“म प्यारजंग थापा ईश्वरको नाममा सपथ लिन्छु (सत्य, निष्ठापूर्वक प्रतिज्ञा गर्छु भने पनि हुन्थ्यो तर प्यारजंगले ईश्वरकै नाममा सपथ लिए) कि नेपालको राजकीय सत्ता र सार्वभौमसत्ता नेपाली जनतामा मात्र निहित रहनुपर्ने भनी जनताद्वारा जनआन्दोलन मार्फत् व्यक्त भावनालाई उच्च सम्मान गर्दै नेपाल राज्यको सम्पूर्ण अधिकार सार्वभौमसत्ता सम्पन्न प्रतिनिधि सभाले नै प्रयोग गर्ने गरी प्रतिनिधि सभाबाट २०६३ जेठ ४ गते पारित प्रतिनिधि सभाको घोषणापत्र २०६३ प्रति पूर्ण वफादार रही प्रधानसेनापति पदको कामकाज प्रचलित कानूनको अधिनमा रही कसैसँग डर नमानी, पक्षपात नगरी, कसैप्रति पूर्वाग्रह वा खराब भावना नलिई इमान्दारी साथ गर्नेछु र आफ्नो कर्तव्यपालनाको सिलसिलामा आफूलाई जानकारीमा आएका कुरा म पदमा वहाल रहँदा वा नरहँदा जुनसुकै अवस्थामा पनि प्रचलित कानूनको पालना गर्दा बाहेक अरु अवस्थामा कुनै किसिमबाट पनि प्रकट वा संकेत गर्ने छैन।”
संसद सचिवालयको सभाकक्षमा सभाभुख सुवास नेम्वाङबाट सपथ खाए पनि नाम फेरिएको नेपाली सेनाका प्रमुख, प्रधानसेनापति प्यारजंग थापाले सचिवालयले उपलब्ध गराएको चिया खाएनन्। जनआन्दोलनको भावना अनुसार आन्दोलनको सम्मानमा संसदले निर्माण गरेको सपथले नै ‘टन्न’ भएकाले प्रधान सेनापतिले चिया नपिएका भने होइनन्। संसद सचिवालयको चियापान समारोहमा सरिक हुन लागेका प्रधानसेनापतिलाई पत्रकारले सपथ ग्रहणपछिको अनुभव सोधेका थिए।
अनुभव सुनाउनुभन्दा चियाको सुर्को छोड्नु नै श्रेयस्कर मानेका प्रधानसेनापतिले करिब एक मिनेटसम्म पछ्याइरहेका संचारकर्मीलाई एउटै शव्द नबोली टारिदिए। सञ्चारकर्मीले पटक-पटक एउटै प्रश्न सोधेका थिए, राजाबाट सपथ लिएका तपाईँलाई यसपटक सभामुखबाट सपथ गर्नुपर्दा कस्तो लाग्यो ?
सिमसिमे पानीमा अरुले ओढाइदिएको छातामुनि हिँडेका प्रधानसेनापति थापालाई पत्रकारले एकहोरो प्रश्न सोधिरहँदा दिक्क लागेको हुनुपर्छ। तर, पत्रकारलाई उत्तरै नदिई फुत्किएका थापाको, गाडीमा चढिसकेपछि भने ढोका लगाउनुअगाडि अनुहारमा हल्का हाँसो देखिएको थियो।
पत्रकारलाई उत्तर नदिई फुत्कन पाएको विजयमा त्यो हाँसो आएको थियो वा अरु कुनै – (व्यङ्ग्य वा रुन्चे ) हाँसो भनेर छुट्ट्याउनु अगाडि नै उनको कालो सिसावाला गाडी संसद परिसरबाट हुँइकिएको थियो।
सभामुखको अगाडि शपथ खाँदै प्रधानसेनापति। उहाँले शपथ त खानुभयो, तर चिया खानुभएन। फोटोः सागर श्रेष्ठ
आफ्नै नेतृत्वको सुरक्षाफौजले दबाउन नसकेको जन आन्दोलनलाई सर्वेसर्वा भन्दै त्यसैको भावना अनुसार संसदले बनाएको सपथ लिएका प्रधानसेनापति थापाले एउटै पदका लागि दुई पटक सपथ लिनुपर्ला भनेर सायदै चिताएका थिए होलान्। तर चैत-वैशाखको जन आन्दोलनपछि आज बिहीबार फेरि नेपालमा अर्को एक ऐतिहासिक काम भो। राजदरबारमा राजाबाट राजभक्तिको सपथ लिँदै आएका (भर्खरै शाही मात्र हटेको) नेपाली सेनाका प्रमुखले आज सभामुख सुवास नेम्वाङ्गबाट सपथ लिनुपर्यो।
केही वर्षअगाडि राजाबाट प्रधानसेनापतिको सपथ लिइसकेको प्यारजंगले जनताको नाममा आज पुनः सपथ लिएपछि नेपाली सेना साFच्चै जनताप्रति उत्तरदायी होला त – शपथ लिन इन्कार गर्ने अधिकारी स्वत पदमुक्त हुने भन्ने प्रतिनिधि सभाको घोषणामा उल्लेख भएकै कारण प्यारजंग सपथका लागि संसद पुगेका होइनन् होला। सरकारले म्याद नथपेमा नियमानुसार यसै महिना सेवानिवृत हुने प्रधानसेनापतिले जन आन्दोलनमार्फत् व्यक्त भावनालाई आदर गर्ने शव्द अब सपथमा मात्र रहनु भने हुँदैन।
यो सपथपछि माओवादी समस्यालाई हल गर्न नेपाली सेनाले पनि सहयोग गर्नुपर्छ। किनकि जनताले जनआन्दोलन मार्फत् राजाको निरङ्कुशताको अन्त्य मात्र खोजेका होइनन्, देशमा शान्ति पनि चाहेका हुन्। र, अब नेपालमा शान्ति स्थापनाको लागि एक प्रमुख भूमिका नेपाली सेनाले खेल्न सक्छ। जनताले दवाव, अभाव र प्रभावमा नपरी अर्थात डर, त्रास बिना संविधान सभाको निर्वाचनमा मत दिन पाउने अधिकारलाई सेनाले सम्मान गर्यो भने बल्ल यो सपथले सार्थकता पाउँछ। यस्का लागि नेपाली सेनाले अन्तर्राष्ट्रिय निकायको सुपरिवेक्षणमा हतियार बिसाई ब्यारेकभित्र बस्नुपर्छ र सरकार- माओवादी वार्ताको आचार संहितालाई हरहमेसा पालना गर्नुपर्छ। होइन भने यो सपथ अक्षर नचिन्नेले खाएको विद्यानासको कसम जस्तै हुन्छ। जो-जो ले जे-जे भन्छ खाँदै गयो, आफ्नो काम गर्दै रह्यो।

It is absulutly non sense. He has to be in prison rather than oath in Sihadarbar. He was the second gang leader of janaandolan with in a month he became people’s senapati how come ?
Let us not stoop to the same dastardly level that the pro-king elements did. It’s good that the commander-in-chief came to the parliament,took his oath of office in front of the Speaker and expressed his allegiance to the sovereignty of the people. After all he is a man of stature; he should not be ridiculed like a bhaat. He has his dignity. This does not in any way mean that I am a supporter of his. His coming to the parliament is proof that he has accepted the will of the Nepali people. Let us not see grand designs or conspiracy behind this. This oath taking at least gives us some hopes that the army, which has been rumored to be loyal only to the king, has finally realized that there is no grater power than the will of the people. Let us give him a chance to prove his commitment made in front of the people.

Ok! what is this nonesense.Why the leader are forcing to take oath to the chief.Is Parajung Thapa is a new chief?What hey want to prove it? Better engaged for the developement of the country rather then wasting their time in unnecessary things.
The present army structure is a club/hub of feudal religious group. The army institution should be inclusive accomadating all ethnic groups. The army is not above the law. It should be govern by the rule of the civilian laws under supreme court & should be accountable to the the nation & the citizens. Otherwise, it should be dissolved/dismantled like in Costa Rica.

Oath-taking in the name of God might be ambiguous. This god might be Bishnu Avataar Gyaanendra, but not the collective republican spirit of the Nepalese. So far as the matter of answering questions to the reporters is concerned, he may ignore them or keep mum. Nobody can force him to speak, as the saying goes,`One can draw a horse to water, but twenty can`t make it drink`.

This is drama played by army & spa as directed by KING!
During that conspiracy visit to ROYAL PALACE (By SPA leaders) before King did the announcement on 11th of Baisakh, all they have agreed not to eliminate anyone of them.
That’s why::
1. SPA does not want to re-structure army who killed thousands + 21 nos of nepalese people!!!!
2. That’s why king is pretending like he is accepting what SAP is doing in that NAATAK Ghar “Parliament Building”.
3. That’s why SPA or Parliament can not make an announcement that Nepal is a republic contry which has been demanded by millions of nepalese people during Janaandolon#02.
4. That’s why parties are doing nothing – means they can do nothing because all these (opportinities of being PM, DPM & MPs) were given by KING (God of SPA leaders!!!)
What’s the next then??
There is a clear way out for Nepalese people:
The final strugule is needed which is JANAANDOLON#03 lead by civil society, supported by Maoists & People’s guns.
AND GET RID OF KING, ARMY & CHOR LEADERS WHO ARE THE SERVANTS OF ROYAL PALACE (Like Girija, Oli, Susil, Shailaja, Ram Chandra who are representing the second Grade of Giri & Kamale!!!

Friends and Fellow Bloggers: You may find the pictures amusing, but I don’t. I take this oath-taking ceremony a calculated attempt to vindicate the chief of an institution – Nepal Army – that was involved (is still involved?) in killing of innocent civilians. Soon, the bigger culprit, the king will come to parliament and do the same and he will be allowed to retain his title of “mausuf-sarkar”. Then Paras will do the same and he will be allowed to remain the “legitimate heir” to the throne. these politicians stay happy, as they can exercise their “power” to administer oath to their office. Now why care about the general public and their sentiment, right???
I am still puzzled as to who was behind the janandolan part II? these politicians, who received 5* treatment even during their brief inprisonment? or those Nepalis who actually took the street, defied curvew orders, fought with the previous regime and in doing so got killed or were tortured??
Has any of these politicians ever gone to the actual heroes of the movement – the people – and asked what would they have wanted to do with the army chief?
This doesn’t require more than double digit IQ to understand what people would have wanted!
First all those who were responsible (kamal and tank and others) were put in jail for few days and allowed them to walk free. Then a few security chieves were sacked – with full pension and benefits etc. Then a “turtle-paced” commission was formed and that has been mandated to work ad-infinitum!!
Why can’t there be swift justice at least once? Ask the 3-year old son of the martyr, whose photo was used to ask for funds for “jana-andolan pidits”, even he would have asked for a differnt justice.
Why do we have to witness all these dramas? Army-chief taking oath, gun-totting maobadis getting married, deputy prime-minister being escorted by an oderly and umbrella?? Hoina ta??
it is a drama, let see how long these darma is going to continue in future repulic of nepal.
