माअोवादीको चन्दा असुली अहिले निकै चर्चाको विषय बनेको छ। यही ब्लगमा पनि कयौं चन्दा आतंकसम्बन्धी कमेन्ट आएका छन्। माअोवादीले चन्दा उठाउँदै आएका छन्। उनीहरुले त्यसलाई अस्वीकार गरेका छैनन्। चन्दा कसरी उठाउँदैछन्, स्वेच्छाले हो कि धम्कीले (हतियार वा बोलीको) त्यो प्रष्ट छैन। कसरी, कुन आधारमा कसलाई चन्दा माग्छन् त्यो पनि निश्चित छैन। एक जना साथीले तलको कुनै पोस्टको कमेन्टमा दुखेसो पोख्नुभएको थियो- हामी विदेशमा रगतपसिना एक गरेर मेहनत गरी कमाउँछौं, तर माअोवादीहरुले तेरो छोरा विदेशमा छ, एक लाख चन्दा दे भनेर माग्छ।
माअोवादीका एक नेताले अस्ति नै देशमा दुई थरी सरकार भएकोले करका रुपमा चन्दा उठाउन जारी रहने बताएका थिए। त्यसको जवाफमा एक पाठकले कमेन्टमा लेख्नुभएको थियो- दुई थरी सरकार छ भनेर दोहोरो कर तिर्न जनतालाई बाध्य पार्नु कहाँसम्मको उचित हो ? फेरि कर तिरेपछि त्यसको सदुपयोग कसरी भएको छ, त्यो जान्न पाउनु करदाताको अधिकार हो। माअोवादीहरु कति हदसम्म पारदर्शी छन् ?
शनिबार पाल्पाको तानसेनमा आयोजित समावेशी लोकतन्त्र विषयको विचार गोष्ठीमा माअोवादीका कम्पनी कमिसार नेत्र पाण्डे ‘अनन्त’ ले ‘जनसेना’लाई पाल्नका लागि पनि बाध्य भएर चन्दा उठाउनु परिरहेको दावी गरेको स्वतन्त्र समाचार सेवाले जनाएको छ। दुई सेना एकीकरण भएर राष्ट्रिय सेना नबनेसम्म चन्दा उठाउने काम जारी रहने उनले बताएछन्।
माअोवादीका सात बिग्रेड सेना भएको दावी गरिएको छ। उनीहरु अर्को ग्रहबाट आएका प्राणी पक्कै हैनन्। उनीहरुलाई पनि खानु पर्यो। ती सैनिकहरुलाई खर्च कसरी जुटिरहेको छ ? हामीले गर्ने अनुमान- कि बैंक लुटेको पैसा प्रयोग हुनुपर्यो कि त्यसरी नै उठाइएको चन्दा प्रयोग गर्नुपर्यो। अर्को सेना अर्थात् ‘शाही’ सेनालाई त जनताबाट उठाइएको करको रकम रक्षा बजेटका रुपमा दिइन्छ। युध्दविराम गरेको भएर उनीहरुले बैंक लुट्न अब पाउन्नन्। ‘चन्दा’, धम्क्याएर होस् कि फकाएर होस् लिनु नै उनीहरुको बाध्यता देखिन्छ। कि चाहिँ कुनै विदेशीले टन्न पैसा दिनुपर्यो।
अस्ति नै भएको एउटा कार्यक्रममा सात दलसँग सम्वध्द एक युवा नेताले (शंकर पोखरेलजस्तो लाग्छ, ठ्याक्कै नाम चाहिँ बिर्सेँ है मैले) माअोवादी सेनाका लागि पनि सरकारले अस्थायी शिविर खोलेर उनीहरुलाई पाल्नुपर्ने विचार व्यक्त गरेका थिए।
तपाईँलाई के लाग्छ ? माअोवादीले के गर्नुपर्ला ? सरकारले के गर्नुपर्ला ? अनि हामी जनताले के गर्नुपर्ला ? के गर्यो भने चाहिँ सरकार र माअोवादी अनि जनता कसैलाई मर्का नपर्ला ? माअोवादीको यो चन्दा आतंक कसरी हटाउन सकिएला ? आफ्नो विचार लेख्नुहोस्।

We always should remember: “Work and get paid”. This should apply to ANYONE. There is no free money to distribute. The government should create jobs for them. It is not necessary that they all have to be in military. Not all of them are qualified for military position. We need to screen for education, physical and mental fitness etc. Types of jobs the government can create are:
(1). Forest preservation and extension
(2). Boarder security
(3). Wild life preservation
(4). Sports
(5). Community agriculture
(6). Traffic pullution Control
(7). Security personal for public property

You have mentioned that Maoist asked of NRs 1,00,000 from a guy working in a Gulf country. I ask everyone including you, do you believe the amount he will pay is tax?
If Yes, I am very happy that I am living in a country where people pay the highest tax compare to there income.
Just for information.
Nepalese percapita income is less that 15,000 and you pay Nrs 1,00,000 as tax. I don’t know where people get other 85,000 to pay tax unless he is corrupted. Actually these kind of system makes one corrupted.
I have nothing to do with politics as I am among 2.69 (0.01 are the rotten politicians) million scared nepali living everyday scared for last 10 years. If Maoist come with good attitude with development strategies as part of mainstream political party, I would love to pay the government (whoever including maoist) REASONABLE amount as tax. But paying tax to 2 the different bodies is the height of foolishness.

Maoist movement was ‘political’ in the beginning and it was gradually turned towards ‘terrist’ aactivities by killing, kidnapping very grassroot people such as teachers, farmers ( no aristroacts or high level people were killed) and then afterwars the movement has terned as a ‘Industry’. so as a industralist it is common to make profit by forcefully taking money in the name of donation from the people.
pls evaluate these three phases of development of the movement and you will get the clear picture of their activities and motives.
Secondly, it is reasonable that if they are really serious to the peace talk , than their army should be feed by the government so that they should completly stop taking donation.
But again, maoist will never do what they said and never said what they will do. As you know, they are still killing people ( see kantipur daily of May 14), kidnapping.
Is it the political nature ?
Unless and untill, they do not come without arms, there will be no free and fareless election in the country. otherwise, another maoist will again come………..
we have to think about it very seriously.

It is their compulsion to ask for levies. How can they feed for their cadre, JAN SENA otherwise? We should not forget that the current achievment is the result of partly active support of Maoists . Either the state should allocate some sort of fund, otherwise there is no immediate waiver for fund collection from the Maoist’s sides.

१।भारतको विहारमा ७ थरिका प्राइभेट सेना छन जसमध्ये भूमीपतिहरुको रणवीर सेना, माओवादीको लालसेना आदि बढी नै चर्चित छन । के यसरी जात अनुसार वा आफ्नो राजनीतिक पार्टी अनुसारका सेना पाल्न दिएर तिनका लागि अलग अलग कर जनताबाट उठाएर पालन पोषणको जिम्मेवारी खेप्न वाध्य पार्नु संसारमा कतै न्यासंगत मानिन्छ ?
२॥ भोलि माओवादी विद्रोहीले खोजेको राजनीतिक व्यवस्था हाम्रो देशमा कायम होला अरे , अनि चित्त नबुझ्ने र विद्रोह गर्न चाहने राजनीतिक समूहलाई अनि ऊनीहरुले पाल्न सक्ने सेनालाई माओवादीले रसद पानी र गोली गट्ठाको व्यवस्था गरिदेलान वा त्यस खालको अनुमति देलान ?

५- जनताबाट राजी खुशीमा प्राप्त चन्दा
६- आफ्नो बिचार् वा सिध्धान्त बिपरित कार्य गर्नेलाई लगाइएको जरिवाना
७- यसका अलावा सरकारी कार्यालय, बैंक तथा सरकारी व्यवशाय तथा उध्योग आदिमा लूट मच्चाएर लिएको रकम सामान्यतया यी नै श्रोतबाट प्राप्त रकमले आफ्ना सेना पाल्नु पर्दछ । तर नेपाली माओबादिमा भने लूट्नु र जब्बर्जस्ती चन्दा उठाउनु जस्ता कृयाकलापबाट मात्र सारा खर्च धनिन्छ जस्तो छ जुन माओवादीको गल्ती हो । यदि अर्को श्रोतबाट पनि रकम प्रयोग गरिएको छ भने माओवादीले त्यो सार्वजनिक गर्नु पर्छ ।
दुबै सेना हरु अहिले सम्म नेपाली जनताका सेना हुन सकेका छैनन तै पनि जनताले राजाको सेनलाई आफुले कर तिरेर पालेका छ्न । दुर्भाग्य त्यही सेना जनतालाई मा र्छ अनेक दुख दिन्छ अनि भन्छ हामीले नुनको सोझो गरेको हो । जनताले तिरेको कर बाट तलब भ त्ता खाइन्छ भने त्यही जनताको नुन खायको होईन? अनि जसको नुन खाने त्यही जनतालाई मारेर अनि नुनको सोझो भयो? यही हो नुनको सोझो भनेको? यसलाई नुनको सोझो होईन नुनको गद्दारी गरेको भनिन्छ । यदि जनताले तिरेको कर बाट खाइन्छ भने जनताको नुन खायर कुनै समान्त को मात्र सेवा गरेर बस्नु कति उचित हो? अनि रह्यो माओवादी सेनाको कुरा हुनत यसलाई जन सेना भनियको छ तर जन सेना ले पनि उहि शाही सेना ले जस्तै ठीक उल्टोकाम हरु गर्नु भयन । भन्दा जन सेना भन्ने काम चाँही प्रतिकृया बादिको जस्तो गर्ने यो उपयुक्त भयन । त्यसै त गरीब र निमुखा जनता झन दुबै सरकार लाई कर र चन्दा दिनु पर्ने अवस्था कसरी स हेको होला जनताले? बिचार गर्नुस् त तपाईं कर र चन्दा लिने हरुले पनि । तपाईं हरुमा पनि धेरै थोरै त मन होला द या , माया र पाप् , धर्म भन्ने शब्द त छ कि छैन कुन्नी तर ढुङ्गा को जस्तो भयपनी आत्मा त छ नि होईन? कि स हि र गलत नै छुट्ट्याउन सक्नु हुन्न तपाईंहरु? बिबेक भन्ने शब्द नै हुँदैन तपाईंहरुमा?यदि हुन्छ भने अब ति निमुखा जनता को कर र चन्दा खायर तीनकै बिरुद्ध नलाग्नुहोस् । अब जनता लाई दुख दिन छोड्नुस् अनि शामन्त हरुको सेवा गर्न छोड्नुस् एउटा मानिस् बनेर देस् जनता र समाजको लागि बाँच्न सिक्नोस् । अनि राज्य ले पनि राजाको सेना लाई पाल्न सक्छ भने बिद्रोही सेना लाई पनि पाल्न सक्नु परो शान्ति पूर्ण रुपमा समस्या को समाधान नानीस्के सम्म । जनताको नाम मा जनता लाई सताउने काम कही क तै बाट नहोस् अब फेरी पनि ।

सेना लाई खुवाउने मात्रको टेन्सन न होला। राजनीतिक पार्टी भएर आएपछि पैसो चाहियो नि। नत्र एमाले ले राम्रै टक्कर दिन्छ। अहिले देखीने कार्यकर्ता लाई ब्यापक परिचालन गर्नुपर्ने देखिन्छ। वक्ताहरु को नाम सार्वजनीक गरेको त्यसैले हो। माओबादीले मान्छन् भने सरकारले पाल्नुपर्छ। तर प्रकिया पारर्दशक हुनु पर्छ। यो खासै ठुलोकुरा पनि होईन। सेना लाई सुपरभीजन मा राख्दा यो कुरा आफै टुँगो लाग्छ। बरु सँबिधान सभा भन्दा पहिले नै सेनालाई सुपरभीजनमा राख्नुपर्ने हो। चन्दा उठाउन त बन्द गर्नुपर्छ।
In my view Sahi Sena and Moist Sena should be together, before they used to fight with hiding at night, let them fight face to face who will powerful that will be “Nepali Sena Rastriya Sena whatever” I do not need sahi sena I do not need moist SEENA I need Nepali seena who may protect our Nepal and Nepali, Because both sena are killing Nepalese SONS and DAUGHTERS. So make them Nepali SEENA as per as possible soon.
It is not fair by force to collect money? We have seen several bank were looted where have been gone these money? Again you guys need tax? If you do continually to collect tax you moist guys will be under the sin, because Nepalese public never rub or corrupt, we are labor hard workers do not ask tax. I still say that What Roshanjee proposes is good but who can verify the no. of “jansena”….I still say that international mediation should not be delayed…only because Indian government doesn’t like it…..I think probably they(Indian government) want the situation to further deteriorate …which will justify their immediate military intervention…so better we lobby for international mediation under UN.

चितवन, वैशाख ३० – माओवादीले शुक्रबार यहाँ आफ्ना पूर्वकार्यकर्ताको बीभत्स ढंगले हत्या गरेका छन् ।
विगतमा माओवादी गतिविधिमा संलग्न रहे पनि हाल निष्त्रिmय जगतपुर-६ नयाँबस्तीका पे्रमबहादुर ठोकरको निर्घात कुटपिट गरी हत्या गरेका हुन् । घरमा बसिरहेका ४० वषर्ीय ठोकरलाई शुक्रबार अपराह्न दुई व्यक्तिले ‘केही कुरा गर्नुछ’ भनी लगेको पत्नी मनकुमारीले बताइन् । ‘घरमा पानी पिएर एकछिन बसेपछि उनीहरूले उहाँलाई लगेका थिए,’ उनले भनिन्- ‘लास भेटियो भन्दै दुई घन्टापछि गाउँलेले हल्लाखल्ला गरेपछि मात्र हत्याबारे थाहा पाएँ ।’ साँझ पाँच बजे शव बाटैमा छाडी माओवादी भागेको प्रत्यक्षदर्शीले बताए ।
शवको प्रकृति हेर्दा ठोकरलाई टाउको र खुट्टामा कुटेपछि बाटामा थेचारेको हुनसक्ने गाउँलेको अनुमान छ । गाउँलेका अनुसार ठोकर विगतमा माओवादीमा संलग्न भए पनि पछिल्ला दिनमा निष्त्रिmय थिए । पार्टीको बदनाम गरेको आरोप माओवादीले उनीमाथि लगाएको थियो ।
हत्याको केही समयअघि जगतपुर-४ कृष्णचोकमा आयोजित खुला सभामा माओवादी स्थानीय नेताले ‘पार्टीको बदनाम गर्ने केहीलाई कारबाही भइरहेकोे’ बताएका थिए । ठोकरसहित चार जनालाई पनि कारबाहीको चेतावनी दिइएको थियो । जिल्लास्थित माओवादी स्रोतले भने ठोकरलाई सामान्य भौतिक कारबाही मात्र गर्ने योजना रहेको दाबी गरेको छ ।
उता मृतकका आफन्तले जाहेरीमा अज्ञात समूहले हत्या गरेको उल्लेख गरेको जिल्ला प्रहरीले जनाएको छ । ठोकरका श्रीमतीसहित ९ वषर्ीय छोरा, १२ र १५ वषर्ीया दुई छोरी छन् ।
यसैबीच राजधानीमा सैनिक जनसम्पर्क निर्देशनालयले जनाएअनुसार बिहीबार माओवादीले डडेल्धुरा सदरमुकामस्थित स्याउले इलाकामा एमाले कार्यकर्ता खड्ग शाहीलाई कुटपिट गरी घाइते बनाएका छन् । घाइतेलाई डडेल्धुरास्थित टिम अस्पतालमा राखिएको छ ।
मेरो बिचार मा के लाग्छ भने अहिले देश को प्रमुख समस्या भने को माओवादी समस्या हो ।माओवादी सँग बार्ता मा नगय सम्म समस्या जे का ते रहने छ ।
मुख्य कुरा के भने समस्या समाधान को लागि दुबै पक्ष हृदय देखि लाग्नु पर्यो । मेरा गोरु का बार्है टक्का गरेर समस्या समाधान हुँदैन । सम्झौतको अर्थ
मिड पोइन्ट हुनु पर्छ तेस्मा दुबै पक्ष बाट धेरै सम्यम हुनु पर्छ ।
बिगत क गल्ती हरु दोहोरिनु हुँदैन । बार्तामा बिगत मा जस्तो गल्ती दोहोरिनु हुँदैन ।सरकारी बार्ता टोली मा अराज्क तत्तो लाई घुसाइनु हुँदैन ।
३ करोड नेपाली जनता को भाबना को मुलयान्कन दुबै पक्ष बाट हुनु जरुरी देखिन्छ ।
जनता देस् बिकास हेर्न चाहन्छन २१औ सताब्दी को संसार सँग आफु लाई अगाडि बडाउन चाहन्छन ।
अशिक्षा गरीबि बेरोजगार बाट आफुलाई मुक्त गर्न चाहन्छन ।
गरीबि को रेखाबाट माथि उठेर सुन्दर शान्त नेपालको लागि आवहाँन गर्दछन ।यो सबै भाबना को कदर गर्दै दुबै पक्ष बाट साना मसिना समस्या म अल्झेर अझै नेपाली जनतालाई खाडल मा नपुराइयोस् भन्ने हाम्रो चाहना छ ।
यती बेला नेपाली जनताले बल्ल सन्तोष को साश फेर्न पायका छन यो स्थिती सदै रहिरहोस् । जहाँ इक्षा त्यहाँ उपाय यदि दुबै पक्ष ले नेपाली जनताको भाबना बुज्ने हो भने ब बार्ता सफल परिनु पर्छ ।
अर्को कुरा चन्दा को रहेको छ निस्चित रुपमा माओवादी ले चन्दा आतंक गर्दै आयका छन भूमिगत पार्टी को आय सोर्त भनेको चन्दा हो तर चन्दा माग्ने डर त्रास् धम्की देखायर जब्र्जस्ती होईन सोइछिक हुनु पर्छ ।जनता को आय स्तर हेरेर मात्र हुनु पर्छ ।जहाँ सम्म बिगत मा माओवादी हरु ले जब्र्जस्ती चन्दा असुल्ने काम गरे तेयो गल्ती छ ।हाल बिदेश जाने हरु सँग ठुलो रकम चन्दा माग्ने कार्य भय्को गुनाशअ हरु आइ रहन्छन यो गलत हो बिदेसी भुमिमा आयर काम गर्नु पैसा कमाउनु साह्रै गाह्रो छ जुन कुरा पर्देसियका लाई मात्र थाहा हुन्छ डे नाइट १८ ३६ घण्टा काम गरेर आफ्न्त घर परिवार बाट टाढा भयर जीवन लाई खुकुरी को धार मा राखेर कमायाको पैसा लाई तेही रुपले बुझिदिनु पर्ने हो तर तेसो भयको छैन ।शर्म पसिना को कदर भयको छैन यो दुख लाग्दो कुरा हो ।जहाँ सम्मा यो कुरा अब दोहोरिनु हुँदैन जनता को सियो र धागो पनि सितैमा नलिनु भन्ने माओ को अगुबाइ भन्ने हरु ले जनता लाई दुख दिनु राम्रो होईन ।बर्तमान बादलइदो बद्लिदो नेपाल को परिबेस् मा बिगता क सबै गल्ती कम्जोरी दोहोराइनु हुँदैन र जब्र्जस्ती चन्दा आतंक बन्द हुनु पर्छ ।

I am agree with a friend colorado!! In fact all (National and International community) accepted directly or indirectly the existance of Maoist and there are two Government in Nepal. One is Capital and some city centered and another covered the rest part of the country.
It means Maoist is big government and need fund for huge management. So If the city centered government doesnot want to take donations by Maoist, please declear the budget 70% to maoist and 30% to Gyanendra’s government.

1) Placing PLA inside one of the existing barrack will not only help maosit to control the PL,. it will also give better support for them to live properly. It will help the society to be demilitarised. For instance, we can pull all RNA members from various district and ask these new PLA to feel those barracks. This make the job of separating the PLA from other cadres of Maoist easier at the same time.
2) We need to deploy the police effectively at the same time to contol the crime. Even though police have pulled out of village, crimes were being checked by Maoist. We should not let these criminals rise in remote areas just because there is no one. We should immediately replace the vaccum with normal police people.
It should made clear that no policemen will fight insurgancy in the future because they are not trained to do so. It was the gross violation of human rights of policemen by previous government to engage policemen in fighting rebellion. This will not only help make villages safer and crime free but also will win the vote of Maoist who really don’t want villages full of crimes.
3) Maoist have different kind of people in their PLA. Most of them can be given unpaid vaccation until the end of ceasefire. This will reduce their cost of managing the army. if we place them inside the barracks at the given location, they can continue their project of building roads as they used to do during the insurgency. It should highly appreciable of them if them continue to build roads and other developemental things.
I wish newly proposed “GHOSANA PATRA OF PRATINIDHI SABHA” will be discussed soon and passed.
Two Option can be explored to make stop Maoist to collect money to feed their army.
1. Ask budgetary help from UN to feed their army until thier army are assimilated into national army.
2. As financial support from the government at least to a amount that needs to feed them for day to day sustinance, and in return to these budgetary needs, the Maoist army can be deployed to compansate these expenses to the physical rehabilitation works that they had destryed during the last decade in course of fighting with the royal army.

when maoists want to come in the mainstream, if that is really true ,and the government is also ready to solve the problem, here are 3 point of posible solutions.
1.first of all they have to make priliminary phase of peace talks,. this both parties can do with in one to 2 month.within that period maoist must follow thd 12 point understanding with the parties,train and convence their fighters about the possible modification and assure the political parties and jeneral public to be out of fear about them which is still exists in the society.
2.after that within the framework of peace talk with the ratification of the parliament, United Nation’s help should be acepted for the interim period to solve the budgetary problem of the rebail fighters. and maoists and civil s0ciety representation should be must in peace sceretriate before then that.before then that all detainees of the both sides must be freed.and the name of the missing persons must be publise from both sides.
3. within the same period Government must make some amendments to bring nepal army under the government.scrap the rajparisad,and make the parliament soverien and powerful.army must be under primeminister or minister for defence.
4.after that both parties have to do the unofficial talk in several rounds and then start the formal talks.

As now government has formally accepted the existance of two government in the country by declaring ciesefire, the moist army force also requires some budget to look after their army personel. Hence, they can collect some donation without giving trouble to people.

Following Points, I think should be taken into consideration.
1)Maoist should be asked by the Government to come up with the feeding requirement of their troops (only troops not their party members).
2)Maoist must be sincere in their reply to the government when disclosing requirements (as Maoist do not wish to disclose number of their troops,they should be given guarentee that none of their troops related information is feeded to the media or any other party).
3) Government then should form 3 member co-ordination committee comprising one from the government, one from civic socirty (Human right personality) & one from the Maoist party, then they will work out the plan for feeding arrengement for Maoist toops.
4) Government then should relese fund for 1 month worth of required fund to the committee & it will be responsibility of the committe to moniter the cash activity & other issues related to Feeding requirement.
5)Once arrangement has been agreed, Maoist should go for press release confirming as of that date no donation will be asked or taken from general public,business community & more for 1 months. (statement should come from credible Maoist Central committee member)
6) Once agreement is struck, any abuse by Maoist cadre should be reported to the Feeding committee. (Committee should have confidental free help line set up, so without fear general public can make a complaint)
7) Feeding Committee will investigate the complaint & should be able to take action on violaters.
8) After one months, if everything goes well, this procedure should be continued & further alreation can be made to make the arrangement even better should the community sees needs for it.
9)Once constituent assembly is over this arrangement will be absorved by other new arrangement.

I think its better idea to keep Maoist army in a government camp but I doubt Maoists will aggree to it…the only way is to start the dialogue immediately…I think since the matter of both the armies is very serious an international mediation, preferably by UN as soon as possible …we should not get trapped in meaningless patriotic slogans….international mediation is a necessary evil that we have to accept….
Every body knows who want the war. If Maoist dont raise donation( actulaay its a kind of loot), how the armed factory of india can survive? Both RNA and Maoist are actually feeding the Armed manufacturer of INDIA. This is called good friendship. All the forces of nepal are dedicating themselves to feed the people of their neighbour.
