संविधान सभाको प्रस्ताव सर्वसम्मतिले पारित

प्रधानमन्त्रीको संविधान सभाको प्रस्तावमा के छ ? सुन्नुस‌् यहाँ क्लिक गरेर। अपडेट (राति 830) संविधान सभामा जाने प्रस्ताव अहिले केही बेरअघि संसदमा सर्वसम्मतिले पारित भएको छ। प्रस्तावको समर्थनमा शाही सरकारका मन्त्री बुध्दिमान तामाङ र बृजेशकुमार यादवले समेत थपडी बजाएका थिए। बद्रीप्रसाद मण्डलको सदभावना पार्टीका सांसद यज्ञजित शाहले भने हाम्रो अध्यक्ष सम्पर्कबाहिर छन्, उनको स्थिति के छ ? प्रधानमन्त्रीले जानकारी दिनुपर्‍यो भनी माग गरेछन्।
अपडेट (अपराह्न 556) संसदको बैठकमा एमाले महासचिव माधव नेपालले संविधान सभाको निर्वाचन अगाडि माअ‍ोवादीसित रहेको हतियारको व्यवस्थापन हुनुपर्ने नभए हामीसँग सेना नहुने उनीहरुसित चाहिँ सेना रहने स्थिति आउला भनी भन्नुभएछ। त्यसैगरी देउवाले अस्ति आमसभामा भीडमा भएकोले त्यस्तो कुरा गरेको ठान्या होला, हैन म आज पनि त्यही भन्छु भन्दै संविधान सभाको माग दोहोर्‍याए। कसैलाई शेरबहादुरले धोका देला जस्तो लागेको भए त्यसो हैन म आफै धोका पाइसकेको मान्छे हुँ भनेर भने रे भनी संसद भवनमा रहेका साथी मणि दाहालले सुनाए। देउवाले म तीन चोटी प्रधानमन्त्री भएकोमा २ चोटी राजाले बर्खास्त गरेको कुरा गर्दै श्री ५ को सरकारलाई नेपाल सरकार बनाउनु पर्ने अनि माअ‍ोवादी नेतृत्वलाई प्रतिस्पर्धामा आउन आह्वान जस्ता कुरा पनि उठाएका रहेछन्। जनमोर्चाका लीलामणि पोखरेलले शाही सत्ताका दलालहरुलाई संसदमा स्वागत छैन भन्दा पूर्वमन्त्रीहरु बुध्दिमान तामाङ, बृजेशकुमार यादवलाई कस्तो भयो होला ? आज त राजीनामा दिइसकेका पूर्वसभामुख तारानाथ रानाभाट पनि संसदमा आएका रहेछन्। कृष्णप्रसाद भट्टराई भने छैनन् रे आज पनि।

अपडेट (अपराह्न 515)जनआन्दोलनको बलले पुनर्स्थापित संसदको दोस्रो बैठक अहिले केही बेर अगाडि निर्धारित समयभन्दा झण्डै आधा घण्टा ढिला करिब साढे चार बजे सुरु भइसकेको छ। सुरुमा प्रधानमन्त्री गिरिजाप्रसाद कोइरालाले ७ मिनेट लामो मन्तव्य पढ्नुभयो। त्यसमा माअ‍ोवादीले गरेको युध्दविराम घोषणाको स्वागत गर्दै उनीहरुलाई हत्या, हिंसा त्यागी आजै वार्तामा आउन आह्वान गरिएको छ। प्रधानमन्त्रीले संविधानसभाको आफूले राखेको प्रस्तावका बारेमा छलफल गरी तुरुन्तै पारित गर्न पनि आग्रह गर्नुभयो। उहाँपछि नेकपा एमालेका महासचिव माधवकुमार नेपालले पनि माअ‍ोवादीलाई आजै वार्तामा आउन आग्रह गर्नुभयो। नेपालले संविधान सभाभन्दा माथि जनताको चाहना यदि गणतन्त्र हो भने यो संसदले त्यसमा पनि जानुपर्छ र राजाले त्यसलाई मान्नुपर्छ भनी भन्नुभएछ। राजाको बारेमा कुरा समेत गर्न नपाइने थियो यसअघि संसदमा तर अहिले गणतन्त्रको कुरासमेत उठेछ। हत्या गरिएका एमाले सांसद हेमनारायण यादवको बारेमा पहिलो बैठकमा केही नबोलिएको भन्ने आलोचना उठेपछि आजको बैठकमा नेपालले यो संसदले उक्त प्रकरणमा छानबिन गर्ने र कारबाही गर्नुपर्ने माग गर्नुभएछ। यी शब्द लेखिँदासम्म नेपालको सम्बोधन जारी थियो।

बल्ल लिन पाइयो ‘प्रधानमन्त्री’को नाम
जनताको छोराले नेपाली नागरिकले हालसम्ममा पाउने सबैभन्दा ठूलो पद- प्रधानमन्त्री शब्दको प्रयोग गर्न नपाएको धेरै भइसकेको थियो। माघ १९ पछि यो पद राजाले हत्याएका थिए। यसबीचमा न सञ्चारमाध्यममा प्रधानमन्त्री भन्ने शब्द आयो, न आफैले कहिले लेख्नुपर्‍यो। तर जनआन्दोलनको बलले राजा झुकेपछि प्रधानमन्त्री गिरिजाप्रसाद कोइराला भनी सञ्चारमाध्यमबाट सुन्दा अनि प्रधानमन्त्री भन्ने शब्द टाइप गर्दा एउटा अनौठो रोमाञ्च अनुभव हुँदो रहेछ। मलाई त त्यस्तै भइरहेको छ। यो बीचमा प्रधानमन्त्री कार्यालयको वेबसाइटमा पनि राजाको भाषणबाहेक केही हुँदैन थिए। अब त त्यसमा पनि केही परिवर्तन आउला कि !

यसैबीच आज पनि एउटा ‘सांकेतिक’ कदम चाल्न नेताहरु सफल भएका छन्। प्रधानमन्त्रीले आज बिहान नारायणहिटी दरबारमा भएको शपथ ग्रहण कार्यक्रममा राजपरिषदको शपथ खान अस्वीकार गर्नुभएछ।

यसअघि नै पनि संसदमा राजदण्ड र श्रीपेच बहिस्कार गर्ने, सांसदहरुले श्रीपेच भएको लोगो नलगाउने हेर्दा सानो देखिए पनि सांकेतिक रुपमा अति नै महत्त्वपूर्ण काम भएको थियो। राजदरबारमा शपथ ग्रहण नगर्ने आवाज उठिरहेको भए पनि त्यसो भने हुन सकेन। आज बिहान भएको शपथ ग्रहणमा सेना प्रमुख प्यारजंग थापा, युवराज पारस पनि उपस्थित रहेछन्। संवैधानिक अङ्गका अन्य प्रमुख पनि। राजपरिषदका सभापति हुनुहुँदैन भनी अडान राखिएको भए पनि सभापति परशुनारायण चौधरी उपस्थित थिए। तर उनीबाट शपथ ग्रहण भने प्रधानमन्त्रीले लिएनन्।

अर्को एउटा सांकेतिक रुपले महत्त्वपूर्ण र प्रचलन तोड्ने काम पनि हुँदैछ। मन्त्रीहरुलाई यसअघि प्रधानमन्त्रीले राजाको उपस्थितिमा प्रधानमन्त्रीले दरबारमा शपथ ग्रहण गराउँथे। यसपालि प्रधानमन्त्रीले उनीहरुलाई शपथ ग्रहण दरबारमा नै गराउने भएका छन्। तर त्यो दरबार नारायणहिटी दरबार नभएर सिंहदरबारमा हुने रहेछ।

यस्ता राजतन्त्रलाई थर्काउने सांकेतिक र ‘बोल्ड’ स्टेपहरु अझै लिन जरुरी छ। नेपाल सरकार लेख्ने निर्णय गर्न बाँकी छ, राष्ट्रिय गान परिवर्तन गर्ने निर्णय गर्न बाँकी छ- कुन राख्ने भन्ने बहस चलाउन जरुरी छ। सेनालाई संसदको मातहतमा राख्न जरुरी छ। राजाको परमाधिपति उपाधि खोस्न बाँकी छ।

सुशील कोइरालाको आज पनि विरोध

नेपाली काँग्रेसका उपसभापति सुशील कोइरालाले अस्ति खुलामञ्चमा भएको ऐतिहासिक सभामा ढुंगा खाएका थिए। आज पनि उनको विरोध भएको छ। आज जनआन्दोलनका १८ अ‍ौं शहीद प्रद्युम्न खडकाको पार्थिव शरीरमा श्रध्दाञ्जलि व्यक्त गर्न गएका कोइरालाले काँग्रेसको चारतारे झण्डा अ‍ोढाउन खोज्दा स्थानीय बासिन्दाले त्यसो गर्दा संयुक्त जनआन्दोलनको मर्म विपरीत हुने भन्दै विरोध गरेका थिए।

वैशाख ७ गते सशस्त्रका दुर्जकुमार राईको नेतृत्वमा रहेको सुरक्षाकर्मीले चलाएको गोलीबाट खडका गम्भीर घाइते भएका थिए। उहाँलाई उपचारका लागि भारत लगिएकोमा उपचार हुँदाहुँदै मृत्यु भएको थियो। आज शहीदको अन्तिम संस्कार हुँदैछ। खडका तरुण दलका कार्यकर्ता भएको बुझिएको छ। खडकाका श्रीमति र दुई छोरा छन्।

शहीदको पार्थिव शरीर कलंकीमा श्रध्दाञ्जलिका लागि राखिएको थियो। त्यहाँबाट शवयात्रा आर्यघाट पुगेर टुगिँदैछ।

This time is not to talk but to prove yourself,your quality,determenation,education and experience purely for good shake for Nepalise people. My request is for all political leaders not to fight for seat and majority but for the improvement and backbone structure for country.
    When i see london all the day travelling here and there i remember why can’t we make our beautiful country Nepal a developed country.

  15. Action from Parliamentarians is very slow. This seems that they are getting diificult come above to the DAS mentality. Start taking decision on army, red corner decision, disolving Rajparisad, changing name of shree 5 ko sarkar, curtail budget to royal palace, taking action to culprits of Janaandolan and alike. Do it within this week.

    I am sick and tired of this so called gyane & pare’s atrocities. When the last revolution is still hot (or is it?) pare and his bhtuwas still thinks they are above the law. When I read the news that he is again involved on another hit and run accident with marriage car, my blood started to boiling. There was a popular belief that Even god has to leave road for them instead these people end of 1 hour in police post and another “tarikh” next day. How long we have to keep up with. We know they are poisnous snakes… why are we still keeping them in our house.

    I would like to add some evidence that: Mr. K.P. Bhattarai is the key agent of Nepalese royal palace:
    1. During recent interview with BBC nepali- he said: there is a real rationale of monarchy in Nepal at least for 50 years or 100 years
    2.k. P. Bhattarai was really happy when King Gyanendra dissolved the parliament with the help of Sher Bahadur Deuba and had welcomed the king’s action
    3 Right after the dissolution of the parliament, many civilian groups including Nepali congress, Nepal BAR Association, and even independent lawyers had filed several petitions at the supreme court demanding the reinstatement of the dissolved parliament- However, Supreme court was just unable to revive the parliament because of the pressure and influence of the royal palace- instead Supreme court had approved the issue.At that particular moment ,I encourage you to refer and see the then contemporary newspapers that Mr. K.p. Bhattarai had welcomed the verdict of the same issue.
    The same issue , Today, has been verdicted by the strong movement of Nepalese including Maoists instead of k.p.Bhattarai, sher Bahadur Deuba,and royal palace.

  33. Nepal’s communist rebels abducted 11 unarmed soldiers as they headed home from vacation, an army official said Saturday, despite offering the new government a three-month unilateral cease-fire.

    The soldiers were taken captive on Thursday from Ramdittha village, about 500 kilometers (310 miles) east of Katmandu, according to Indresh Dahal, a spokesman for the Royal Nepalese Army.

    The abduction came just hours after the rebels declared a three-month cease-fire, giving some breathing space to the reinstated Parliament following weeks of often violent protests against the king’s royal dictatorship.

    On Friday, lawmakers proposed a truce with the Maoists — who have battled for decades to replace Nepal’s constitutional monarchy with a communist state — as they reconvened for the first time in four years after a campaign of street protests forced King Gyanendra to relinquish control.

    They also proposed elections for a special assembly that would rewrite the constitution.

    The speaker of Parliament, Chitra Lekha Yadav, made the proposals on behalf of Girija Prasad Koirala, the newly named 84-year-old prime minister who could not attend because of ill health.

    “It is the people who have brought this change and we have to live up to their expectations,” Yadav told legislators in the ornate hall.

    The proposals, which also included initial talks with the Maoist rebels, were to be discussed in Parliament on Sunday, she said.

    The rebels supported the nearly three-week campaign of demonstrations organized by an alliance of seven political parties against the royal government.

    On Thursday, the rebels’ elusive leader Prachanda said his group’s fighters would refrain from attacking government targets for three months to allow Parliament time to ready Nepal for elections for the special assembly.

    The current constitution gives the king broad powers to dismiss governments along with supreme command of the army.

    The expectation on the streets — and the key demand of the well-armed Maoists — is that a new charter will limit or eliminate the monarchy’s role, ensuring that Gyanendra can never seize power as he did in February 2005.

    It wasn’t clear how the soldiers’ abductions would affect the government’s offer of a truce.

    The National Human Rights Commission issued a statement Saturday urging the safe and unconditional release of the unarmed men.

    The rebels, who claim to be inspired by Chinese revolutionary Mao Zedong, began their violent campaign to replace the monarchy with a communist state in 1996. The insurgency has left more than 13,000 dead.

    I noticed a correction at the starting in your text. You deleted “Janata ko chhora” and used “Nepali Nagarik”. Although you meant the same, but I feel that the phrase “Nepali Nagarik” has much more dignity than the former. Since Janaandolan is heading toward a state of equality of every citizen, let us not use the words which reminds us the demarkation between “Raaja ko chhora” and “Janata ko chhora”. Janaandolan will be successful when all the posts, including the head of the state (let us call it President) will be within the reach of Nepalese citizen.

    There exist monarchism within the political parties. We should first demolish such small monarchism before we aim for the state to become republic. Are our leaders ready to abolish monarchy system within their parties. First make your paties fully democratic and republic.

    Abolish nomination system totally within the party and give the party positions based on merit and popularity. If you want to make the country clean, start from your home. Are our leaders ready to change their old feudel mindset and clean their party first?

    We do not want to see the corrupted faces again in the government.

  61. After taking oath, PM GP Koirala has to do a lot. He is the PM of the whole nation, not merely the PM of the NC Party.
    Precautionary measurement must be taken in to account while furnishing his official responsibility. As we have seen that PM is accompanied by Chief of the Army Staff and other persons who are loyal to the absolute monarchy. Still there is a danger to hamper the original spirit of the Jana andolan.
    PM should look into the faces of all the people of the nation with determined prosperity, goal to Constitutional Assembly.
    The PM has to announce Cease Fire on behalf of the state and call to the Maoist in the table for negotiations.
    And other activities like bomb-barding in the Maoist peaceful rally and hitting the marriage ceremony bus by PARAS etc should be immediately stopped.So that the ordinary people can feel that this state is guided by LOKTANTRIK government, not by the government of KAMAL THAPA and GYANENDRA.
    An initiation should be taken to release all the Maoist prisoners from Army Barrack or Jail, because they were arrested during the period of demand of Sambidhan Sabha.
