फुटबलमा रेफ्रीका अधिकांश निर्णयहरु विवादमा पर्ने गर्छन्। यसको कारण प्रविधिको उपयोग नगर्नु पनि हो। परम्परागत रुपमा एक जना मुख्य रेफ्रीले मैदानभित्र रहेर र दुई जना सहायक रेफ्रीले मैदानबाहिर रहेर खेलाडीलाई नियममा बाँध्ने गर्छन्। अहिले एक जना चौथो अधिकारीको पनि उपयोग गर्ने गरिएको छ। तर उनो काम थप समय कति खेलाउने भन्नेमा मात्र सीमित हुने गर्छ। यही चौथो अधिकारीलाई प्रविधिको उपयोग गरी विवादास्पद विषयमा निर्णय दिने अधिकार दिने कि नदिने- अब बहस चर्कने देखिन्छ। यस पटकको विश्वकपमा पनि रेफ्रीका धेरै निर्णयहरु विवादमा परेका छन्- चाहे अमेरिकाले गरेको गोललाई नदिइएको मान्यता होस् वा ब्राजिलले आइभोरी कोस्टविरुद्ध हातले बल सम्हालेर गरेको गोल। आज भएका खेलमा भएका दुई विवादास्पद निर्णयले पनि यो बहस चर्काउने देखिन्छ।
इंगल्यान्ड र जर्मनीबीच भएको महत्त्वपूर्ण खेलमा इंगल्यान्डले मध्यान्तर अगाडि गरेको २-२ को बराबरी गोललाई गोललाइन भित्र बल प्रवेश गरे पनि रेफ्रीले नदेखेर गोल नदिएपछि विवाद निम्तिएको छ। इंगल्यान्डका कोचले आफ्नो टिम बाहिरिनुमा रेफ्रीको त्यही निर्णयलाई दोष दिएका छन्। बराबरी गोल गरेको भए आफूहरुले अर्कै रणनीतिका साथ खेल्ने र परिणाम फरक हुने दावी गरेका छन्।
त्यो गोलमा भएको रेफ्रीको गल्तीबारे कुरा भइरहँदा मेक्सिको र अर्जेन्टिनाबीच भएको खेलमा पनि २६ औँ मिनेटमा अर्जेन्टिनाका टेभेजले गरेको गोललाई मान्यता दिइयो। तर टेलिभिजन रिप्लेले स्पष्ट देखाएको थियो- यो अफसाइड थियो। यस्ता विवादास्पद निर्णयले जित्ने टिमलाई समेत विजयको उन्मादका साथ विवादको खल्लो स्वाद चाख्नु पर्ने बनाइदिएको छ।
गोललाइन प्रविधि अर्थात् प्रविधिको सहायता लिएर विवादास्पद विषयमा निर्णय गर्नुपर्ने माग धेरै पहिलादेखि उठिरहेको भए पनि फिफा अध्यक्ष सेप ब्लाटर यसको पूरै विपक्षमा छन्। अब उनलाई दबाब झन् बढ्नेछ। इंगल्यान्डको खेलपछि पूर्व कप्तान एलन सियररले पनि गोल लाइन प्रविधिको पक्षमा वकालत गर्न थालेका छन्। उनी भन्छन्, सबै पूर्व व्यवासियक खेलाडीहरु, सुपरस्टारहरु यस्तो चाहन्छन्, सबै व्यक्ति गोललाइन प्रविधि चाहन्छन् एक व्यक्ति (ब्लाटर) बाहेक। सबै मान्छे गलत हुन सक्दैनन्।
प्रविधिको प्रयोगका लागि कायरोस र हक आई दुई वटा प्रविधि प्रस्ताव गरिएका थिए। कायरोसमा बलभित्र एउटा चिप हालिन्छ र हक आई टेनिस र क्रिकेटमा प्रयोग हुने प्रविधि हो। केही खेलमा यस्तो गोललाइन प्रविधि प्रयोग पनि गरिएका थिए। तर फुटबलको नियम बनाउने अधिकारीहरु यस्तो प्रविधि प्रयोग गर्न मान्दै मानेनन्।
फुटबलको नियम बनाउने गर्छ अन्तर्राष्ट्रिय फुटबल एसोसिएसन बोर्डले। यो बोर्डमा फिफाको चार भोट हुने गर्छ। बाँकी चार भोट चाहिँ फुटबल खेलको जन्म देशको रुपमा रहेको बेलायतका चार फुटबल एसोसिएसनसित रहन्छ। खेलको नियम परिवर्तन गर्न जम्मा छ भोट आवश्यक हुन्छ। बेलायतका दुई एसोसिएसन आइरिस र वेल्सले फिफासँग मिलेर प्रविधिको प्रयोगको विरोधमा मतदान गरेपछि गत मार्चमा भएको बोर्डको बैठकले हालका लागि यस्तो प्रविधि प्रयोग गर्ने ढोका बन्द गरेको थियो।
उनीहरुको तर्क छ- ९० मिनेटको खेलमा प्रविधिको सहायता लिँदा खेलको मानवीय पक्ष मर्छ र प्रविधि हावी हुन्छ। वडास्तरमा हुने फुटबल र विश्वस्तरमा हुने विश्वकपमा समेत लोकप्रियताका लागि एउटै नियम हुनुपर्ने तर्क पनि छ। वडास्तरमा हुने फुटबलमा कसरी टिभी रिप्ले देखाउन सकिन्छ? ब्लाटरले ज्यान गए प्रविधि प्रयोग गर्न नमानेको कारण यो पनि बताउँदै आएका छन्। तर विश्वस्तरका खेलमा रेफ्रीले हाकाहाकी गलत निर्णय गरे पनि लाचार भएर टुलुटुलु हेरिरहनु पर्ने स्थिति यो खेल अलोकप्रिय हुनसक्ने संभावना हुँदैन र ? मलाई त सबैमा हैन, केही निश्चित रेफ्रीलाई शंका भएका विषयमा मात्र प्रविधिको सहायता लिएर निर्णय गरे राम्रो हुन्छ जस्तो लाग्छ, तपाईँलाई के लाग्छ ?

Stating that controversies in a game add more beauty in it is debatable. True, controversies in any game could be a source of inspiration for the players to excel, the coaches to bring in fresh talents, and the fans to be more loyal towards their team. In contrast, they could also incite the players to play foul, create animosity among teams, and, worst, provide an opportunity for some fans to turn towards hooliganism in order to vent their anger and frustration. One thing is certain, any controversy in football or, for that matter, any other game draws a lot of attention not only from fans and regular followers of the game but also from casual followers. Frequent controversies, however, alienate the casual followers and, probably, some fans. They blemish the sportsmanship of the game more than they enhance it.
As for England being denied the ‘goal’, which we clearly saw, thanks to present technology, as a valid goal but not by the referee as some sort of karmic justice handed out to Germany after forty years does not in any way add beauty to football. No doubt, the Germany’s fans must have rejoiced thoroughly, but what about England’s fans? And what about football aficionados? A match won through foul play and/or bad refereeing does not in any way enhance the game. The posted comments here serve as evidence how divisive we become when dealing on a controversial topic.
Science and technology has been gradually invading sports and football is no exception. Take the case of football pitch, or the shoes worn by the players, or the ball itself. The improvements have been made to enhance the game of football. However, some improvements could lead to suspicious/unexpected outcomes, which in turn could be detrimental to the game itself. Just look at high-tech bodysuits that aid swimmers in buoyancy and in reducing friction, thus helping them swim faster – a look at the number of world records being made and toppled in swimming in recent years rouses suspicion whether the swimmers have improved or that they have bettered the records just because of the high-tech bodysuits. The catch here is – Are we watching swimmers competing or the high-tech bodysuits competing?
Now, coming to the blog’s topic, I would definitely vote for the introduction of technology that supports decision making so that the game of football is played fairly and the goals declared without an iota of ambiguity in the referee’s mind. This will certainly affect the flow of game as we are used to these days but will slowly get used to the idea of waiting a few more seconds for a goal to be announced. This has happened in tennis and cricket, and, fortunately, most of us are happy with such arrangement.
Alternatively, to help the referee in deciding between goal and no goal, the ground under the net could be made inclined with depth increasing as we go farther from the goal-deciding line. A penny for your thoughts.
Before leaving, I would like to answer your query: “why not scientists invent boots so that the ball will always hit the goal no matter how the players strike it.” There is nothing wrong in scientists developing such boots, if possible at all, but just like some high-tech bodysuits being under the scanner at present and most likely to be banned in near future swimming competitions, they (such 100% goal producing boots! 😉 ) would be banned outright for the simple reason that neither FIFA nor we, fans and followers, would want such boots as they blur, rather remove, the difference between a footballer and a non footballer.

rules define the basics……everyone must adhere to it but by no any means can we follow them strictly as laid out cuz by nature we are simply not perfect (besides consider the split second decision the referee and his assistant had to make at that time….and probably you too didn’t find anything suspicious from the normal side-angle camera view the first time) and thats the way it is……
if you wanna have that level of perfection……something that we don’t possess naturally,,…… you guys might consider a watching robot world cup…..and guess what…..chinese and japanese have already developed the robots….but i bet you ppl will have hard time enjoying it.

जुन प्रबिधिको प्रयोग गर्दा खेललाई निष्पक्ष र स्वच्छ बनाउन सकिन्छ तेस्को प्रयोग गर्न कदापी पनि हिच्किचाउनु हुँदैन. यो खेलकुदमा मात्र होइन जुनसुकै निकायमा पनि लागु गर्नु पर्छ.
प्रविधिको प्रयोगले मानवशक्तिको प्रयोगमा कमि आइरहेको छ, अर्थात् प्रविधिले मानिस शक्तिलाई विस्थापित गरिरहेको छ । अझ सीधा अर्थमा भन्ने हो भने प्रविधिले मानिसहरूलाई बेरोजगार बनाइरहेको पनि भान हुन्छ । शायद रेफ्रीहरूको ‘जागीर’ खतरामा पर्ने भएका कारणले होला फुटबल खेलको प्रदर्शन र प्रशारणमा प्रविधिको व्यापक प्रयोग गरे पनि खेलको नियम पूर्णरूपमा रेफ्रीकै भरमा छोडेको छ; रेफ्रीलाई पूर्ण अधिकार दिइएको छ । तर यस्तो मानसिकता गलत हो; प्रविधिको प्रयोगले मानवशक्ति विस्थापित हुने होइन कि अझ बढी रोजगारको सृजना गर्छ भन्ने कुरा फिफाका पदाधिकारीहरूले बुझ्नुपर्छ ।

Despite, many Officials bad judgment and error, football is never going to be unpopular .Football getting bigger and bigger every single day. So, why this sport is getting more popular and bigger?? It is very simple and very easy to understand, It requires just one ball and can play almost anywhere. It needs more skill than physical strength (Unlike AFL, Rugby or American football). It is played by all demography and aged people (children, men, women or old people etc). It has fame and fortune (how many in this world know about (Babe Ruth, baseball), (Ricky Ponting, Cricket), (Payton manning, American football).In football, Maradonna, Pele, Renaldo, Rooney, Beckman, even our Ganesh Thapa is very well known in Bangladesh and Bhutan.
And about the video refereeing, I am also against and agree with FIFA because it kills the natural flow of games and overrun by to much protest and technology.
Puspa bro, the debate is about, whether the video referee should be allowed to make final decision or not on controversy. How can you come to the conclusion that referees are going to loose the job? I think it increases one more position. Currently, there are four officials on the ground.Refree, two lines man and one fourth official (showing time and changing players).If FIFA allows the video referee to make decision on controversy then it requires another official on the video that means it increase one more position, so it will be five direct officials on decision making process on the field. I like to be quiet on those matter which I am not sure and I will not relate every or anything with politics.
मेरो आशय पनि त्यही हो तेजजी । मैले पनि क्रिकेटमा झैं ‘थर्ड अम्पारिङ’कै कुरा गरेको हो । तर लाग्छ फिफा यो कुरादेखि डराइरहेको छ । जसले जेसुकै भनेपनि प्रविधि मानिसशक्तिको सहायकमात्र बन्न सक्छ; प्रतिष्थापन होइन । प्रविधिले खेलको प्राकृतिकपना बिगार्छ भन्ने कुराचाहिँ अहिलेको जमानामा हाँसो उठ्ने अभिव्यक्ति हो । प्रविधिले गर्दा खेलप्रति मानिसको झुकाव कम भएको छैन झनै बढिरहेको छ । प्रविधिकै कारण खेलको मज्जा पनि बढिरहेको छ । अन्य खेलहरूमा रेफ्रीको काममा प्रविधिको सफलतापूर्वक प्रयोग भइरहेकै छ भने फुटबलमा किन नहुनु ? जबकि बारम्बार रेफ्रीको निर्णय गलत भएको देखिन्छ ।
