यो मेरो शायद पहिलो र अन्तिम सन्देश हुन्छ होला तपाईँहरुका लागि। किनभने मेरो उमेर र स्वास्थ्यले गर्दा मेरो यो अन्तिम सम्बोधन पनि हुनसक्छ। आज एउटा युगान्तकारी परिवर्तनपछि मैले तपाइँहरुलाई दिदीबहिनी दाजुभाइहरुलाई एउटा सन्देश दिँदैछु। मेरो पनि आफ्नै अनुभूति छ, इच्छा छ, आकाङ्क्षा छ भावना छ- तपाइँहरुकै जस्तै। म कुनै भिन्न मानिस होइन। तपाइँहरुजस्तै आकांक्षा भावना उत्कण्ठा मेरो पनि छ किनभने म पनि यही भूमिमा यही माटोमा लडिबुडी खेलेर यही हावापानीमा हुर्केको व्यक्ति हुँ। त्यसकारण तपाइँहरुको भावना आकांक्षा र इच्छासँग म पूर्ण रुपमा परिचित छु।
र अर्को कुरा, युगान्तकारी परिवर्तन त भयो त्यसपछि जनतामा इच्छा आकांक्षा उत्कण्ठाहरु उर्लिएर आए- त्यो स्वाभाविक कुरा हो । हामीले त्यसलाई राष्ट्रको प्रसव वेदना भन्छौँ। किनभने एउटा परिवर्तनपछि अर्को परिवर्तन हुँदा देशलाई वेदना हुन्छ त्यो स्वाभाविक हो। मलाई एउटै कुरा भन्न मन लागिरहेछ कि- यहाँको परिस्थितिलाई अध्ययन, विश्लेषण गर्दा मलाई लाग्यो- कतै प्रतिगामी शक्तिहरुले चलखेल गर्न सुरु त गर्न लागिरहेका छैनन् ? त्यसैले मैले तपाइँहरुलाई सचेत गराउन चाहन्छु कि त्यस्ता खेलबाट हामी मुक्त हुनुपर्छ र राष्ट्रलाई पनि मुक्त बनाउनुपर्छ।
अरु कुरा मलाई के भन्नुछ भने यो राष्ट्र सबैको हो। एउटा व्यक्तिको होइन यसको सम्पत्ति एउटा व्यक्तिको होइन राष्ट्रको हो। त्यसकारण यस्तो समस्या पनि सबै जनताको समस्या हो। त्यसकारण कुनै समस्या छ भने वार्ताबाट त्यसको समाधान होस् भन्ने म चाहन्छु। समस्या जस्तोसुकै भए तापनि वार्ताबाट त्यसको समाधान हुन्छ भन्ने विश्वास मलाई छ। त्यसकारण आज म सबैलाई आग्रह र आह्वान गर्न चाहन्छु कि त्यस्तो कुनै समस्या छ भने आउनुहोस् वार्ता गरौँ र समस्याको समाधान गरौँ। आपसी समझदारीको कुरा हो। यो घरभित्रकै समस्या भएकाले त्यसलाई घरभित्रैबाट समाधान गर्नुपर्छ।
माओवादी समस्या समाधान गर्दा पनि यही कुरा थियो- यो घरभित्रको विवाद र समस्या थियो। माओवादी समस्या पनि घरभित्रैबाट समाधान भएको हो। यो अन्तर्राष्ट्रिय जगतलाई सन्देश थियो- नेपाली जनताले आफ्ना समस्या आफै समाधान गर्ने क्षमता राख्दछन्। त्यसैले म फेरि भन्छु कुनै समस्या छन् भने मेरो ढोका सधै खुला छ। वार्ता गरेर समस्याको समाधान गरौँ । मैले वार्ता सुरु गर्नका निम्ति कमिटी गठन गर्न भनी मैले गृहमन्त्रीलाई पनि निर्देशन दिइसकेको छु। त्यसकारण यो समस्याको समाधानका निम्ति म फेरि आह्वान गर्न चाहन्छु। वार्ताको साथासाथै मेरो आग्रह यो पनि छ कि जुन आन्दोलन बन्द हड्ताल समाप्त गर्नुहोस् र नयाँ नेपालको भविष्यको निम्ति सद्भावको वातावरण तयार गरौँ।
जनआन्दोलनको मूलभूत उद्देश्य संविधानसभाको निर्वाचनबाट नयाँ संविधानको निर्माण गर्ने थियो। अहिले त्यो उद्देश्य कतै लोप हुन लागेको त होइन भन्ने चिन्ता पनि मलाई छ। त्यसकारण जेठ महिनासम्म संविधानसभाको निर्वाचन सम्पन्न गर्ने दृढ सङ्कल्प मैले गरेको छु। त्यसैले शान्तिको वातावरण तयार गरौँ वार्ताबाट समस्या समाधान गरौँ र धाँधलीरहित निष्पक्ष निर्वाचनको वातावरण तयार गरेर संविधानसभाको निर्वाचन गरौँ भनी म आह्वान गर्न चाहन्छु। अहिले धेरै समस्याहरु उत्पन्न भएका छन्। राष्ट्रले काँचुली फेर्नेबेला यस्ता समस्या आउँछन् नै। तर हामीले ती समस्यालाई समस्या भनेर कसैको पक्ष वा विपक्षमा नलागी धैर्य संयम र सहिष्णुताका साथ मिलेर अघि बढौँ भन्ने मेरो आकांक्षामा सबैले साथ दिनुहोस् भन्ने मेरो आग्रह छ।
यो त मेरो भावनाको कुरा भयो। अहिलेको समस्या समाधानका लागि मैले एक दुईवटा कुराहरु गरेको छु र ती कुरा म तपाइँहरुलाई भन्न चाहन्छु।

देशमा सबै जातजाति सबै वर्ग र सबै क्षेत्रका जनताको प्रतिनिधित्व हुने किसिमले तथा देश निर्माणमा सबैको उचित भूमिका रहने गरी नयाँ संरचनामा देशको नयाँ स्वरुप तयार पार्न हामी लागेका छौँ।
तमाम जनसंख्या र मुलुकको भौगोलिक स्थिति र अनुकूलतालाई मूलभूत आधार बनाएर निर्वाचन क्षेत्रको निर्धारण गरिनेछ । यसो गर्दा जिल्लाका निर्वाचन क्षेत्रहरु नघटाई जनसंख्याको आधारमा निर्वाचन क्षेत्रको संख्यामा वृद्धि गरिनेछ ।
संविधानसभाले बनाउने नयाँ संविधानमा सङ्घीय लोकतान्त्रिक शासन प्रणालीको व्यवस्था हुनेछ ।
हाल देशका केही भागमा भएका बन्द लगायत आन्दोलनका सबै घटनाहरु तत्काल रोक्न तथा वार्ताद्वारा समस्या समाधान गर्न र देशमा शान्ति सुव्यवस्था एवं सद्भाव कायम गर्न सबैलाई आह्वान गर्दछु ।
आज हामी सबैको प्रमुख जिम्मेवारी आगामी जेठ महिनाभित्र संविधानसभा चुनाव सम्पन्न गर्नु हो । यसप्रति संवेदनशील भएर देशमा शान्ति स्थिति कायम गर्न म मधेशी आदिवासी जनजाति महिला दलितलगायत विभिन्न वर्ग र क्षेत्रका समुदायसँग हार्दिक अपिल गर्दछु ।

the public address by Prime Minister GP Koirala is very much relevant to the current situation in Nepal.His feelings are very touchy and this very feeling portrays him as a true Nepali political figure head and could be inspirational to many too.Though his agendas need to be clarified abit,but his effort to incorporate those issues is commendable.
It would have been more fruitful if he could help resolve the current crisis in the terai region on the country.

The most laughable part of the speech is.. insane Girija dared not say that “I am also born in Nepal lie you all Nepali daju bahi didi bahini”. He was BORN in INDIA. He just said, I also grew up in Nepali soild playing ladibudi.
I felt that he was talking like outsider (Bideshi)..not as a Nepali, when he said ” ma pani yapainharu ho bhawana ra aankanchhya sanga purna parichit chhu”.

Look how our prime minister has changed. He is saying that all the differences has to be solved through the discussion. It is certainly a great turn from a person who once said that he hated those that starts with ‘M’ and will never talk with them. I think PM’s speach is quite short and informal but enough. In his speech he just apeal to all for calm and talk. Now the ball is in Madhise people and thier leader. Now we have to check whether the present unrest is for the good being of the people of Madhesh or this this just to show. If the leader of Madhise really want to uplift the life of the Madhis they need to come to the table. If again they don’t come then PM should work accordingly. If government will not work and fear from unknown backdoor we all Nepali should come in act. Madhise leader keep in mind Gorkhali will die for the country. Our Purkha fight for the country against British and we have their blood.

Nobody can take this address as a response to the terai jan andolan. health of Koirala is important for the nation but not more than health of the nation itself.

This is a non starter. Whole of the nation was eagely waiting for PM’s address but this has said nothing except failing health of Mr. Koirala. I respect him and pray for his long life but the way he and the government is taking “jan andolan” in Terai is completely outrageous. He has repeated the same rhetoric of royalist hand and even fails to acknowledge the loss of lives of 9 madhesis. This is not an offer of talks but “order” of talks. Its like the speech of Gyanendra in April before bowing down to the pressure of Jan Andolan. I can not believe that even at this stage a democrat leader like Koirala will not even have some kind words for Madhesi let alone concrete steps. I suspect government is simply waiting the movement in Terai to die down even at cost of few more Madhesi lives. The political leaders of terai need to show their guts and commitment to non violace in this situation. All the Madhesis have now a challenge to continue this andolan and staying away from violance and influence of royalis elements.
I am still wondering whether such an address by “new rastradhyakchha” is result of age induced insanity of Koirala or incompetence of his advisors or to borrow Deepak Aryals”word simply a “Pahari arrogance”.
This action of PM should bring peace and the give a break to all the underprivileged ones.

I don’t like this message, the sentimental message of Mr. Girija Prasad Koirala has not addressed the real issues which has to be. Yes, he is old and his health is not sound but his adviser and assistant could prepare better message for him more simple and effective.
GP should have done this few days ago but none the less he has done it. It is very scary to think that this is his last message. He is looked upon as the uniting figure in the country now. What if he passes away soon then what…. Lets just think about the current situation. I think we shold have space in democracy for all the groups madhesis, Janjaties, ladies, and anyother ethnic groups even the royalist and former royalist. We exclude one group or the other then we can have these kinds of problems in the future. We shold not forget how we have left maoist before by taging them as marginalized minority and look what they have become now. We should not be dealing the same way to the royalist, former royalist and any other parties for that matter now. Let all the citizens regardless of their belief express peacefully.
