वैशाख १४ गते सात दलले खुल्लामञ्चमा आयोजना गरेको आमसभामा सम्बोधन गर्ने सबै वक्ताहरुको अडियो मैले रेकर्ड गरेको छु। यो एउटा ऐतिहासिक सभा थियो र यसमा कसले के बोले भनेर इतिहास पल्टाउँदा पछिका पुस्ताहरुले पनि सुन्न पाउन् भन्ने मेरो उद्देश्य हो। त्यसैगरी आमसभामा उपस्थित नभएका स्वदेशमा तथा प्रवासमा रहेका नेपालीहरुले पनि कसले के बोले, सुनेर त्यसबारेमा आफ्नो धारणा बनाउन सकून्, गल्ती बोल्नेलाई सचेत गराउन सकून्, सही बोल्नेलाई प्रशंसा गर्न सकून् भन्ने पनि मेरो उद्देश्य हो।
आजको सभामा सबैभन्दा ताली पाएका थिए जनमोर्चाका अमिक शेरचनले त्यसपछि बार अध्यक्ष शम्भु थापा अनि एमाले महासचिव माधव नेपालले। शेरबहादुर देउवाको पारा ठट्यौलो थियो।
मैले सुरुमा ल्याएको छु बार अध्यक्ष शम्भु थापाको सम्बोधनलाई। उनले जनआन्दोलनको खर्चलाई पार्टीहरुले पारदर्शी रुपमा सार्वजनिक गर्नुपर्ने र त्यसको शोधभर्ना मन्त्रिपरिषदका अध्यक्षबाट गराउनु पर्ने कुरा संसदबाट पारित गराउनु पर्ने भनेका थिए। उनले अगाडि भने- यति पनि गर्न सकेनन् भने संसद बस्नु बेकार छ।
त्यसैगरी उनले कमल थापा जस्ता अपराधीहरुलाई भविष्यमा कहिल्यै राजनीति गर्न नपाउने गरी अयोग्य बनाउने कानुन बनाउनु पर्नेमा जोड दिए। बाँकी ताली खाने कुरा उनले धेरै भनेका थिए।

I salute your contribution towards this people’s movement. You have single-handedly provided independent on the spot news continuously for all the people like us who live outside the country but have great love to the motherland. Even the established media houses have failed to do that in a true sense. I wish people like you continue to be born in our country to lead the country further. I pray for your success, both professional and personal.
Having said that and in view of the success of the people movement –II, I would like to express some of my feelings how the country should go forward from here.
Our country was being run by feudalistic monarchy for about 250 years and it seems it will remain there for some time to come but in a different form. Different royal governments did not empower the people and they never paid attention to the socio economic problems of the country. These feudalistic governments never took the liberal policies and our economy never grew in fact to serve the people. People could not speak and there was no place of deprived, marginalized and downtrodden people in the political process. Only a democratic, inclusive and liberal political system can fulfill the wishes and need of the society. Just compare the Nepal before 2046 B.S and after 2046 B.S. Only the democratic governments can take the liberal policies and economy can grow. Without a growing economy, inclusive political process and self commitment from every Nepali to work for the country’s future, the country can not go forward and next generations will again have to suffer because of our mistakes. We also lack ethics and accountability to the people whom we purport to represent. We know some leaders who tented the people’s democratic system with their greedy and corrupt practices and further more they got free because of our un-matured legal system. Inclusive democratic political system, liberal policies, balanced development plans and implementation, ethics and accountability in the leaders who lead the society are the most for our future to be bright. We all should also be responsible and good citizen of the country so that everybody’s future is safe, bright and prosperous. It is unreasonable to expect all those overnight but let’s hope the work in that direction is already started by the leaders representing us now in parliament.

I am not much optimistic about good works that will be carried out by forth-coming government. Their most priority job should be to declare the election for constituent assembly in tomorrow’s parliamentry session. If they don’t do that tomorrow, I am sure they will never do such courageous, but challenging people’s jobs. People should point out the fingures aginst these corrupt leaders anyway.

I think Sambhu Thapa should have talked of taking all the wealth of Palase and nationalizing it. Expenses of andolan is very small, compared to how much palace has already looted from us.
I think leaving few of the personal properties all remaining properties of royal family should be nationalized.

तत्काल गर्नुपर्ने
१. संसद्मा सत्ता र प्रतिपक्षका रूपमा विभाजित नभई जनताका प्रतिनिधिका रूपमा एकैलहरमा बस्ने व्यवस्था मिलाई अभूतपूर्व एकता प्रदर्शन गर्ने । निरंकुश शाहीसत्ताका तावेदारसमेत ४/५ सांसदलाई मात्र प्रतिपक्षको रूपमा राख्ने ।
२. मन्त्रीहरूले ‘गोपनीयता’ को होइन, ‘सहिदका रगत’ को नाममा ‘पारदर्शिता’ को शपथग्रहण गर्ने ।
३. दाम राखेर दर्शन गर्ने जस्ता कार्य कुनै मन्त्रीले नगर्ने ।
४. संविधानसभाको चुनावको मिति तत्काल घोषणा गर्ने ।
५. सेनालाई संसद्को मातहत राख्ने र राजा सेनाको सर्वोच्च कमाण्डर रहने व्यवस्था तत्काल खारेज गर्ने । ‘शाही नेपाली सेना’ लाई ‘नेपाली सेना’ र ‘श्री ५ को सरकार’ लाई ‘नेपाल सरकार’ बनाउने ।
६. निजामती प्रशासनलाई शाही निरंकुशताको तावेदार बनाउन पछिल्लो समयसम्म पद, राज्यकोष र स्थापित प्रशासनिक मान्यताको सक्दो दुरुपयोग गर्ने मुख्य सचिव लोकमानसिंह कार्की, सञ्चार सचिव कुमारप्रसाद पौडेल, भूमिसुधार सचिव युवराज भुसाल, परराष्ट्रका निमित्त सचिव हीराबहादुर थापा, सुरक्षा निकायका चारवटै प्रमुख र आफू सचिव हुने लालसामा लोकमानसिंहका बाबुको हुलाक टिकटसमेत प्रकाशन गरी चाकरी बजाउने हुलाक सेवा विभागका महानिर्देशक श्रीधर गौतमलाई संसद्को पूर्ण
बैठकको निर्णयबाटै सेवा बर्खास्त गर्ने र उक्त टिकट पनि खारेज गर्ने ।
७. माघ १९ को कदमको अन्धभक्त लोकसेवा आयोगका अध्यक्ष तीर्थमान शाक्य, निर्वाचन प्रणालीकै खिल्ली उडाउने प्रमुख निर्वाचन आयुक्त केशवराज राजभण्डारी, राजाको अघिल्लो सम्बोधनका मस्यौदाकार प्रधानन्यायाधीश दिलीपकुमार पौडेल र नेपाल बारले इजलास बहिस्कार गरेका अन्य न्यायाधीशहरूलाई संसद्को पूर्ण बैठकको आवश्यक बहुमतबाट बर्खास्त गर्ने ।
८. राजसभाको तत्काल खारेज गर्ने ।
९. सबैभन्दा भ्रष्टाचार सेनामा हुने गरेको यथार्थ छ । पचास हजारको राइफललाई दुई लाख पचास हजार र एक सय पचासको चिनियाँ लालटिनलाई नौ हजारको बिल बनाउने फट्याइँसमेत त्यहीँ भएको पाइएको छ । तसर्थ यसलाई रोक्न सेनाको ‘खरिद’ सम्बन्धी कार्यलाई सर्वाधिकारसम्पन्न छानबिन टोली गठन गरी सत्यतथ्य बाहिर ल्याई दोषीमाथि कारबाही अघि बढाउने । दोषीबाट फर्जी बिलको रकम असुलउपर गर्ने । त्यस्तै माओवादीले पुर्याएको सानो क्षतिलाई अधिकतम मूल्यांकन गरी सरकारी कोषबाट ठूलो रकम लिनेहरू र शाही सत्ताकालमा गृह मन्त्रालयबाट आर्थिक सहायता लिनेहरूबाट
उक्त रकम तत्काल असुलउपर गर्ने ।
१०. राजा वीरेन्द्रको शासनकालमा दरबारको खर्चबापत १३ करोडमात्र जाने गरेकोमा त्यसलाई बढाएर ६८ करोड बनाउन आदेश दिने, निर्णय गर्ने र अनुकूल रायसहित पेश गर्नेहरूलाई राज्यकोष मस्यौटको अभियोग लगाई हदैसम्मको कारबाही गर्ने ।
११. मोबाइल फोन बन्द गर्दा नेपाल टेलिकमलाई भएको घाटा त्यसको आदेश दिने र सोको तावेदारी गर्नेहरूको व्यक्तिगत सम्पत्तिबाट टेलिकमलाई भराइदिने ।
१२. प्यारजंग थापा, सहवीर थापा, श्यामभक्त थापा, माधव थापा, दुर्जकुमार राई, रूपसागर मोक्तानले आन्दोलनमा आँखा गुमाएकाहरूलाई प्रत्यारोपणको जिम्मेवारी लिनुपर्ने व्यवस्था गर्ने ।
१३. ठाउँ-ठाउँमा रहेका राजा-महाराजाहरूका शालिक हटाई त्यसको ठाउँमा सहिदहरूको शालिक स्थापना गर्ने । सहिदगेटको शीर्षभागमा रहेको राजा त्रिभुवनको शालिक हटाई जनआन्दोलनकी पहिलो कुनै महिला सहिदको प्रतिमा स्थापित गर्ने ।
१४. पहिले सरकारमा रहँदा गन्हाएका दुर्गन्धित अनुहारहरूलाई कुनै पनि दलले नेतृत्वदायी भूमिका नदिने । यसो नभए पुनः जनआक्रोश भडकिन सक्छ भन्नेबारे हेक्का पुर्याउने ।
१५. जनआन्दोलनका घाइतेलाई रक्तदान गर्ने पोखरा, आन्दोलनकारीलाई पानी पिलाउने धनुषाका र आन्दोलनमा ऐक्यबद्धता जनाउन पत्र लेख्ने सुर्खेतका प्रहरीहरू पहिचान गरी प्रोत्साहन गर्ने ।
१६. कर्मचारीको मनोबल उठाई सरुवालाई न्यायपूर्ण बनाउन राजस्व समूह खारेज गर्ने र क्षमता, इमानदारी र नवीनतातर्फको उन्मुखताका आधारमा कर्मचारी जो-जहाँ पनि जान सक्ने बनाउने ।
१७. जनसरोकार बढी हुने सबै कार्यालयहरूमा गोंगबु र कलंकी हत्याकाण्डका तस्वीरहरू राख्न अनिवार्य गर्ने ताकि कर्मचारीहरूमा पनि त्यो रगतलाई सम्मान गर्नुपर्ने भावना जागोस् । त्यो रगतको विपरीत गई जनतालाई झुलाउन आफ्नै अन्तरआत्माले नमानोस् ।
१८. सुरक्षाकर्मीको बर्दीभित्र लुकेका अपराधी अनुहारहरू पत्ता लगाउन सार्वजनिक आह्वान गर्ने, कान्तिपुर टेलिभिजन, नेपाल वान, जी न्युज आदिले छायांकन गरेका दृश्यहरूलाई स्लो मोसनमा हेरेर अपराधीहरू पत्ता लगाउने र उनीहरूलाई न्यायिक कठघरामा उभ्याउने ।
१९. निरंकुश शाहीसत्ताको कोपभाजनका सिकार बनी अतिरिक्त समूहमा राखिएकाहरूको उचित सम्मान गर्ने । उमेशप्रसाद मैनालीको विद्वताको कदर गर्ने ।
२०. शपथग्रहण समारोह दरबारको अँध्यारो कोठामा होइन, ‘कालभैरव’को मूर्ति सामुन्ने अथवा खुलामञ्चमा प्रधानन्यायाधीशबाट गर्ने तर अहिलेका प्रधानन्यायाधीशको विकल्प खोज्न पनि सकिन्छ ।
२१. सावधान ! लोकमानसिंह कार्कीजस्ता मानिसहरू दलका नेताको घरमा धाउन थालिसकेका छन् । उनी र उनीजस्ता माथि नाम उल्लेख गरिएका अन्य छद्मभेषीहरूलाई कसैले पनि घरमा प्रवेश नदिउन् ।

Umesh ji, very poingnant thoughts from you. Your intention i.e. to record for the future generation and to make the leaders liable to what they promise is the kind of detail necessary to run a perfect democracy, so that they do not say what they do not mean to uphold. I think a lot of Nepali have this tendency ( so do I) saying, “bhaihalchha ni”, “kee bhoraa?” and the infamous “Ke garne?” attitude, although vibrantly used during politikal debates and Charchimeki ko Gaaf, should not be allowed to promulgate into executive branch.
