties around the palace should be allowed to build houses above the current 22 ft. The policies of the cruel and dictatrial system must come to an end soon.
