संसदको सार्वजनिक लेखा समितिले एकद्वार विज्ञापन नीति अन्तर्गत हण्डीका रुपमा रकम बाँड्ने नीतिलाई नीतिगत भ्रष्टाचार भएको ठहर गरेको छ। बैठकले उक्त भ्रष्टाचारजन्य कार्यमा संलग्न तत्कालीन मन्त्रिपरिषद्का सबै सदस्यबाट प्रचलित कानुनबमोजिम सो रकम रू. तीन करोड ९९ लाख ५२ हजार असुल गरी समितिलाई जानकारी दिन एवं यससम्बन्धमा थप कारबाही अगाडि बढाउन नेपाल सरकार, प्रधानमन्त्रीको कार्यालय तथा मन्त्रिपरिषद् सचिवालयलाई निर्देशन दिने निर्णय गरेको छ। तत्कालीन मन्त्रिपरिषद्को अध्यक्षता राजा स्वयंले गरेका थिए। त्यसैले राजा पनि यो ‘भ्रष्टाचार’ का मतियार बन्न पुगेका छन् भने असुल उपर गर्नुपर्ने करिब ४ करोड रकम अब राजाबाट पनि असुल गर्नुपर्ने भएको छ।
तत्कालीन मन्त्रिपरिषद्ले निरङ्कुश शासनलाई लम्ब्याउने उद्देश्यले भइरहेको सरकारी विज्ञापन नीति बदली निरङ्कुश शासन सत्तालाई र्समर्थन गर्ने पत्रपत्रिकालाई मात्र सरकारी विज्ञापन दिने नीति ल्याई जनताले तिरेको कर एवं राज्यकोषको दुरूपयोग र हिनामिना गरेको ठहर गरेको हो।
यससम्बन्धी निर्णय तत्कालीन सूचना तथा सञ्चारमन्त्रीले ठाडो हस्तक्षेप गरी राज्यसंयन्त्रको दुरूपयोग गरेको र राज्यकोषको रकम निरङ्कुश शासनलाई पक्षपोषण गर्ने तथा लम्ब्याउने कार्यमा अनियमित, गैरजिम्मेबार र हिनामिना गर्ने उद्देश्य राखी खर्च गरे-गराएकाले उक्त कार्य, खर्च एवं नीतिलाई समितिले ठाडो र नाङ्गो भ्रष्टाचार ठहर्याएको छ।
बैठकको अध्यक्षता समितिका अध्यक्ष चित्रबहादुर केसीले गर्नुभएको थियो।

For god sake, its not king alone responsible for the failure of the country. All most all except the children in the country are responsible for the whole scenario. Children are not getting Citizenship from their Mother(News shows that). Women are not equal in many cases(news shows that). This is an interesting thing which is very recent and it is about an organised crime of the old regime. How about other personal criminal activities of Gyanendra before he became king. There must be some truth to those as well if the investigators take it seriously. Some of his old crimes like stealing statues, killing rhinos and tigers, siphoning superanuation fund to his personal business and not paying it back, barrening forest of terrai, drug smugling, and forcful take over of some of his close relatives assets (wealth), and there could be few murder charges. How many other crime he has to commit not to qualify for the king. If some of these crimes through proper investigation are established, he would not be fit, based on his character, moral and ethical behaviour even to hold the post of ceremonial king. This will sort out the issue of monarchy then people have one big less problem to solve in the current difficult peace process. If the government solves one most difficult and important problems through easy solution there will be easy road forward to solve other problems.
Hope the judicial system would not surrender to culprit again and justifies its own worth of existence.
These are the people who really need to be punished. We have to see how government act on them. At any cost bank defaulters and such oil mafias must be punished.
