दरवारमार्गमा विहे भोज दिएर आएका मेरो बोसको, हतियार लिएर आएका सैनिकसँग रत्नपार्क चोकमा भेट भएछ। रातिको एघार बजे सैनिकले रत्नपार्कमा आकस्मिक रुपमा सवारी जाँच गरिरहेका रहेछन्। सुरक्षा जाँचका लागि लाममा बसेका दुई-चार वटा गाडीको पछाडि रहेको बोसको कारनजिक एक सैनिक आएछन् र झ्याल खोल्न भनेछन्। तर, सैनिकले कार चलाइरहेका बोस तर्फको नभई उनको श्रीमती बसिरहेकी सिट नजिकको झ्याल खोल्न आदेश दिएछन्। झ्याल खुल्नासाथ ती सैनिकले आफ्नो बन्दुकको नालभित्र छिराएछन्। बिचरा बोसकी श्रीमतीलाई डर यति लागेछ कि उहाँ काँप्न पनि सक्नुभएन रे।
त्यसपछि सैनिकले परिचय पत्र मागेछन्, नागरिकता बोकर नहिँडेकी गृहिणीले केको परिचय पत्र दिनु। बोसलाई परिचय पत्र मागेको भन्दा पनि सैनिकले प्रयोग गरेका तँ तँ भन्ने शव्द सार्है बिझेछ। “जा डिकी खोल, परिचय पत्र ले। कहाँ गएर आइस्” जस्तो शव्द प्रयोग गरेको देखेर बोस छक्क परेछन्।
हाम्रै सुरक्षा (असुरक्षा !) का लागि भनेर आकस्मिक परीक्षण गरिरहेको हो भनेर चित्त बुझाए पनि विदेशतिर सुरक्षाकर्मीले जाँचमा प्रयोग गर्ने शब्द सुनेका उनलाई नेपाली सैनिकको शव्द सार्है रुखो मात्र होइन, सहनै नसक्ने लागेछ। तर के गर्नु, सुरक्षा जाँच सकिएको केही मिनेटसम्म पनि कारको झ्यालबाट श्रीमतीको छातिमा ताकिएको बन्दुकको नाल नहटे पछि बोल्नु व्यर्थ छ भनेर प्रतिरोध नजनाई बसेछन्।
केही बेरपछि सैनिकले “सुरक्षा जाँच सकियो, जा” भनेछन्।
राजधानीका सभ्य नागरिकमाथि भएको यो घटनाबाट अहिले विचलित भइहाल्नुपर्ने अवस्था भने छैन। किनकि वैशाख ११ अगाडि शाही सत्ताकालीन समयमा यस्तो भएको थियो।
तर, अहिले पनि सुरक्षाकर्मीबाट यस्तो घटना नहोला भन्न सकिँदैन। हिजो राति मात्र संसदका एक चालकलाई सिंहदरबारभित्रै एक सुरक्षाकर्मीले गाडी रोकेर कुटेछन्। त्यसैको कारण आज दिनभर सिंहदरबारका सबै ढोकामा सरकारी सवारी चालकहरुले आफ्ना गाडी तेर्स्याइदिए र मन्त्रीहरु पनि बाहिर गेटबाट हिड्दै सिंहदरबार छिर्नुपर्यो। सुरक्षाकर्मीलाई पत्रिका र झोला बोकाएर भुँडी पल्टाउँदै भित्र छिरेका एक मन्त्रीको दृश्य टेलिभिजन क्यामेराले कैद गरेको थियो।
सुरक्षाकर्मीहरुले नागरिकका लागि प्रयोग गर्ने शव्द लोकतान्त्रिक आन्दोलनपछि पनि कुनै सुधार भएको छैन। कार्यालयबाट घर फर्कँदै गर्दा आज एक जना मधेसी साइकल चालकलाई ट्राफिकले प्रयोग गरेको शव्द यहाँ लेख्नसमेत अप्ठेरो लाग्ने किसिमको छ। मधेसीको साइकलमा राखिएको टोकरीबाट केही फलफूल खसेको थियो। उनी सडकको छेउमा साइकल रोकेर ती फलफूल बट्याउन खोज्दै थिए। तर उनलाई सहयोग गर्नुपर्ने प्रहरी भने “साले, तँ” मात्र होइन अश्लील शव्दसहित मधेसीलाई गाली गर्दै थिए।
लोकतान्त्रिक सभ्य समाजमा एक व्यक्तिले अर्कालाई प्रयोग गर्ने भाषा जहिले पनि समान र आदरपूर्ण हुनुपर्छ। तर, नेपालमा सुरक्षाकर्मीको क्याम्पमा अधिकृतहरुले जुन भाषा तल्ला तहका सिपाहीलाई प्रयोग गर्छन, त्यही भाषा सुरक्षाकर्मीले आम नागरिकलाई पनि प्रयोग गर्ने गरेको छ।
सवारी चालक र ट्राफिक बीच वार्तालाप हुँदा कहिल्यै “तपाईँ, हजुर” भन्ने शव्द प्रयोग भएको सुनिएको छैन। “लाइसेन्स दे, ब्लु बुक ले” जस्ता शव्द मात्र ट्राफिकले प्रयोग गरेको सुन्न पाइन्छ। किन “तपाईँ” भन्ने शव्दको प्रयोग नभएको होला ? अझ सार्वजनिक सवारी साधन चलाउने माथि उनीहरुले प्रयोग गर्ने शव्द झनै नराम्रो छ र कहिलकाँही त सुरक्षाकर्मीले चालकलाई कुटेका पनि छन्। गल्ती गर्नेलाई सजायँ दिने ऐन कानून हुँदाहुँदै कानूनी प्रक्रिया नअपनाएर किन चालक कुट्नु, किन त्यस्ता शव्द प्रयोग गर्नु।
जनआन्दोलन २००६ पछि काठमाडौंमा धेरै जसो लामो ट्राफिक जाम सवारी चालकले पिटाइ वा अपशव्द पाएका कारण बीच सडकमा गाडी तेर्साउनाले भएको छ। सभ्य शब्द प्रयोग गर्दैमा हुने हानी केही पनि छैन, तर किन होला हाम्रा सुरक्षाकर्मीलाई सँधै असभ्य शव्द नै प्रयोग गर्नुपर्ने। देशमा लोकतन्त्र आयो भन्छन् तर लोकतान्त्रिक आचरण खोइ त….!
Dear Umesh ji,
I am sorry to say that this news should be totally rubbish. we always get back home lately only from long distance and we will be passing through different sections of the street and we also get through check in and we promis to the god that the Armies never use dirty words. They are always polite and always helping and suggesting. Sometimes the travellers (I would like to say ideiots) who are totally in drunk use bad words to the security (saying chor armies, jyan mara etc) and in that case it is obvious that they also may get bit strict, after all they are there for our security reason also. We should help to their request not use bad words. But I agree that the Policemen, they sometimes use dirty words.
Please, let’s not be unthank full to those who are working for our safety and are doing their job being on rule and regulation.

Firt of all man should use polite words if he again argure then laat ko Bhut Baat le mandina.So you politician make a law that even a driver should pass SlC.Don’t give lisence to under SLC.They think that driving lisence is for killing people.Now a days it is more popular thata driver who kills more people is considered as a experience driver.A value of man is more cheaper then a Buffalo.So think and make a good traffic law .Otherwise oneday your son/daughter may crushed by the vechile.

हाम्रो देशको सुरक्षाकर्मीहरुको कुरा गरि के साध्य? नेपाली जनताको रगत पसीनाले उठाएको करबाट किनेको हतियार भिर्न पाएको छ, अनि आफै सर्वेसर्वा कसले छुने तिनिहरुलाई? अनि त्यो बन्दुक चाइनातिर तेर्स्याउने कु्रा आएन, भारततिर तेर्स्याउने कु्रा पनि भएन। कता सोझ्याउने त नुनको सोजो त गर्नै पर्यो। भएको त्यहि होला। फेरि मर्यादित शब्दको सवालमा, educated माथिल्लो दर्जाकाहरुले त सार्है नै निच शव्द प्रयोग गर्छन् भने तल्लो दर्जामा काम गर्ने uneducated सिपाहि हरुले अपमान गर्यो भनेर के मन खिन्न हुनु।

दीपक जी , तँपाईले उठाउनु भएको कुरा एकदम राम्रो छ हाम्रा नेपाली शैनिक तथा सुरक्षाकर्मी हरूलाई लोकतान्त्रिक भाषा को कक्षा नलिई भएको छैन । साथ साथै चालक तथा खलासी बन्धु हरू लाई पनि सवारी नियम त राम्ररी पढाउनै पर्छ जस्तो लाग्छ ।
केही दिन अघि जमलमा भएको चक्का जाम ताका केही सवारी चालक तथा खलासीहरूको उदण्डता देख्दा त लाग्यो सही अर्थमा लोकतन्त्र त यीनै लाई मात्र आएको रहेछ। त्यो दिनको दु:ख सम्झँदा त के भनुँ !!!!!

Natural! They are trained to be rough, cruel,corrupt and uncivilized by their organization. If they were trained to be polite, understanding and social, so many Nepalese would not die in those 12 years!
नेपालीको परिचय ग्यास्टिक रे अनि पुलिस आर्मीको चाहिँ **** शब्दावलि। यदि उनिहरूले त्यो शब्द प्रयोग गरेनन् भने सङ्का गर्न पर्छ।

It’s true… that traffic beat the drivers even though there is a law and punishment for those rule breker…. but as u know… nepal and nepali especially govrnment force they r low and regulation themself… It’ll be countinue till these hack minded people live….

This is very crucial, and the changes will only be possible as we start to change and try change things around us. Or, else they will just be limited to pages of moral story books of web blogs.
There is a lot, that need to be done and it will take time, the need of the hour is initiation, in our house, family, circle of friends, relatives, community, tol etc…to national level.

The way the Nepalese soldiers and policemen behave is really unbearable. This is one more sign of pervert and putrid feudalism. They are trained that way the moment they get recruited in the hierarchy. How can they forget insults and abuses hurled on them by their seniors without and rhyme and reason? Often, when top defence officials are asked to justify their behaviour, they defend the way of discourse using pejorative and derogatory forms. For them, such hurls make subordinates tolerable in a team work, and they want to apply the same notion among civilians.
On the other hand, have you heard how the People`s Army behave among themselves? Of course, considerably there is less social hierarchy. Thus the root cause of such impolite manners among us is the feudal hierarchy, and poverty, which, in turn is caused by feudal system again.
Also, I strongly believe that their is no remedy to improve manners of the Nepalese in general overnight. It will take years and years. The more the retrogression, the less the politeness. The more the progression, the more the politeness.See you later.
खास कुरा केहो भने नेपाली भाषामा आयातित र शामन्ती शब्द हरु धेरै प्रयोग भयेको छ। अरु त अरु उमेशजी ले पनि राजा द्वारा नियुक्त गरिएको पत्रमा यस बारेमा कुरा उठाउनुभयेको थीयो। सर्बप्रथम हामीले यो कुरा बुझ्न जरुरी छ किनकी हामीले बोल्ने अथवा कलम चलाउने भाषा सस्कृत भाषा बाट बनेको हो। तर सन्स्कृत, हिन्दी, गुजराती, पन्जाबी, बङाली लगायत नेपाल मा बोलिने अन्य छेतृय तथा जातिय भाषा मा पनि तेस्तो किसिमको उच-निच सर्बनाम हरु प्रयोग मा आउदैन। हामिले दरबारलाइ खुसी पार्न को लागि उर्दु भाषा बाट अक्बरको पाला को शब्द हरु पैचो लिएम हाम्रो भाषा अहिले खिचडी भयेको छ। सोही खिचडी लाइ हामीले स्वाद मानेर उपयोग गरिराखेको हो। Yadi Hindi Bhasha bolda aap na-bhanikana tum bhannu parchha kina-ki Urdu bolda aap nai bhannu parcha. Sanskrit pariwar ma Jal Bayu bhaninchha bhane Muslim pariwar ma Hawa Pani Bhannichha. Hajur, Mausuf, Shahjada Sabai tesaiko pratiphal ho. Mero tatparya Sainik ko ap-shabda lai badhawa dinu hoina.
I think the the army or the security institute of Nepal does not train their employees to be civilised and respect individual and law. No doubt it is the most savage recognised institute who are consistently trained to be ill behaved barberous, cruel, inhuman by their bosses and the trining system. So the question comes how this move of stupid animals will ever learn to respect people while executing their duties. The army and the police have long way to go to promote themself to normal human being to the contemporary world. Hope these blind, slave of the autocratic regime will wake up and start behaving like a normal person than like a mad dog.

This kind of behaviour sucks a lot. I used to get suffered but as a non privileged person, I had nothing but to enjoy the suffering. He was your boss so you wrote about him, just consider about those innocent people who have nobody to complain in public. There is one positive aspect of these kind of incidents, they are condusive to leave the country so that we can go out of country work better in a hope to make our country better for our next generation to come.
In this context, I would suggest to go through with the latest report on “International Politeness”.
Just two weeeks back, the survey conducted by Readers’s Digest on politeness has placed and ranked Nepal far behind(honestly no where and not eligible even), topped by New York, Toronto and Zurich.
It is not only security officials who are not polite during their duty, Nepalese are impolite enough in all walks of life whether in merchandise purchase, to hospitality, health services, officials and a long list so on.
We are not only least developed in terms of physical infrastructure and others, but we are equally mentally brankrupt in extending politeness in any form as for example set by Reader’s Digest:
(1) polite as civil or socially correct, (2) polite as kind or friendly, and (3) polite as tactful or diplomatic.
If any of these three attributes among Nepalese if attributed, sounds to be miracle! This is the country of Bhole Pashupatinath, where Nepalese have the right to display all unwarranted vocabularies.
